Narrative:

I woke up in cuffs at pillbox with no recollection of events and told I was being arrested for evading? Noone read me my rights and then when I spoke to the guards they told me I got charged with all this other stuff???

        Explain what happened, sufficient detail must be given to justify the placed charges, videos could be provided.
        • A 10-66 was called for a stolen vehicle over tac-1. Upon arriving Joe Ryan and passenger took off from the 10-66 starting a pursuit. Joe Ryan eventually dropped off their passenger and continued to evade. During the pursuit, Joe Ryan cut into incorrect lanes of traffic and cut through Bennys motorsport alley hitting a car. The pursuit ended when Joe Ryan hit a Pounder trucker, capsizing it and injuring himself. Joe Ryan was treated, cuffed, read his rights and had his belongings seized. Joe Ryan was taken to DOC and charged with Vf01, GF11, Gc06. VM07, VF04.
      EVIDENCE DETAILS
      • Document the possessions confiscated from the arrested suspect.
        Possessions are to be documented individually, examples of documented illegal possessions are "Pistol .50" or "12 grams of Cocaine". Legal possessions that can be categorized may be grouped, eg. "Clothing" to describe all clothing items. Body camera footage/pictures may be attached as an evidence exhibit.

    • A 10-66 was called for a stolen vehicle over Tac-1. I arrived on scene as the pursuit unit when Joe Ryan began to evade with a a passenger. After a short while Joe Ryan dropped off their passenger and continued to attempt to evade. During this evasion, Joe Ryan was seen driving erractically at high rates of speed onto sidewalks and into incorrect lanes of traffic. Several times in an attempt to lose law enforcement, Joe Ryan cut through the Benny's alleyway resulting in Joe Ryan clipping several cars parked there in which he failed to yield and almost hitting multiple civilians on foot. Joe Ryan eventually took the pursuit to legion parking where he blew through an intersection and collided with a Pounder semi truck capsizing the pounder and launching himself through the front window where Joe Ryan became injured. Joe Ryan was injured badly but was treated by myself on scene, cuffed, read his rights and had his belongs seized before being taken to Pillbox for treatment. After being released by the doctor's at Pillbox and deemed safe for transport, Joe Ryan attempted to plead innocence by claiming memory loss from the accident and that he was unsure of where he was or what happened. Mr Ryan was explained to again that he had just evaded and caused a serious accident with a pounder minutes before but Mr. Ryan continued to feign innocence. As Joe Ryan was never once lost in the pursuit and was directly taken to Pillbox after his crash and treatment and then released directly back into the custody of the LSPD from the hospital Mr. Ryan's attempts to play innocent were simply ignored and he was transported to DOC.

ISSUANCE OF VERDICT

A decision was reached in the above case on the 14th day of July, 2025.


The Court has reviewed this case as a Judicial Review. A Judicial Review is a method of handling a case where two or more members of the Judiciary come together to review the facts of the case and come to an agreeable verdict.

The facts presented by the Prosecution in Exhibit #1 and Exhibit #2 have confirmed to this Court that beyond a reasonable doubt, the defendant was the individual operating the stolen vehicle and evaded from police, with the police pursuit maintaining visual throughout. The Court wants to point out that while both Exhibit #1 and Exhibit #2 indicate the defendant drove through Benny's in the process of evading police, there is a level of discrepancy to the two exhibits as to A) the number of times this action took place and B) the number of cars and civilians present at Benny's during these manoeuvres.

The Court recognises the statements made by the defendant about their lack of consciousness and memory of the incident. However, given that the defendant has not provided any supporting evidence from a Doctor as to any prior medical issues, and the fact that a lack of memory of the incident does not negate the actions of the incident taking place, the Court cannot use this as a reasonable defense. The Court would also like to point out that the defendant has raised that they were not aware of their Miranda rights.

The Court finds that the prosecution has met the burden of proof to indicate that the defendant put civilian lives in danger by driving through Benny's on at least two occasions, driving onto the sidewalk on several instances, as well as operating the vehicle in the incorrect lane throughout the pursuit as stated in both Exhibit #1 and Exhibit #2.

In reference to the charge of VM07 - Hit and Run, the Court finds issue with the application of the charge with the circumstances provided in two parts:
  • If the defendant has reached the level of Felony Public Endangerment by putting the public at either major risk or in acute danger through their usage of a motor vehicle, the charge of Hit and Run would, depending on the circumstances, fall under the charge of VF04 - Felony Public Endangerment.
  • If the defendant is responsible for Hit and Run due to the instance of the collision with the Pounder, the Court does not find it reasonable for a defendant to be charged with Hit and Run following an accident in which they were injured.

Finally, the Court will make a comment on the citation placed, GC06 - Possession of Cannabis. While this Court does not handle appeals for citations, it is worth pointing out that the evidence included in the first Exhibit does not appropriately support the charge albeit the Court will concede it was listed as an illegal exhibit. The absence of the marijuana in the photographed evidence, while still providing a photograph of all other exhibits, would likely have raised enough doubt for this Court to have considered finding the charge not guilty.

It is with the above considerations that I issue the following verdict:
  • On the count of VF01 - Evading an Officer, I find the defendant, Joe Ryan, guilty.
  • On the count of GF11 - Grand Theft Auto, I find the defendant, Joe Ryan, guilty.
  • On the count of GC06 - Possession of Cannabis, I find the defendant, Joe Ryan, guilty.
  • On the count of VM07 - Hit and Run, I find the defendant, Joe Ryan, not guilty.
  • On the count of VF04 - Felony Public Endangerment, I find the defendant, Joe Ryan, guilty.


The defendant should make their way to City Hall at their earliest convenience to have the change to their record noted as well as the payment of $5,500 returned to them for fines, time, and other expenses/inconveniences incurred from the contested charges.
