Narrative:
I was driving through strawberry when i heard sirens behind me outside of the Motorsnacks grocery store I stopped and asked the officer multiple times why i was stopped he didn't answer me once he then asked me to show my id and remove my mask which i complied, Multiple officers then arrived to the scene, he then asked me to step off the vehicle, I once again asked why would i do that you have not told me the reason for the stop my friend arrived and the officer asked him to step away, the officer then pulled a tazer and pointed it in my direction, which i panicked and left and was chased by PD, i parked my bike up in the field off Greenwich parkway and ran back to the officer, He told me to put my hands up and detained me, A female officer then frisked me took my phone turned it on and tracked my bike, claiming there was a shotgun on my bike, They went to the bike and searched it finding no shotgun then returned to me, The officer then read me my rights and told me my following charges, I asked the officer why i was charged with a possession of a class 2 and tampering with evidence and he said someone with the same tattoos and skin color and mask was reported with a shotgun committing a robbery i explained to him that i had not committed a robbery or even have a shotgun, He said i was lying multiple times i explained more than one person could have the same tattoos and asked if i was being racially profiled, to which he said he wasn't the officer told me he was going to charge me with the shotgun because he had a suspicion it was me, He then claimed he had received body cam of a person matching my description with a mask the same as mine commit a robbery, I once again stated that it couldn't of been me because i did not do it, the following day i was at pd waiting for an officer when i saw the same officer again and he laughed about how long i received in jail then proceeded to ask "wait was it actually not you" when i told him it wasn't the officer was confused and said he had to do it because i matched a description of a masked individual, I served a long sentence and am scared to even get nice clothes anymore since i could possibly be mistaken for a criminal when i just want to work at burger shot this has affected me drastically

      INCIDENT NARRATIVE
      • Incident Date: 13/AUG/2024

        Explain what happened, sufficient detail must be given to justify the placed charges, videos could be provided.
        • Andre Howard was on a LINCOLN unit when there was a call from Abo Lamba regarding being robbed, Andre arrived on scene and questioned Abo Lamba, he had a bodycam on at the time he was robbed, Andre got an image from his bodycam from Abo and had a bolo placed using that image. The suspect in the bodycam footage had a pump shotgun aimed at Abo during the robbery.

          Around 20 minutes later, Andre saw a BF400 doing wheelies in the middle of the road and Andre pulled them over, the driver was wearing the exact same clothes as seen in the bodycam from Abo Lamba, Andre pulled over the BF400, once backup arrived Andre stepped up the driver and asked them to take off their mask and ID themself, once they ID'ed themself, Andre Howard asked the driver to step off, another individual tried tackling Andre and the driver then took which led to a pursuit in JTAC 1 as were in open juro.

          The BF was lost but while pulling over another vehicle who was the same guy that attempted to tackle Andre during the traffic stop, Freddie ran up to the traffic stop and was arrested. Andre Howard went ahead with cuffing, Miranda rights, patting down, ID'ing. Harper from SD was on scene and she tracked Freddie's BF using his phone, when arriving to the BF, Harper searched it but it was unlocked and there was nothing on the BF, assuming someone who is involved with Freddie had cleared the BF or Freddie had stashed the shotgun.

          Andre Howard then took Freddie to DOC for the arrest.

          Explanation for charges:

          GF03 - Armed Robbery - Robbed an individual with a pump shotgun.
          GF16 - Tampering with Evidence - He arrived back on scene with no BF most likely to hide his pump shotgun and other evidence meaning the evidence was tampered and lost.
          VF01 - Evading an Officer - Evaded on his BF from a 10-55.
          VM03 - Reckless Operation of a Road or Marine Vehicle - Was doing wheelies in the middle of the road.
          WF03 - Possession of a Class 2 Firearm - Image of him from a victims bodycam aiming a shotgun at the individual who was robbed, wearing the exact same clothes as the robber with the same tattoos.
          GM19 - Face Concealment (b) - He had a mask on when committing crimes.
      EVIDENCE DETAILS
      • Document the possessions confiscated from the arrested suspect.
        Possessions are to be documented individually, examples of documented illegal possessions are "Pistol .50" or "12 grams of Cocaine". Legal possessions that can be categorized may be grouped, eg. "Clothing" to describe all clothing items. Body camera footage/pictures may be attached as an evidence exhibit.

        Where possible, the serial number of each firearm seized as evidence should be noted.

    • There was a call from Abo Lamba regarding two individuals that had robbed him, I got the bodycam footage from Abo Lamba. After patrolling around, I spot an individual with the same exact description, same clothing, mask, glasses, scarf, skin colour, tattoos, trousers and gloves on a BF400. After pulling him over I asked him to ID himself, he had asked me to explain to him what was going on but I did not want to escalate the situation and wanted to ID the individual first which he did, I then asked him to step off so I could detain him and investigation the situation, I also didn't explain to him why to step off the bike, I only informed him I had to talk to him as I knew if I told him the reason it most likely wouldn't have ended well.

      At this point he evaded on his bike and later during another traffic stop, he was seen running past on foot with the exact same clothes as seen in the footage from Abo Lamba. Then his bike was tracked using his phone an SD officer searched the bike, it was unlocked and nothing on it. From the evidence I have, I can clearly point out the suspect on this situation unless there is someone else who matches the description.

