Los Santos County Sheriff's Department "A TRADITION OF SERVICE" News Release December 14th, 2024 |
- INTRODUCING TWO NEW ASSISTANT SHERIFF'S TO THE DEPARTMENT

- Blaine County: During the Winter Wonderland Fair on Friday the 13th of December 2024, Sheriff Bobby Kirk welcomed Assistant Sheriff Steve Smyth and Assistant Sheriff Oscar Black to the Executive Staff Team.
Assistant Sheriff Oscar Black graduated from the Los Santos Sheriff's Academy on the 8th of August 2021. During his tenure, he has been active in multiple divisions and bureaus, most notably within the Internal Affairs Division and the Sheriff's Investigation Bureau. Black has worked hard to develop the two divisions within the bureau, namely the Gang's and Narcotic Division and the Major Crimes Division. Today we can see a thriving bureau with dedicated members.
Assistant Sheriff Steve Smyth transferred from the Los Santos Police Department on the 21st of March 2022 and was in January 2023 promoted to Commander overseeing the Office of the Sheriff. However, Steve Smyth transferred back to the Police Department in May 2023. Luckily, Smyth transferred back to the Sheriff's Department in August 2024 as Commander of Patrol Operations. Since his return, he has worked hard to develop the divisions and patrol divisions within the bureau, most notably the rebranding of HED, to the Sheriff's Traffic Services Detail.
There’s no better way to wrap up 2024 than with an unforgettable celebration: a fantastic community event hosted by our Sheriff's Information Division. It was a day filled with excitement, numerous prizes, and the announcement of two pivotal promotions within the Sheriff's Department.
Sheriff Bobby Kirk
I was thrilled to announce that Commander Black and Commander Smyth have both been promoted to Assistant Sheriffs. These two outstanding individuals have consistently demonstrated exceptional dedication to their roles, showcasing not only their expertise but also their exemplary personalities and leadership qualities. While they bring extensive experience to their new positions, they also inherit significant responsibilities from their predecessors. However, I have no doubt in their ability to tackle challenges head-on, leveraging their skills and enthusiasm to drive their respective divisions forward.
Assistant Sheriff Black faced significant hurdles when Assistant Sheriff Kemp and Commander Rosselli departed from the department, leaving a gap in SIB-specific leadership. Despite the challenges, he remained resolute, navigating these transitions with determination and professionalism. Over the past several months, Black has proven himself as a steadfast leader, growing immensely as both a deputy and a person. His journey from Lieutenant to Assistant Sheriff has been marked by perseverance, supported by key mentors such as Captain Dante Archer and Undersheriff Harry Payne. Together, they’ve worked tirelessly to ensure the Sheriff's Investigations Bureau remains strong and effective.
Assistant Sheriff Smyth’s journey to this role has been equally inspiring. He faced setbacks in his career trajectory, narrowly missing out on promotions due to timing during transitions between the Police Department and the Sheriff's Department. Yet, Smyth remained unwavering, demonstrating remarkable dedication and passion for law enforcement. When Assistant Sheriff Joe Olson announced his resignation, there was no doubt that Smyth was the right choice to step into the role. Achieving this milestone represents the fulfillment of a long-held goal for him, and it reflects his unwavering commitment to public service.
I extend my heartfelt congratulations to both Assistant Sheriffs Black and Smyth on their well-deserved promotions. I am confident they will continue to represent the best of the Los Santos County Sheriff's Department, embodying excellence and driving our mission forward with distinction.
