Narrative:
I was charged for simply being in an area that the crime was apprehended, i spent 5 years in prison and now have 30k+ in debt (50k or so in fines total) due to these officers negligence, no evidence was given to me, i was told i was id'd by my shoes which is simply crazy, they claim possession of a class 2 without said class 2 in evidence since i never owned one. Officer 27338 would give me absolutely no info on my arrest and claimed he had good evidence when he doesnt and his little minion 18481 just followed the corruption

The case of the State of San Andreas v. John Chapel is hereby activated by this Court under #24-CM-0079.

Both the State and Defendant in this case are still awaiting adequate representation.         Explain what happened, sufficient detail must be given to justify the placed charges, videos could be provided.
        • A panic come in GSB they witnessed the attorney general getting kidnapped. and they had video footage of multiple shadows members and this masked man in purple clothing and a black hat and bag had a SMG holding up attorney general kidnapping her she was then tortured having as S carved into her back and murdered and the shadows members were all at city hall where they dropped the dead body off and was detained read their rights and taken to MRPD for investigation. Lt. Luigi ran the investigation and had the video from the GSB checking all the clothing they had on their person to what people was wearing in the video. This suspect had the purple clothing and everything that matches the suspect in the video. Charges were given by Lt. Luigi to be given to the suspect and was then transported to DOC.

      At 00:22, Suspect B can be seen approaching with a submachine gun drawn also actively holding multiple individuals at gunpoint with a submachine gun. At 00:55 Suspect B can be seen driving away on a white Gargoyle, matching that of the below impound report.

      At 00:17, Suspect C is seen exiting the teal Elegy Retro Custom. Suspect C drops their bag on the ground, crouching down before withdrawing a silenced Pistol .50 and actively participating in the Attorney General's kidnapping. Due to a database issue ((discord image)), attached is an image of the possessions seized during the arrest of Zoe Williams.

      At the time of Zoe Williams' arrest they were found in possession of the following, as noted in their arrest report:

Now wearing matching face masks along with the other 4 individuals.

    • GSB reported that a high profile government employee had been kidnapped, and upon responding, officers were given video of the incident and then a description of who to look out for, including a cyan Elegy Retro Custom. My unit consisted of only Officer Murphy Azalea and myself. We decided to head towards the vineyards to look for the vehicle. Once we arrived in the area, a vehicle perfectly matching the description previously mentioned pulled out directly in front of us and failed to yield to our lights and sirens, leading to a pursuit. We were the primary unit for as long as possible, but due to us being in a Scout, we ended up falling back and following the pursuit line. We then followed the pursuit to City Hall where all of the 10-15's involved were located. I was not present for when the vehicle first arrived at City Hall, but once my unit arrived, my partner detained one of the "Shadows" members on the scene. I personally stood back and set up scene management as the vehicles were blocking traffic, but I believe Officer Azalea was asked to bring his suspect, John Chapel, to Mission Row for further investigation and questioning. Once we arrived at Mission Row, Lieutenant Luigi lead the investigation while I stood by and observed. Once he questioned Mr. Chapel and went through the evidence found, he was confident in Mr. Chapels guilt and had my partner review the footage and evidence as well as he would be handling the arrest. I believe the main factor behind Mr. Chapel's arrest is the fact that he had the exact same outfit as one of the armed kidnappers in the footage (being a bright purple alien bodysuit). Officer Azalea then placed the charges as we took Mr. Chapel to DOC for processing.

    • My Arrest Report covers my involvement of the situation, but I will clarify the entirety to the best of my ability.

      The situation started as 5x suspects arrived at the Los Santos Bank on Vinewood BLVD. Four of the five suspects were in possession of firearms, two of which were heavy weaponry. The fifth suspect possessing a knife. The suspects held up GSB and ordered the government employee into the trunk of a cyan Elegy Retro Custom. The suspects fled the scene, with the kidnapped government employee.