    • I started watch mid situation so am not really aware of previous events. However, I was around half way through the 10-55 of the intervening vehicle. Upon arriving on the scene there were 2 suspects with each of them detained, from what I remember they matched the image given on the bolo. Both complied with the officer's demands. At this point, Officer Harper from LSSD came up to the individual and requested his phone to track his bike. Upon successfully getting into his phone and going on the vehicle app she got a location for the BF400. There was no weapon found in the vehicle. Here I had to end watch due to an emergency so am unaware of the following events.

IN THE SUPERIOR COURT OF SAN ANDREAS

State of San Andreas v. Freddie Barr
#25-CM-0018

A decision was reached in the above case on the 23rd day of May, 2025.


On the 13th of August, 2024, Abo Lamba was confronted in public by several masked individuals, one of which used a pump shotgun to intimidate him into following their demands. Mr. Lamba was wearing a body camera and recorded this event. A BOLO was created. Shortly after, Mr. Lamba contacted law enforcement to provide a statement and the video of this encounter. Shortly after, an Officer of the LSPD pulled over Mr. Barr after seeing them doing "wheelies" in the roadway. During this stop, Mr. Barr fled the traffic stop and was eventually caught up to at some point later and arrested. When compared to the BOLO, Mr. Barr was wearing or in possession of white surgical gloves, a blue balaclava, black scarf, and silver starred fancy glasses, which match what the person in possession of the shotgun was wearing at the time. The man was also shirtless and displayed several tattoos, which are strongly consistent with those of Mr. Barr's tattoos.

During the trial, the prosecution argues based on the clothing located and the matching tattoos, Mr. Barr is the same individual who had held up Mr. Lamba. The defense argues these matters to be mere similarities and not conclusive proof, highlighting statements from one of the Officers involved suggesting a mere possibility of someone else wearing this clothing and matching the description. There was also some dispute on the registration and ownership of the BF-400 depicted in Mr. Lamba's body camera footage.

For a review of the facts, the Court does believe a person's clothing and tattoos when considered in combination can be used to place a person at a specific time and place. As noted, the body camera shows an individual wearing a blue balaclava, black scarf, fancy rimmed glasses, and white surgical gloves pointing a shotgun at Mr. Lamba. Mr. Barr when arrested later had all of these items on his person. Mr. Barr also had matching tattoos. While these features in isolation can be speculative, this argument is weak when it's considered in combination with each other. The probability of someone else wearing the exact same clothing with the same tattoos being contacted minutes later is very low -- so low that it cannot form reasonable doubt as to identity. While the shotgun was not located, this does not mean the shotgun never existed either. Any number of things could have happened to the shotgun in the time between the incident and when Mr. Barr was arrested. The Court does not believe the argument that just because the shotgun was missing or the absence of ballistics testing and gun shot residue evidence to be convincing -- especially with the latter two not being applicable given there was no evidence the shotgun was ever fired. Regarding the dispute over the ownership of the BF400, while it may be true someone else owns the BF400 at today's proceedings, it is noted that at the time of Mr. Barr's arrest, an Investigator with the Sheriff's Department was able to track the BF400's location from Freddie's phone. This is proof that the BF400 was owned by Mr. Barr at this time, therefore the Court does not find these arguments to be persuasive.

However, no evidence was presented in today's trial or through the exhibits that anything was even taken from Mr. Lamba. This is a key element of the GF03 - Armed Robbery charge, which states, "Taking the property of another person off of them without uncoerced consent through use of a firearm or deadly weapon." Without any such evidence, the State's case on a robbery falls through the cracks. The Court agrees another charge would have more likely survived legal analysis with these facts if presented and argued, but as charged the State has failed to meet their burden or proof on the GF03 - Armed Robbery charge.

As far as the wheelie of a road bike, there has been no evidence other than the fact the Defendant was doing a "wheelie" on a bike to support this charge. There was no evidence presented that anyone else's life or property was disregarded through this operation of a road or marine vehicle. The Court agrees doing a "wheelie" is unsafe, but taking unnecessary risks of harm to one self or one's own property is not illegal, it's the endangerment of someone's life or property that is.

In summary, the Court does believe Mr. Barr was armed with a shotgun and used the shotgun to threaten the life of another individual, while masked and during a subsequent law enforcement interaction, Mr. Barr chose to flee this traffic stop, but was arrested at some other time.

It is with the above considerations that I issue the following verdict:
  • On the count of GF03 - Armed Robbery, I find the defendant, Freddie Barr, not guilty.
  • On the count of VF01 - Evading an Officer, I find the defendant, Freddie Barr, guilty.
  • On the count of VM03 - Reckless Operation of a Road or Marine Vehicle, I find the defendant, Freddie Barr, not guilty.
  • On the count of WF03 - Possession of a Class 2 Firearm, I find the defendant, Freddie Barr, guilty.
  • On the count of GM19 - Face Concealment (b), I find the defendant, Freddie Barr, guilty.


The defendant has had their record adjusted to reflect this verdict and has been reimbursed $45,000 for fines, time, and other expenses/inconveniences incurred from the contested charges.

During the trial, two individuals were charged with contempt of court, Todd Baguely and Will Vespucci for outburst(s) during the court proceedings.
