Introduction
As summer comes to a close and we transition into the vibrant colors and cooler days of fall, we take this opportunity to reflect on the achievements and events that have shaped our state over the past few months. From our collective efforts to enhance public safety, to fostering sustainable development, and promoting community engagement, it has been a season of progress and growth for San Andreas.

In this newsletter, we will highlight key initiatives, upcoming projects, and important updates that will guide us into the new season. Whether you’ve participated in community events, taken advantage of local programs, or simply enjoyed the natural beauty of our state, we want to extend our gratitude for being part of what makes San Andreas thrive.
Summer From the Eyes of Board of Governors
This summer has been a season of renewal, growth, and reflection for the San Andreas State Government. The Board of Governors is proud to acknowledge the efforts of our dedicated teams and the broader community, who have worked tirelessly to make our state a vibrant and thriving place to live. Chief of Staff Emily Whitehorse reflected on the challenges and triumphs of the past few months:

"This summer, the San Andreas State Government rebounded from a complex spring season, with new faces in command positions and numerous internal changes to support a growing workforce. We continue to take the lessons learned from the past and contribute positive changes as we grow the government. Our bureaus have been hard at work developing new programs that we hope will see a positive reflection towards our citizens. As we move into fall, we will continue to look at areas for improvement, as we are aware of crowning concerns with response times in some of our bureaus. We also hope to see larger changes as other unreleased projects come to fruition."

Governor Lewis Langley also shared his thoughts on the season, celebrating the community spirit that shined brightly during the summer months:

"Dear Citizens of San Andreas,
As summer ends, we want to take a moment to reflect on the events and togetherness that made this season special for our community. From local festivals to beach outings, parties, and an increase in the number of people focusing on swimming, boating, and outdoor activities, San Andreas truly comes alive during the summer months. We also want to highlight key events of the season, such as the Milestone Rogues Production; Vespucci Summertime Beach Party, the Luau Party, Heaven vs. Hell, Benny’s Original Motorworks & Milestone Rogues – Spooky Car Show, and more.
We hope you all had the chance to enjoy the season and create long-lasting memories."


Looking ahead to fall, Governor Langley highlighted several important initiatives that will shape the future of the state:

*"The Board of Governors is excited about the opportunities that lie ahead. As the leaves begin to change and the air cools, we are focusing on several key initiatives that will benefit the community:

Public Safety and Preparedness: We are working to ensure our citizens are prepared for any weather-related challenges. Expect safety campaigns and weather alerts to keep everyone informed and ready for the changing conditions.

Sustainable Development Projects: We remain committed to addressing the housing crisis and making property ownership in San Andreas more affordable. This fall, we will research new sustainability initiatives, focusing on unused land, green energy projects, and improving our parks and natural spaces.



Health and Wellness Programs: As we move into fall, we emphasize the importance of community health. Los Santos Emergency Medical Services will continue providing tips on staying healthy as temperatures drop, and local fitness centers are a great option for staying active when the weather doesn’t allow for outdoor exercise.

We are incredibly proud of our community's spirit and resilience. Fall is a time of renewal, and we look forward to working together to make San Andreas an even better place to live, work, and thrive."


As we move into fall, the Board of Governors remains committed to growth, unity, and progress for all. We are grateful for your continued support and look forward to a season filled with opportunity and collaboration.

Summer From the Eyes of GSB
This summer has been a season of pivotal changes and forward momentum for the Government Security Bureau (GSB). With updates to the leadership team and a thorough review of security procedures, the GSB is looking ahead with renewed focus on ensuring public safety and improving its operational efficiency.

Interim Security Director Lester Conway shared the following:
Interim Security Director Lester Conway wrote:"As we reflect on this summer, the Government Security Bureau is pleased to announce some significant updates within our Command and Supervisory Teams. I am honored to announce that I have been appointed the role of Interim Security Director, and alongside me, Gareth Longford has been appointed Acting Deputy Director of the Bureau, making his return after a long time. We are both very excited for the future of the Bureau and are working hard to rethink and improve our operations."
Under this new leadership, the GSB has conducted a comprehensive review of its security protocols. This process, while rigorous, has highlighted several areas for improvement, and the team has already begun implementing enhanced procedures aimed at increasing overall effectiveness. Conway and Longford are committed to refining these protocols to not only improve internal operations but also bolster public relations and trust in the Bureau.
Interim Security Director Lester Conway wrote:"Our dedicated team has been working tirelessly to refine our protocols, and we are optimistic about the positive changes these efforts will bring. Another area we are keen to improve is public relations and the public's perception of the Bureau. We want to ensure the public feels safe around our agents and that public opinion of the Bureau improves throughout our tenure."
Looking forward, the GSB remains steadfast in its commitment to protecting the people of San Andreas, particularly those in SASG and SAJB, who tirelessly work to improve the state. Conway expressed gratitude for the ongoing support from both the GSB team and the San Andreas Board of Governors, emphasizing that the future holds great promise for continued security advancements.

"We look forward to seeing what the future holds," Conway concluded.
Summer from the eyes of LRC
As we transition from August into September, the Law Review Committee (LRC) has officially closed its 5th Congress and is ready to embark on its 6th. This past term has been a period of notable progress, marked by structural changes aimed at enhancing efficiency despite limited staff.

The Speaker of the House had this to say:
Speaker of The House Emily Whitehorse wrote:"As we leave August and enter September, the 5th Congress of the LRC is brought to a close and we begin to initiate the 6th Congress. The 5th Congress was marked with us changing our format to facilitate faster lawmaking with our limited amount of staff. This was done by making some documentation internal only to LRC members, as well as creating new internal structures to support debates in an online format. While we strive for transparency, this has enabled us to bounce back from our unfortunate slump from our 4th Congress."
These internal changes have allowed the LRC to break records this term, with eight bills reaching the floor for debate — a milestone for the Committee. Noteworthy legislative efforts included addressing unlawful jamming of radio frequencies and protecting public roadways from dangerous police evaders. While not all bills passed into law, this activity signaled a strong rebound and a clear fulfillment of the LRC’s mission.

Looking ahead, the 6th Congress is poised to continue building on these improvements, with potential reforms, including a possible renaming of the Committee to better reflect its purpose. This adjustment aims to make the LRC more accessible to the public and to engage a broader coalition of stakeholders, including members of PD, SD, MD, and DOC, in shaping fairer and clearer laws.

Summer from the eyes of SAAA
As we bid farewell to summer and look towards the upcoming fall season, exciting developments are on the horizon for aviation enthusiasts. Public-facing changes are already accessible here, and we’re thrilled to announce that new skydiving regulations and classes are expected to launch either in a beta phase or final release by September or October. If our progress remains on track, we may even see fixed-wing aircraft testing enter its beta phase during fall.

In addition, licensed pilots and aviation hobbyists have even more to look forward to. Three brand-new helicopters are set to arrive in San Andreas, pending customs clearance on the manufacturers’ shipments. These new aircraft will soon be available for purchase at local dealerships, ensuring a fresh experience in the skies.