      Law enforcement was informed of the situation. Moments later AIR found the cyan elegy retro custom that was reported to have the government employee in the trunk. The cyan Elegy Retro Custom began evading as ground units attempted to pull it over. The cyan Elegy Retro Custom drove to City Hall, where there was additional suspects. Driver of the cyan Elegy Retro Custom, Anthon Vespucci dismounted the vehicle and surrendered. Alistair Vespucci, who was one of the suspects at City Hall, prior to the cyan Elegy Retro Custom's arrival, opened the trunk of the cyan Elegy Retro Custom, and removed the deceased government employee. Placing the deceased onto the ground. The deceased government employee showed clear signs of being tortured. As the deceased body had an "S" carved into their back.

      All suspects on scene at City Hall were either detained or arrested. One of the suspects on the scene of City Hall was David Vespucci, who was detained by Officer Adam Williams. All suspects who were detained were taken to the MRPD holding cells for questioning and investigation. While at MRPD Officer Adam Williams relayed that he needed to end shift. Officer Leo Larson took responsibility for the custody of David Vespucci. As well as the belongings of David Vespucci. Officer Adam Williams handed everything he had confiscated from David Vespucci.

      Officer Leo Larson reviewed body camera footage provided by GSB. Upon reviewing the body camera footage, clothes that each suspect were in possession of were tested for being a match. David Vespucci's clothes were a perfect match to one of the two suspects brandishing a heavy weapon. David Vespucci's Black Bigness T-Shirt, Black Tucked Shirt, Black Pants, Cobra Slip-Ons, Platinum Skull Necklace, and Leather Gloves all perfectly matched the suspect from the GSB body camera. All of which were clothes that David Vespucci was in possession of when detained at City Hall.

      David Vespucci's positive match of the clothes he was in possession of, along with the suspects found with him at City Hall, who were also positively identified as the suspects from Los Santos Bank kidnapping, and the cyan Elegy Retro Custom that contained the deceased government employee resulted in David Vespucci receiving charges. Lieutenant Mike Luigi relayed the charges and Officer Leo Larson charged David Vespucci with Accessory to Torture of a Gov. Employee, Accessory to Murder of a Gov. Employee, Possession of a Class 2 Firearm, Kidnapping of a Gov. Employee, Domestic Terrorism, and Face Concealment (b).

    • A GSB agent hit their panic near the bank and multiple units responded to find that the attorney general had been kidnapped by some shadows members. A hunt was made for the shadows members whilst the GSB agent got their bodycam and sent it over to Lt. Luigi. Myself and sergeant Logan found the elegy that had kidnapped her in the vineyards on Buen Vino Road and pursued the car. The car eventually stopped outside city hall where there was more shadows members waiting and the dead body of the attorney general was taken from the trunk of the vehicle and dumped on the ground. After inspection of the body there was found to be a "S" carved into her back and a bullet wound to her head showing she had been tortured and executed by the terrorist organisation. All shadows members were detained by officers and I took over on John Chapel cuffing him reading his rights and then transporting him to MRPD. Upon searching him there was multiple items of clothing found on his person as was the case with the other shadows members. Lt. Luigi went through them all one at a time matching their clothing in their possession to that of which they were wearing when the kidnapping of the attorney general took place in front of the GSB agent. John Chapel was found to be in possession of a purple almost alien like outfit with a black cap and black shoes matching that which was in the kidnapping video where he can be seen pointing an SMG at the attorney general giving her and the GSB agent demands. Lt Luigi went through the charges and advised what to place on Mr Chapel who was then taken to DOC by officer Azalea and Sergeant Logan for processing.

    • On the 20th of April 2024, I responded to a panic dropped by a GSB agent while en route. To the panic, we received multiple 911 calls and, to my knowledge, a department radio contact stating that the Attorney General had been kidnapped and was leaving northbound from their location. Due to circumstances in the previous days of credible threats and attempts alongside a Blue Elegy Retro Custom already known to be registered to Anthony Vespucci, we were able to identify the suspects as the Shadows. Traces were attempted; however, phones were off. A unit a few minutes after the start of the situation saw the vehicle on Buen Vino Road heading southbound. A pursuit ensued, going straight to City Hall before stopping outside. Upon arriving on the scene, multiple suspects were in cuffs alongside the body of the Attorney General.

