Regarding this press release about Deputy Carter and his mission against graffiti.

Firstly, I'd like to commend the efforts in cleaning the place up, please know that as an honorary member of the Grapeseed Neighbourhood Watch I love the effort to remove graffiti and my coming question is not to point issue with the stellar job he has done in his mission.

Has any effort been made in a more preventative measure to stop this graffiti happening instead of reactive measures? Such as patrols to potentially detain or arrest people committing acts of vandalism in these popular locations?

If so, has the LSSD put thought into "making an example" of anyone caught such as instead of charging them, have the caught individual spend a little while removing X tags from the area instead as a kind of community payback in lieu of a vandalism charge?

I'd love the LSSD's thoughts on the above.

    On the Subject of Proactive vs. Reactive Measures:

    Your question about preventative action is critical. The Los Santos County Sheriff's Department is deeply committed to proactive enforcement against all forms of crime. To that point, a review of our records shows that in the last four months alone, the LSSD has placed 111 charges for Vandalism (GM08). This demonstrates a clear and consistent effort to hold individuals who damage property accountable.

    However, your question correctly hones in on the specific challenge of graffiti. Upon review, of those 111 vandalism charges, two were for the act of spray-painting property. This figure highlights a crucial reality of law enforcement: graffiti is an exceptionally difficult crime to enforce proactively. The act is often done in seconds, typically under the cover of darkness, and the perpetrator is gone long before a patrol can respond or even before the crime is discovered. Unlike more overt acts of vandalism that create noise or are more time-consuming, graffiti is a crime of stealth and opportunity.

    This inherent difficulty in making on-scene arrests is precisely why initiatives like Deputy Carter's are so vital. When proactive enforcement is challenging, a strong, rapid, and visible reactive response becomes an essential part of our strategy. By removing graffiti quickly, we deny perpetrators the satisfaction and recognition they seek, which in itself acts as a deterrent. Deputy Carter's work is not a substitute for patrols; it is a necessary and strategic counterpart to them.

    On the Subject of Alternative Sentencing and "Community Payback":

    Your suggestion of having offenders clean graffiti as a form of "community payback" is an excellent idea rooted in the concept of restorative justice.

    As a law enforcement agency, the LSSD is empowered to enforce the San Andreas Penal Code, which includes the authority to impose penalties such as fines and incarceration. However, we are bound by the letter of that same code. Currently, the Penal Code does not authorize "community service" as a direct sentencing option that our deputies can impose.

    The idea remains compelling, however. This is a concept that may be better suited for implementation by the San Andreas Department of Corrections (SADOC). Once an individual is in their custody, SADOC could potentially establish supervised work-crews for inmates to perform these tasks. The LSSD would be fully supportive of such a program.

    We are tackling the graffiti problem from both ends: proactive patrols to catch who we can, and dedicated cleanup to ensure our communities remain pristine.
