      INCIDENT NARRATIVE
      • Incident Date: 13/NOV/2024

        Explain what happened, sufficient detail must be given to justify the placed charges, videos could be provided.
        • On the above date, the LSPD transported 5 affiliated suspects to the DOC following a large-scale shootout between the LSPD and "The Shadows" terrorist organisation. While convoying the 5 suspects in a prison bus to the DOC, the bus encountered spike strips strategically placed on the Los Santos Freeway, causing the bus to collide with another vehicle in the Police Convoy. Without facing any further obstruction, the convoy successfully reached the target location within the DOC.

          Also on the above date, Police Commander Gareth Longford transported a suspect (John Chapel) separately to DOC following the same shootout as he needed further medical attention, delaying his transport. As Commander Longford arrived to the DOC, he witnessed a black Paragon S sitting outside the front entrance, occupied once, as seen here. The individual in the Paragon S shouted, "A cop is committing a criminal act against traffic laws is crazy". Note the relevance to traffic laws in this statement. Commander Longford recognised this voice to be Aya Ryoshi as he understood her to be named at the time, but later found out that she is currently name Annabel Black at the time of writing this report. Commander Longford has had extensive experience and encounters with this individual in the past during the performance of his Law Enforcement duties to reinforce his familiarity with the woman's voice.

          Commander Longford's suspect, John Chapel was processed as normal. Commander Longford then left the DOC premises and returned to the city via the Los Santos Freeway. While driving on the Los Santos Freeway, the same black Paragon S approached Commander Longford from behind and attempted to PIT his cruiser, causing a small collision between the two vehicles. Commander Longford then attempted to pursue the Paragon S, however they performed some evasive manouevres and got away. Note that the driver's hair and mask can be clearly seen to be ginger, double-ponytail on the shoulders and a Black Oni Mask respectively.

          Commander Longford returned to the city, responding to an SOS Alarm from the Pink Cage Bank. Upon finding that the alarm was CODE 4, Commander Longford was preparing to leave. Commander Longford then found Annabel Black leaving a note under his windshield wiper blade, relating to traffic laws violations, similar to the concerns of the individual in the black Paragon S at DOC previously.

          Captain Samuel Martin then conducted a traffic stop on Annabel Black soon after Commander Longford's interaction with her at the Pink Cage Bank. Captain Bill Breacher took over the traffic stop to relieve Captain Martin. During the traffic stop, the vehicle was found to be missing a license plate, rendering it illegal to be driven. Annabel Black then admitted to the vehicle being unregistered within the State of San Andreas as she had bought it from a scrapyard. The vehicle was then searched, and two sets of law enforcement spike strips were found in the trunk. Commander Longford reviewed his body-worn camera footage to find that Annabel Black on the current scene matched the description of the driver of the black Paragon S that had attempted to PIT the Commander earlier in the shift. After Annabel Black has been mirandarised by a unit on scene, Commander Longford questioned her on her ownership of a black Paragon S. Annabel Black admitted to owning one of the same description that Commander Longford gave, being a black Paragon S. Annabel Black was frisked to find a black Oni mask in her possession, the same type that was seen on the driver in the black Paragon S.

          Captain Martin advised Commander Longford that Annabel Black is a known affiliate of "The Shadows" terrorist organisation, the same that had just been convoyed to the DOC by the LSPD where spike strips were used to interfere with the transport. As Annabel Black had the motivation to do so, was equipped to do so, and was in the exact area of the convoy to do so, she was charged with spiking the prison bus in the convoy via the charge GM14 - Attempted Obstruction of Justice.

          As both the driver of the black Paragon S and Annabel Black: voiced concerns for traffic violations by law enforcement; had ginger, double-ponytailed hair resting on their shoulders; were in possession of the same model black Oni mask; own a black Paragon S; Annabel Black was charged with VF01 - Evading an Officer, for the act of evading an officer on the Los Santos Freeway following the attempted PIT of Commander Longford's cruiser. Evidence of Annabel Black's current description at this point in the report.