      Upon inspecting the body, the letter "S" was carved into her back. Due to the carving, I began asking the officers dealing with each suspect if they had a knife. Two of the three suspects had knives, which were collected and put into evidence bags before being marked. One of the knives didn't have blood; one had dried blood severely rubbed off, and the final one had fresh blood. The knife was taken off of Zoe Williams. Upon testing it with test kits available through the Detective Bureau, it came back as positive for human blood. The suspects were all taken to Mission Row where all evidence was reviewed for the individual suspects, and charges were placed.

Det McMayor ran traces on well Known members of this criminal organisation and got a positive trace for Alistair Vespucci who was around the construction site next to the old city hall which was confusing as most of our units headed up north as we got infos informing PD that the suspects headed towards SD Juro few minutes after that an officer informed as in tac that a body is dropped in front of city hall we all headed there and searched the blue elegy where we found 2 pistol .50s. Det McMayor ran traces on this pistols to discover who's the owner and he got positive prints on both one Pistol .50 had Mrs. Zoe Williams prints on it and the second one had Mr. Anthon Vespucci prints on. After that, all the suspects who were at that location were transferred to MRPD where Lieutenant Luigi reviewed the bodycam footage to try and match every person we have to what he saw in the GSB agent (Collin Cooper) Bodycam footage.

When we arrived the suspects crashed the vehicle into a pole, this was at City Hall. After stepping out of my cruiser we had seen a suspect grab the Government employees body out of the trunk. I had looked at the body while suspects were being arrested. After I looked at the body, I could visibly see the letter "S" carved into the back of the employee. This was most likely representing the gang that they are all affiliated with. Afterwards we had processed the suspects and read them the charges they were placed with.

    At 00:17, Suspect C is seen exiting the teal Elegy Retro Custom. Suspect C drops their bag on the ground, crouching down before withdrawing a silenced Pistol .50 and actively participating in the Attorney General's kidnapping. Due to a database issue ((discord image)), attached is an image of the possessions seized during the arrest of Zoe Williams.

    At the time of Zoe Williams' arrest they were found in possession of the following, as noted in their arrest report:
    • Exhibit A: Switchblade
    • Exhibit B: Jacket
    • Exhibit C: Pants
    • Exhibit D: Gloves
    • Exhibit E: Mask
    • Exhibit F: Armor

    It is clear these items of clothing found on Zoe William's are a match to those worn by Suspect C. Along with the matching firearm, suppressor and bag seized during their arrest. Zoe William's was also found within the same teal Elegy Retro Custom at the time of their arrest which arrived at City Hall with the deceased Attorney General in the trunk. Now wearing matching face masks along with the other 4 individuals.
    • Detailed Reasoning: The evidence presented in Exhibit #2 details actions, possessions, and arrests of David Vespucci and Zoe Williams, neither of whom are parties to the current case involving the defendant, John Chapel. The prosecution has not established any direct link between Mr. Chapel and the individuals described in Exhibit #2 (David Vespucci and Zoe Williams). Without a demonstrable connection, this evidence is extraneous and distracts from the facts at issue in this case.
  • Exhibit #5: Witness Statement - Police Sergeant II Saurian Logan
    Requested Evidence to Suppress:
    I believe Officer Azalea was asked to bring his suspect, John Chapel, to Mission Row for further investigation and questioning. Once we arrived at Mission Row, Lieutenant Luigi lead the investigation while I stood by and observed. Once he questioned Mr. Chapel and went through the evidence found, he was confident in Mr. Chapels guilt and had my partner review the footage and evidence as well as he would be handling the arrest. I believe the main factor behind Mr. Chapel's arrest is the fact that he had the exact same outfit as one of the armed kidnappers in the footage (being a bright purple alien bodysuit).
    • Detailed Reasoning: This entire section of this witness statement is hearsay. There is no footages that can confirm nor deny these incidents happening during this alleged "interrogation".
  • Exhibit #6: Witness Statement - Retired Police Officer III Leo Larson
    Requested Evidence to Suppress:
    All suspects on scene at City Hall were either detained or arrested. One of the suspects on the scene of City Hall was David Vespucci, who was detained by Officer Adam Williams. All suspects who were detained were taken to the MRPD holding cells for questioning and investigation. While at MRPD Officer Adam Williams relayed that he needed to end shift. Officer Leo Larson took responsibility for the custody of David Vespucci. As well as the belongings of David Vespucci. Officer Adam Williams handed everything he had confiscated from David Vespucci.

