Narrative:
Provided involved badge numbers from the DOC guards(no other parties were involved): 1060, 1019, 1092, 835, 771.

I was headed to DOC together with a friend to pick his items up from the lockers, upon arrival when parking our car, 5 officers started shouting at us, laughing amongst each other, calling us silly names while saying we were trespassing and that our vehicle would be towed if we don't move it. It was very unclear and poorly communicated what they wanted, but after asking twice, I understood that I had to move my car.

I moved my car outside of the parking lot and parked it legally aside from the road. We headed towards the entrance of the DOC building to try and get my friend's items back, our goals were made clear three times, one of which was before moving my car and twice after, while the "officers" were trying to arrest my friend and I for trespassing. Almost simultaneously after my friend was told to put his hands up he was being tased by an "officer" while the guards were still acting funny/foolish and laughing amongst each other. With the focus of all 5 guards present being on my friend, I thought he was being detained for possibly doing something silly while I was not paying attention. I started to record the situation on my phone because it truly shocked me how unprofessional and unreasonable the officers present were acting, at which point two officers turned around to face me, aiming their weapons at me while shouting at me to put my hands up. I turned my phone off and complied with the demands from the officers, followed up with me getting handcuffed.

One of the officers took my arm and I was told to go inside the building. I followed along with all the officers towards the building before being told to stop, as the guards started giving different orders "Go through the gate" and "Go into the building", I was confused and asked for a superior or law officer as coincidentally a sheriff arrived, I tried asking the sheriff if what's going on is lawful and wanted to explain what had happened in the last 2-3 minutes. The DOC "officers" pulled me away and led me inside through the fence. While taking photos I was informed after having to ask three times that I was being charged with: Failure to comply, trespassing, and resisting arrest.
- trespassing: I see how trespassing could be pushed if the officers really wanted to, however, I never received clear demands regarding me not being allowed to stand where I was standing, I figured the car had to be moved hence the threat to get my car impounded. Besides never receiving a personal indication that I couldn't be in the parking lot in front of the DOC. It almost feels like there was a grudge to be held or I was being arrested just to be arrested by the way they handled this, escalating super rapidly rather than de-escalating while acting foolish amongst themselves throughout the whole situation. I am pretty sure an officer of the law is supposed to de-escalate and prevent things from happening, rather than jumping the gun to put someone being a set of bars after they are barely even on the line, let alone stepping over the line.

- Failure to comply: I complied with all the demands leading up to the "arrest". I put the arrest between columns because it was never mentioned we were being arrested, nor detained until we were within the gated of DOC, heading to the cellblock. If this charge was pushed for in their point of view: "Me refusing to leave the area", this is against faulty as I was never given a lawful order to leave. Lastly, again if this charge is being pushed for refusing to leave the area: This charge overlaps with the trespassing charge, making it seem like we're looking to "stack charges" and are looking for charges to push rather than punishing an actual crime in itself. Again, this brings up the same point I made in the first charge regarding the grudge or just arresting to arrest someone, perhaps because they were bored.

- Resisting arrest: This charge is total nonsense, I don't see a single angle of how or why this could/should be pushed. I did not resist being arrested at any point of this ordeal, on top of never even being informed that I was being arrested until I was within the DOC facilities on my way to the cellblock, how can I resist arrest when not ever being under arrest? When/How did I resist the non-declared arrest?

Besides all of the above the DOC officers also got my legally parked car impounded, once again raising the question if there's any combination of a grudge, pure boredom and abuse of power, or corruption present.

I think this situation shows the pure incapability of the guards who participated in this ordeal when it comes to "citizen arrest", "general knowledge of the law" and dealing with people parking in their parking lot who are apparently not allowed to park there or go inside to request their items back from the lockers. Mind you: There was no "scene" or anything going on, these guards were just talking amongst each other and someone else in the parking lot.
Besides all the above, the guards acted extremely unprofessional for what they were supposed to represent, the standards to uphold while also even pushing charges upon people who stood in their parking lot for maybe a grand total of one minute after continuously giving unclear and different demands.
The guards were also making fun of us, laughing amongst each other and calling us names while they were "dealing" with the " scene" This part was mostly done by the two guards wearing pink tops.

As mentioned before, I requested a superior and law enforcement officer, but both requests were denied and laughed at followed up by the response "We can apply charges ourselves bud". I've asked multiple times but I never received a verbal response instead, I was grabbed by the arm and walked to the cellblock while the guards were arguing about what route to take, giving different orders to me and my friend. I don't understand how DOC guards clearly having slim to no amount of training can push any charges they could find and "arrest" someone in their way all while acting foolishly and ignorant while being confronted about this ridiculous situation. This can seriously hurt and destroy lives, and it has.

A decision was reached in the above case on the 25th day of July, 2024.


Pursuant to the Prosecution's Motion for Voluntary Dismissal with Prejudice, I hereby cast my verdict:
  • On the count of NM06 - Trespassing, I find the defendant, Tom Daniels, Not Guilty.
  • On the count of GM10 - Failure to Comply, I find the defendant, Tom Daniels, Not Guilty.
  • On the count of GM04 - Resisting Arrest, I find the defendant, Tom Daniels, Not Guilty.

The defendant shall be entitled to compensation in the amount of $16,500. This compensation can be handled at Rockford Hills City Hall by a qualified judge.
