      • I, Deputy Kon Klein, was patrolling within Senora Freeway with Commander Noah Carlile. We drove up on Los Santos Freeway, Carlile spotted a 3 stacked black jugular spray painting on DOCs billboard. We went for a traffic stop where the Jugular braked abruptly. We accidentally hit the behind of the vehicle. The driver of the Jugular used this to fly away and start evading. We lost VC and later found it in the city shortly after. We frisked 3. Two had spray paint on there person, I matched the spray colour with the colour used on the original tagging. Looking at the gloves being worn by Vince they seemed to have red paint on them matching the colour of the original tagging. There was some paint on the back of Jugular that seemed to match the paint of the Kamacho, I scrapped it off and put it in a ziplock bag, as with some paint from the Kamacho.

        A deputy checked the original painting location and matched it with the colors and the location after the fact.

      • I responded to a scene after clocking on, when arrived it was an investigation on a group of individuals in a black in colored Jugular. They were suspected to have vandalized property and were under investigation. I patted the man down for items and found spray cans that were covered with dark red paint. His clothes were also covered in paint and we were able to come up with enough evidence and footage to determine they were responsible.

    • While patrolling the Senora Freeway, I alerted that a Jugular vehicle was vandalizing a sign. This incident is documented in my bodycam footage - he was spray painting the phrase "The Devil" which is connected to Vince William's devil mask that he wears often. You can see these tags plenty of places around the county.

      Following an attempt to conduct a traffic stop (10-55), I, due to the Kamacho's substandard braking system, inadvertently collided with the rear of the Jugular. The Jugular stopped rather quickly and we smashed into the back end at around ~140 mph, causing large amounts of damage. The Jugular seized this opportunity to flee the scene, successfully evading pursuit due to its superior speed compared to the Kamacho.

      Approximately six minutes later, we observed a Jugular vehicle, stacked three times, matching the color and bearing the license plate LP: 00000000 (barely readable due to the back end of this Jugular being completely smashed, specks of paint that was identical to the paint our Kamacho had. I reviewed my bodycam footage to verify that this was indeed the same Jugular. The identification was confirmed based on the following characteristics:

      Exterior color
      Interior color
      Number of occupants
      Vehicle rims
      Brake Calipers
      Spoiler
      Rear bumper damage

      We apprehended the driver of the Jugular, identified as Vince Williams. Throughout the detention process, Mr. Williams was compliant and did not resist. He was read his Miranda rights and frisked, during which he exhibited no objections. A spray can was found on his person, which, when shaken, felt approximately half full. Using a microfiber cloth from my trunk, I tested the spray paint, which matched the graffiti's color.

      Upon closer inspection of Mr. Williams, we observed red paint on his gloves. I documented this with photographs and collected the cloth and spray paint as evidence. The paint on the gloves was consistent with the graffiti. Mr. Williams could not provide a valid explanation for the paint on his gloves or the partially used spray can in his possession.

      Examining the Jugular's rear bumper, I identified damage consistent with the collision involving myself and the deputy I was with. Deputy Kon will have this available. During the vehicle inspection, we noticed paint that appeared out of place on the Jugular. I collected samples of this paint, placing them in a ziplock bag along with samples from our Kamacho.

      Based on the substantial evidence gathered, I formally charged Vince Williams with the counsel of Sheriff Wallace. The evidence supports charges not only for vandalism but also for evading law enforcement, though the latter charge was not initially filed.

    • I, Deputy Sheriff Kon Klein, and Commander Noah Carlie were patrolling on senora freeway, I was focused on something else where Carlile pointed out that a Jugular just tagged the sign. We witness this in my Bodycam footage.

      After going for a 10-55, Carlile due to the Kamachos poor brakes accidentally slammed into the back of the Jugular. The Jugular used this chance to flee, he evaded from us since he could out-pace the Kamacho.

      Around 6 minutes later we spotted a 3 stacked jugular matching the colour LP: 00000000, I personally checked my bodycam to match up the Jugulars, this what we used to identify it being the same Jugular.

      We detained the driver of the Jugular which at the time was Vince Williams, we complied and did not resist at any point. He was mirandized and frisked of which he did not have a problem with, on his person I found a spray can, I shook the spray can and it weighed around half full. I grabbed a microfabric cloth from my trunk and sprayed the cloth with the spray paint, the colour matched the same as the graffiti placed.

      Looking at Vince closely we noticed his gloves had red paint on them, I took a picture of this alongside bagging the Cloth and the Spray paint as evidence. The paint on the gloves again matched the park from the graffiti.

      Vince couldn't come up with a valid excuse for the paint on his gloves nor the half used spray can in his possession.

      I looked closely at the Jugular and inspected the rear bumper, this is where the damage would lie from the accident with Commander Carlile. The damage looked consist with the damage it took from Commander Carlile. I took a photo and I'm sure this will be attached to the discovery.

      While inspecting the Jugular I noticed some paint that looked like it didnt belong, I scrapped this from the Jugular and put it inside a ziplock bag, alongside some from our very own Kamacho.

      I personally placed the charges on Vince Williams because I believe this evidence is more then enough to convict him. Not only of Vandalism but evading, not sure why this wasn't placed.

      Due to a lack of response from the defendant in the above case, the case will now be involuntarily dismissed. The defendant was given ample time to interact and file availability. If any of the dates and times did not align with the schedule of the defendant, they were able to contact the courts stating the like. As no contact has been made with the courts aside from the initial filing, this case will now be dismissed and the charges will remain on the record of the defendant.