    Officer Leo Larson reviewed body camera footage provided by GSB. Upon reviewing the body camera footage, clothes that each suspect were in possession of were tested for being a match. David Vespucci's clothes were a perfect match to one of the two suspects brandishing a heavy weapon. David Vespucci's Black Bigness T-Shirt, Black Tucked Shirt, Black Pants, Cobra Slip-Ons, Platinum Skull Necklace, and Leather Gloves all perfectly matched the suspect from the GSB body camera. All of which were clothes that David Vespucci was in possession of when detained at City Hall.

    David Vespucci's positive match of the clothes he was in possession of, along with the suspects found with him at City Hall, who were also positively identified as the suspects from Los Santos Bank kidnapping, and the cyan Elegy Retro Custom that contained the deceased government employee resulted in David Vespucci receiving charges. Lieutenant Mike Luigi relayed the charges and Officer Leo Larson charged David Vespucci with Accessory to Torture of a Gov. Employee, Accessory to Murder of a Gov. Employee, Possession of a Class 2 Firearm, Kidnapping of a Gov. Employee, Domestic Terrorism, and Face Concealment (b).
    • Detailed Reasoning: This entire section of this witness statement has no relevancy to this court case as this is the detailed arrest for David Vespucci and the defendant in question is John Chapel.

    Regarding hearsay
    The Defense is arguing that the referenced section of the statement should be considered hearsay as there is no other evidence to support the witness's statement. However, this is an incorrect classification of hearsay. If anything it would be considered speculation. Nevertheless, the Prosecution argues that the statement, except for the first sentence, should be regarded as neither of the two as it details the witness' personal experience and observations. The witness clearly stated they arrived at Mission Row and observed the interrogation and their understanding of the details of the defendant's arrest.

      It is clear these items of clothing found on John Chapel are an exact match to those worn by Suspect B. Along with the Gargoyle used matching that of John Chapels. John Chapel was additionally at City Hall and ran towards the referenced teal Elegy Retro Custom, used to kidnap the Attorney General, as it drove up to City Hall. Now wearing matching face masks along with the other 4 individuals.

      At 00:17, Suspect C is seen exiting the teal Elegy Retro Custom. Suspect C drops their bag on the ground, crouching down before withdrawing a silenced Pistol .50 and actively participating in the Attorney General's kidnapping. Due to a database issue ((discord image)), attached is an image of the possessions seized during the arrest of Zoe Williams.

      At the time of Zoe Williams' arrest they were found in possession of the following, as noted in their arrest report:
      • Exhibit A: Switchblade
      • Exhibit B: Jacket
      • Exhibit C: Pants
      • Exhibit D: Gloves
      • Exhibit E: Mask
      • Exhibit F: Armor
      • Exhibit G: Pistol.50

      It is clear these items of clothing found on Zoe William's are a match to those worn by Suspect C. Along with the matching firearm, suppressor and bag seized during their arrest. Zoe William's was also found within the same teal Elegy Retro Custom at the time of their arrest which arrived at City Hall with the deceased Attorney General in the trunk. Now wearing matching face masks along with the other 4 individuals.