          Annabel Black was charged with GM05 - Receiving Stolen Property of a Gov. Employee as she was directly in possession of law enforcement spike strips.
      EVIDENCE DETAILS
      • Document the possessions confiscated from the arrested suspect.
        Possessions are to be documented individually, examples of documented illegal possessions are "Pistol .50" or "12 grams of Cocaine". Legal possessions that can be categorized may be grouped, eg. "Clothing" to describe all clothing items. Body camera footage/pictures may be attached as an evidence exhibit.

        Where possible, the serial number of each firearm seized as evidence should be noted.

    • On November 13, 2024, I was on patrol near Legion Square city parking when Captain Samuel Martin initiated a traffic stop on (at the time) Annabel Black. Captain Martin asked for backup and asked to have someone else take over the stop. I was first to arrive as I was already nearby and conducted the traffic stop on a white Faction, a 2 door car that had no license plate on it. After obtaining the driver's license from Annabel and verifying identity, Annabel admitted the car was a scrapyard vehicle and not registered with the state. At this point, I asked the driver, Annabel, to step out of the vehicle and talk on the sidewalk. It was at this point Commander Gareth Longford, who was also on scene for the traffic stop as a backup unit, questioned Annabel regarding an incident that had occurred previously on Los Santos Freeway, which Annabel matched the description of the driver involved in the incident earlier. Commander Longford made the decision to charge Annabel due to the prior incident. Due to the vehicle being impounded for not having a license plate, being an unregistered vehicle, and the driver being arrested, I searched the car inside and out. Inside the trunk of the car, I found two standard issued police spike strips, indicating that Annabel had stolen police stingers. I then called for a tow truck/mechanic to come and retrieve the car and take it to the police impound. All other details of the arrest and incident that had occurred on the Los Santos Fwy between Annabel and Commander Longford were handled by Longford, so I do not have the full detail of that. The subsequent arrest and any other questioning was also handled by Commander Longford.

A decision was reached in the above case on the 28th day of June, 2025.


Fact 1: The defendant was caught in possession of a vehicle that was unregistered and without a license plate. The vehicle also had spikes strips inside the vehicle. The court does believe there is enough information within the 3 exhibits presented to believe the defendant had prior knowledge, intended to use, or had possession of the spikes at one point in time. Therefore constructive possession in this instance would be applicable.

The court sees the term 'conceal' or 'concealing' as requiring intent to accomplish. The court does not feel the evidence provided rises to the level where a reasonable person would believe the individual put the items in the trunk purposefully to hide them from others. Instead the court finds the charge GM25 - Possession/Unlawful use of Government Equipment to be the applicable charge, given the circumstances.

Fact 2: The defendant was noted as affiliated to a the organization known as "The Shadows" that had impeded police response in the area.

Fact 3: The ownership of the Paragon S (Exhibit #3, first video). The defendant has admitted to owning and driving the vehicle previously. In regards to this fact, the court would like to note, that, while owning and driving a vehicle can be circumstantial evidence to tie an individual to a crime, it is not direct evidence.

The court notes in the first set of footage that the driver was not well viewed nor were any defining features noted. The windows were tinted, it was late at night, and the court was unable to determine the hair color or associated identity. The voice identification was made from a singular shout. While the circumstances together of gang affiliation, vehicle, appearance, and proximity to crime are all relevant to a case and investigation, they are circumstantial evidence that require reasonable belief in the identity of the individual. While certain circumstances in this case may have risen to the level of reasonable suspicion, it did not amount to probable cause for all charges.

It is with the above considerations that I issue the following verdict:
  • On the count of VF01 - Evading an Officer, I find the defendant, Bonnie Ryoshi, not guilty.
  • On the count of Attempted GM14 - Obstruction of Justice, I find the defendant, Bonnie Ryoshi, not guilty.
  • On the count of GM05 - Receiving Stolen Property of a Gov. Employee, I find the defendant, Bonnie Ryoshi, not guilty.
  • On the count of GM25 - Possession/Unlawful use of Government Equipment, I find the defendant, Bonnie Ryoshi, guilty.

The defendant should make their way to City Hall at their earliest convenience to have the change to their record noted as well as the payment of $25,900 returned to them for fines, time, and other expenses/inconveniences incurred from the contested charges.
