    • Incident Date: 02/AUG/2024
      
      Explain what happened, sufficient detail must be given to justify the placed charges, videos could be provided.
      • We responded to Burgershot on a 911 call of someone being racist and making threats with a knife. Once we arrived, the cadet was unsure how to handle the investigation or the questions and Officer Conrad had to take point. During the investigation, Ravi Singh made criminal threats to the other Burgershot workers while they continued to harass and insult Ravi Singh and the cadet elected to arrest Ravi Singh. Ravi Singh took offense to this and was argumentative with the cadet who kept his composure. Ravi Singh eventually attempted to spit on the cadet which led to additional charges.
        
        During the arrest, the same Burgershot workers Rasheed, Rashoud and one unknown (Jafaari) continued to insult Ravi and get into Ravi's face. All three men were told by Officer Conrad that if they did not back up they would be charged with obstructing justice. A short while later, Rashoud attempted to punch Ravi Singh, missing and hitting Officer Conrad who was then tased by the cadet. Rashoud was put into cuffs by Officer Conrad while the cadet continued to work with Ravi Singh.
        
        Rashoud eventually began to flee getting into a car driven by the unknown suspect as Officer Conrad was tackled by Rasheed. While Officer Conrad was arresting Rasheed the unknown suspect attempted to run Officer Conrad over in a white sedan while Rasheed continued to tackle Officer Conrad resulting in Rasheed being tased multiple times by both Officer Conrad and the cadet. The cadet was able to tase the unknown suspect from the vehicle while Officer Conrad continued to prevent Rasheed from running away with a taser. The cadet during this time was tackled by the unknown suspect and tased by Officer Conrad. The suspects were warned by Officer Conrad if they continued to resist and batter officers that a baton would be employed. The unknown suspect then ran over and tackled Officer Conrad resulting in him being hit twice by a baton and becoming injured by Officer Conrad. MD was then called by Officer Conrad. Rasheed began to run away again, tackling the cadet in the process and running off in a brief foot pursuit. During this time the third suspect, Rashoud took off running.
        
        Rasheed was tased and caught up to by Officer Conrad who then proceeded to kick officer Conrad who was warned again that any further aggression would be met with baton strikes. Rasheed then tackled Officer Conrad again and ran off. Rasheed then jumped into a civilian car without permission and was tased out while the cadet chased Rashoud down the road. Rasheed was placed into a hold by Officer Conrad and drug to the cruiser and then kicked Officer Conrad again resulting in a baton strike from Officer Conrad injuring him. During this time the cadet was attempting to process Rashoud into into the cruiser.
        
        Officer Conrad ran back to the unknown injured individual and began to administer BLS until MD arrived. The cadet was able to get Rashoud. Ravi, and Rashoud were placed in our cruiser and the two injured, Rasheed and the unknown, were loaded into the ambulance while more calls were made for backup over radio and department. As we had four in custody we were not able to move while we waited for backup. During this wait, another unknown suspect pulled onto the scene and opened fire on the suspects inside the kamacho ambulance, medics and officers forcing us to take cover and resulting in the death of the unknown suspect. Eventually SD Kopi arrived on scene and suspects were able to be transported to Pillbox then to DOC. During transport, a supervisor was requested and that request was granted.
        
        Rasheed was charged with gm14, gm02 against a gov, and gm04, read his rights and taken to doc.
        
        At DOC, Rasheed proceded to fight and was placed in locked cells to serve his sentence.

      Possessions are to be documented individually, examples of documented illegal possessions are "Pistol .50" or "12 grams of Cocaine".       • We arrived at Burgershot due to a call about a disturbance. On arrival we found a group of burgershot employees arguing, threatening, and soon assaulting each other. As we tried to defuse the situation and apprehend the suspect, the other workers decided to jump in and intervene with the arrest. We told Rashoud to leave and stop interfering and instigating multiple times, but he continued to despite our warnings. They attempted to leave in a car, and Mr Rashoud also attempted to punch Mr Singh, but due to missing he ended up hitting Officer Conrad

Once we arrived, the cadet was unsure how to handle the investigation or the questions and Officer Conrad had to take point.     But I will also happily provide a summary as well. Once we arrived at Burgershot 3 workers, Rasheed, Rashoud, and a third unknown brother were arguing with another worker Ravi Signh. This eventually led to Ravi Signh making criminal threats and being arrested for it. During that arrest the Rasheed and Rashoud and the third brother continued to try and interfere with the arrest by getting in Ravi's face and calling him bastard repeatedly which led to me telling all three borthers if they continue they would be charged with Obstruction of Justice. Rashoud then decided to throw a punch at Ravi Signh instead hitting Officer Conrad. Rashoud was then placed under arrest for battery of a gov. During this arrest, both Rasheed and the unnamed brother begans to interfere with the arrest of Rashoud at one point allowing Rashoud to enter a vehicle while the unnamed brother uses said vehicle to hit Officer Conrad. Backup was called as Rasheed tackled Officer Conrad to assist his brother, Rashoud's escape. Rasheed was placed into cuffs for battery of a gov when Officer Conrad was tackled again by the unnamed third brother which necessitated the use of baton strikes by Officer Conrad for compliance. The tackling kicks, and general obstruction in the arrest procedure continued for several minutes until SD was able to arrive for backup. While awaiting backup, the third unnamed brother was killed on scene by an unknown gunman who opened fire on PD and medics on scene in an attempt to kill the 10-15s present in the MD kamacho.
    
    Both Rasheed and Rashoud recieved:
    GM14 - Obstruction of Justice - Interfering multiple times with the Arrest of each other and the arrest of Ravi Singh
    GM02 - Battery of a Gov. Employee- For repeated tackles and kicks against Officer Conrad and Cadet Gray
    GM04 - Resisting Arrest- For continuing to run away on foot and use force to attempt to prevent their arrests.
    
    With the third brother not receiving any charges as they passed away on the scene.