    • GSB reported that a high profile government employee had been kidnapped, and upon responding, officers were given video of the incident and then a description of who to look out for, including a cyan Elegy Retro Custom. My unit consisted of only Officer Murphy Azalea and myself. We decided to head towards the vineyards to look for the vehicle. Once we arrived in the area, a vehicle perfectly matching the description previously mentioned pulled out directly in front of us and failed to yield to our lights and sirens, leading to a pursuit. We were the primary unit for as long as possible, but due to us being in a Scout, we ended up falling back and following the pursuit line. We then followed the pursuit to City Hall where all of the 10-15's involved were located. I was not present for when the vehicle first arrived at City Hall, but once my unit arrived, my partner detained one of the "Shadows" members on the scene. I personally stood back and set up scene management as the vehicles were blocking traffic, but I believe Officer Azalea was asked to bring his suspect, John Chapel, to Mission Row for further investigation and questioning. Once we arrived at Mission Row, Lieutenant Luigi lead the investigation while I stood by and observed. Once he questioned Mr. Chapel and went through the evidence found, he was confident in Mr. Chapels guilt and had my partner review the footage and evidence as well as he would be handling the arrest. I believe the main factor behind Mr. Chapel's arrest is the fact that he had the exact same outfit as one of the armed kidnappers in the footage (being a bright purple alien bodysuit). Officer Azalea then placed the charges as we took Mr. Chapel to DOC for processing.

    • My Arrest Report covers my involvement of the situation, but I will clarify the entirety to the best of my ability.

      The situation started as 5x suspects arrived at the Los Santos Bank on Vinewood BLVD. Four of the five suspects were in possession of firearms, two of which were heavy weaponry. The fifth suspect possessing a knife. The suspects held up GSB and ordered the government employee into the trunk of a cyan Elegy Retro Custom. The suspects fled the scene, with the kidnapped government employee.

      Law enforcement was informed of the situation. Moments later AIR found the cyan elegy retro custom that was reported to have the government employee in the trunk. The cyan Elegy Retro Custom began evading as ground units attempted to pull it over. The cyan Elegy Retro Custom drove to City Hall, where there was additional suspects. Driver of the cyan Elegy Retro Custom, Anthon Vespucci dismounted the vehicle and surrendered. Alistair Vespucci, who was one of the suspects at City Hall, prior to the cyan Elegy Retro Custom's arrival, opened the trunk of the cyan Elegy Retro Custom, and removed the deceased government employee. Placing the deceased onto the ground. The deceased government employee showed clear signs of being tortured. As the deceased body had an "S" carved into their back.

      All suspects on scene at City Hall were either detained or arrested. One of the suspects on the scene of City Hall was David Vespucci, who was detained by Officer Adam Williams. All suspects who were detained were taken to the MRPD holding cells for questioning and investigation. While at MRPD Officer Adam Williams relayed that he needed to end shift. Officer Leo Larson took responsibility for the custody of David Vespucci. As well as the belongings of David Vespucci. Officer Adam Williams handed everything he had confiscated from David Vespucci.

      Officer Leo Larson reviewed body camera footage provided by GSB. Upon reviewing the body camera footage, clothes that each suspect were in possession of were tested for being a match. David Vespucci's clothes were a perfect match to one of the two suspects brandishing a heavy weapon. David Vespucci's Black Bigness T-Shirt, Black Tucked Shirt, Black Pants, Cobra Slip-Ons, Platinum Skull Necklace, and Leather Gloves all perfectly matched the suspect from the GSB body camera. All of which were clothes that David Vespucci was in possession of when detained at City Hall.

      David Vespucci's positive match of the clothes he was in possession of, along with the suspects found with him at City Hall, who were also positively identified as the suspects from Los Santos Bank kidnapping, and the cyan Elegy Retro Custom that contained the deceased government employee resulted in David Vespucci receiving charges. Lieutenant Mike Luigi relayed the charges and Officer Leo Larson charged David Vespucci with Accessory to Torture of a Gov. Employee, Accessory to Murder of a Gov. Employee, Possession of a Class 2 Firearm, Kidnapping of a Gov. Employee, Domestic Terrorism, and Face Concealment (b).

