Victim #01: Cadet Rex Higgins

Statement: I was responded to a few calls at burgershot, and they were saying there was an old man driving a glendale recklessly. The caller said it was going to legion, and when I came back, he couldn't find him. I went back after another call, and looked for the car again but didn't see anything. The third time, he was "in the bathroom", and as I was walking out of the burgershot building to watch nearby, but before I could leave, a gun was pointed at my back and I walked out towards the entrance. I was directed towards the sidewalk, and there was a car ready (white vehicle, black top, possibly four door) take off his radio, bodycam and gun, to throw them on the sidewalk, before getting in the trunk. The next thing Rex knows, Rex gets out under a building at Rub Street. They search him and smashed his phone, and took a laptop and lockpicks off him.

He was given a radio to the highest on shift, "Get on frequency 518". Rex was against the wall with his hands up while the negotiation was ongoing. There were one to two bikes parked nearby and there was at least one bike circling. As negotiations fell through, they started recording, and threatening to sell body parts. One other guy pulled out a hatchet, so at that point Rex ran for his life and took off through the parking lot, when shots were fired towards him as he ran towards the street. Two bikes were chasing after Rex, and one was attempting to hit Rex a crowbar. Rex was hit with the bike and crowbar, but no further shots were fired after the initial shots. Rex eventually found San Andreas Ave, and ran towards people and/or Mission Row. Rex managed to run all the way to MRPD lobby, and was back in our custody at that point.
