        Explain what happened, sufficient detail must be given to justify the placed charges, videos could be provided.
        • We spotted Mr. Singh when parked up at lower Powell street when he passed us with 180, 100 over speed limit. When pulled over for arrest, Mr Singh chose to evade at high speeds throughout the city, ultimately ending at the Los Santos Freeway after going in the wrong lane and flipping his vehicle on the traintracks, disregarding property and environment alike. There, when placed in cuffs, he chose to batter officer Cowell. After this, he was brought to DOC.

          Legal Items are stored at DOC.
      EVIDENCE DETAILS
      • Document the possessions confiscated from the arrested suspect.
        Possessions are to be documented individually, examples of documented illegal possessions are "Pistol .50" or "12 grams of Cocaine". Legal possessions that can be categorized may be grouped, eg. "Clothing" to describe all clothing items. Body camera footage/pictures may be attached as an evidence exhibit.

        Where possible, the serial number of each firearm seized as evidence should be noted.

    • During the day of the 7/DEC/2024, I, Police Detective III Mikael Cowell was the patrol leader and situation supervisor of what turned into a pursuit of Ravi Singh.

      My unit (3-G-2), consisting of myself and Cadets Vincent Jansen and Lance Lowrey were conducting speed enforcement on San Andreas Avenue, opposite of red parking. During the enforcement, we observed a black Desert Raid (XW1RSM8D) travelling eastbound at a speed of 183km/h in a 80km/h zone. As seen in the exhibit bellow, there were no head or taillights activated on the vehicle. The vehicle maintained the high speed and did not yield in the intersection of San Andreas Avenue and Las Lagounas Boulevard.

      A traffic stop was conducted on lower San Andreas Avenue. During this time, Singh displayed uneasy behaviour by questioning the validity of the stop and by turning his engine on during the traffic stop and reversing his vehicle towards our patrol vehicle.

      I took the decision to place Singh under arrest for VM03 - Reckless Operation of a Road or Marine Vehicle, as Singh had operated his vehicle at speeds exceeding 100km/h above the posted speed limit, operated his vehicle during night-time without headlights on and failed to yield to an intersection. All of this whilst road conditions were snowy.

      Once Singh was ordered to step out of the vehicle and after I had explained to him that he would be under arrest, Singh turned the engine of his vehicle on and began evading. During the pursuit, he entered incorrect lanes of traffic on Senora Freeway and drove over the median past DOC. He also prevented officers from overtaking him on the bridge towards DOC by switching lanes when a patrol car was next to him resulting in vehicle contact and damage to the vehicles. The pursuit ended when Singh drove off a cliff onto railroad tracks and his vehicle flipped.

      After this, Singh exited the vehicle and began fleeing on foot. He was tased by other officers and taken into custody by myself. As I was completing the arresting procedure on him, he started kicking me.

      He was taken to DOC by my unit and handed off to correctional officers there.

      During the situation, Ravi Singh has intentionally disregarded life and property through the operation of a road vehicle. He caused damages to patrol cruisers by turning into them and operated his vehicle in the incorrect lanes on Senora Freeway.



      The illegal parking citation was not issued during this situation, but instead fours days prior.