    ISSUANCE OF VERDICT


    IN THE SUPERIOR COURT OF SAN ANDREAS

    State of San Andreas v. John Chapel
    #24-CM-0079

    A decision was reached in the above case on the 15th day of December, 2024.


    Before explaining my verdict, there are some key points I wish to address. Firsly, the claim that the defendant was simply in the wrong place at the wrong time. Given the defendant was on the scene prior to the end of the pursuit, wearing all black like the other suspects and even wearing the same black oni mask, the court rules that there was enough probable cause for the officers to detain Mr Chapel initially. Upon being searched, Mr. Chapel was found to have clothing identical to that in the GSB officer's footage of the initial kidnapping.

    With the above in consideration, The court finds it unreasonable to assume the defendant was simply at the wrong place at the wrong time, and instead had involvement with the situation at the end of the pursuit at city hall as the body got dropped off.

    In light of all the evidence and statements , The court issues the following verdict:

    The bodycam footage clearly shows the Attorney General being forcibly taken at gunpoint, and the clothing found on the defendant matches that of one of the individuals who committed the kidnapping. Though not worn at the time of arrest, the clothing was found on his person, solidifying the connection. Coupled with the suspect’s presence at the body drop-off, there is substantial evidence that he participated in the kidnapping of the government official.

    With that in mind, I find the defendant, John Chapel, GUILTY of the charge SF04 - Kidnapping of a Gov.

    The victim was found with an "S" carved into their body, indicating cruel and unusual bodily harm. Whilst it was established one of the other suspect's knives had a connection to the torture, once again, the presence of the purple suit suggests his involvement in the events leading up to the victim's murder. The evidence supports the conclusion that the suspect was a participant or accessory in the torture of the Attorney General.

    With that in mind, I find the defendant, John Chapel, GUILTY of the charge SF05 - Accessory Torture of a Gov.

    Bodycam footage shows the individual in the purple suit, confirmed to be the same kind of clothing found on the suspect, in possession of a Class 2 firearm. While the weapon itself was not recovered, the defendant’s identification as the suspect establishes constructive possession of the firearm during the crime. The charge of illegal possession is therefore supported by circumstantial but compelling evidence.

    With that in mind, I find the defendant, John Chapel, GUILTY of the charge WF03 - Possession of a Class 2 Firearm.

    The suspect was present during the body drop-off and is tied to the earlier kidnapping and torture of the Attorney General. While direct evidence of his participation in the murder is lacking, his role in the events leading up to and following the crime implicates him as an accessory. The evidence, including his possession of the clothing and presence with the group at City Hall, strongly supports this charge.

    With that in mind, I find the defendant, John Chapel, GUILTY of the charge SF02 - Accessory to Murder of a Gov.

    The suspect was seen wearing facial concealment during the criminal acts, as captured in the bodycam footage. Both the mask from the kidnapping, and the mask from the body drop-off were found on the defendants posession.

    With that in mind, I find the defendant, John Chapel, GUILTY of the charge GC04 - Face Concealment B.

    The public display of the body at City Hall, constitutes a clear attempt to intimidate both the government and the public. The suspect was apprehended in posession of the distinctive clothing worn during the crime, directly linking him to the events. The symbolic carving of the "S" on the victim further establishes intent to create fear or coerce government action.

    With that in mind, I find the defendant, John Chapel, GUILTY of the charge SF01 - Domestic Terrorism.


    The cumulative evidence, including bodycam footage, the clothing found on the suspect, and his presence during the body drop-off, ties the suspect to each of the charges.

    What this group did, is an attack on the government, and the san andreas judicial branch. I find it a mockery of the court that the defendant claims to have been in the wrong place at the wrong time whilst wearing near exact clothing to those who dropped the body at city hall. While some charges rely on circumstantial evidence, the totality of the case supports finding John Chapel guilty of all charges.

    The defendant will be issued a $25,000 fine for court charges.
