      Provide details of the incident leading up to the arrest
      • I will be breaking down the whole scenario into three parts for ease of understanding:

        1. OBSERVATION AND PROBABLE CAUSE

        I was on standard patrol when checking active BOLOs to monitor whether the jurisdiction is open or closed, after confirming that it is open; I began traveling southbound on Senora Freeway toward the city.

        Approaching the vicinity of the water treatment plant, I observed three off-road vehicles enter the highway from the dirt path leading toward the Redwood Lights Track. Said vehicles consisted of one Kamacho, one Gargoyle, and one BF 400. Initial visual assessment noted that all three vehicles appeared to be traveling at a high rate of speed in what looked to be a coordinated formation. I noted that the Kamacho was painted in dark blue color, a known affiliation color for the "Milestone Rogues" criminal organization. I safely transitioned from the right lane to the left, reducing my speed to position my patrol vehicle behind the the three passing vehicles for the purpose of scanning license plates.

        While the two motorcycles (Gargoyle and BF 400) continued at a higher rate of speed, the Kamacho maintained a speed of 151 KM/h. I successfully clocked the Kamacho traveling 151 KM/h in a posted 145 KM/h zone. I plate scanned the Kamacho, which came back registered to a Jonathan Goffston. I lit them up and called in a 10-55, while waiting for 10-70's and cross referencing, it surfaced that internal records actively flagged Goffston as a known and active member of the Milestone Rogues.


        2. TRAFFIC STOP AND INITIAL CONTACT


        Upon the arrival of backup units, I exited my patrol vehicle and approached the driver. I lawfully ordered the driver to provide his identification to proceed with the traffic stop. The suspect explicitly refused. I reiterated my lawful order to provide identification. The suspect again refused, stating verbatim: "I do not have to show you my ID until you tell me the reason for the stop."

        I politely informed the suspect that I disagreed with his assessment of the law and advised him that the reason for the stop would be provided immediately after his identification was secured. The suspect continued to willfully defy lawful orders and demanded the presence of a supervisor. I informed him that he is not legally entitled to a supervisor on scene, provided him with my badge number and informed him of the Internal Affairs system, and continued to issue lawful commands for his identification. The suspect remained non-compliant.


        3. ARREST AND PROCESSING


        Following repeated back-and-forth and the suspect’s sustained refusal to comply, I made the decision to place the suspect under arrest for Failure to Comply / Identify.

        I ordered Goffston to step out of the vehicle. He eventually complied and was immediately placed into handcuffs. I recited the suspect his Miranda Rights. I then proceeded to conduct a search of his person.

        Immediately following the search, I was suddenly struck from behind by gunfire, utilizing a silenced Service Carbine. It should be noted that no other deputies, officers, or the suspect were struck by this gunfire; I was the sole casualty. While incapacitated on the ground and awaiting medical transport, the suspect, Jonathan Goffston, approached me. Rather than seeking cover or requesting medical aid for a downed Deputy, Goffston began to aggressively taunt me. Goffston stood over me and stated verbatim: "You're lucky I don't stomp you down right here." The suspect's statement constitutes a clear, direct, and credible threat of violence against a member of law enforcement, warranting the charge of Criminal Threats.

        After returning from the hospital, I observed the suspect engaged in a 45-minute conversation with LT Waltz. I maintained distance to preserve the integrity of their exchange, though I clearly overheard Goffston repeatedly pleading his case and frequently boasting about the quality of his legal representation. Once the suspect concluded his statements with LT Waltz, I resumed custody of the arrestee and completed his booking and processing without further incident; his personal belongings were left in the DOC locker.

    • On the date of the incident, March 31, 2026 - While heading southbound on the Senora Freeway toward the city, nearing the water treatment plant, I observed three off-road vehicles (one Kamacho, one Gargoyle, and one BF 400) pull onto the highway from the dirt path originating near the Redwood Lights Track. All three vehicles appeared to be traveling in a coordinated formation at a high rate of speed, and the occupants of all three vehicles were wearing masks. I noted the Kamacho was painted in blue, a recognized affiliation color for the organisation who call themselves "Milestone Rogues".

      I slowed down, switched lanes and positioned my patrol vehicle behind the convoy to run their license plates. While the motorcycles accelerated further, I clocked the Kamacho traveling at 151 KM/h in a posted 145 KM/h zone. I scanned the Kamacho’s plate, which registered to Jonathan Goffston, who was documented in the DD Database as an active member of the Milestone Rogues. I chose to pull over only the Kamacho given the vehicle type - out of the two bikes and one four wheeler, I had better chances of keeping up with the Kamacho. the traffic infraction. After I initiated a traffic stop and requested backup, Deputy Eghon White and Lieutenant Hans Waltz along with PD arrived on the scene shortly thereafter.

      Upon approaching the driver, Jonathan Goffston, I issued a clear, lawful command for him to provide his identification. The suspect explicitly refused. I issued the command a second time. The suspect verbally resisted, stating verbatim: "I do not have to show you my ID until you tell me the reason for the stop." I politely but firmly informed him that there is no such obligation and that I will provide him with the reason - in this case, going 151 KM/h over the posted 145KM/h speed limit: he was required to identify himself during the course of this active investigation, and that the reason for the stop would be provided immediately after his identity was verified.

      The suspect continued to refuse and demanded the presence of a supervisor. I informed him that he was not legally entitled to a supervisor on scene, I provided him with my badge number, and issued a third and fourth explicit command for his identification. During this exchange, I made it clear that his continued refusal to provide identification constituted a failure to comply with a lawful command. When his refusal persisted despite these repeated warnings, I ordered him to step out of the vehicle and placed him under arrest for Failure to Comply / Identify.

      I placed the suspect in handcuffs, read him his rights, and began a search of his person incident to arrest. Throughout the search, Goffston was highly uncooperative, employing physical delay tactics and extreme hesitance that dragged the standard search process out to approximately 4 to 5 minutes between each action as I transferred his belongings to the trunk of my cruiser.

      Immediately following the search, I was struck from behind by gunfire from above the highway using a silenced Service Carbine. I suffered immediate physical trauma and was incapacitated on the ground. At the exact moment I was fired upon, Deputy White and Lieutenant Waltz were positioned nearby, although I do not recall exactly where due to the nature of my situation. Understandably, upon the discharge of the firearm, their immediate focus and physical actions shifted outward to identify the unseen shooter and establish a defensive perimeter.

      Because the backup deputies were engaged with the active shooter threat, Goffston was left with a localized opportunity to approach my downed position. Rather than seeking cover or showing regard for a critically injured deputy (or himself, considering shots went off), Goffston deliberately walked over to me. As I lay bleeding and entirely defenseless, Goffston loomed directly over my body, he stated verbatim at the 2:42 mark of my body camera footage: "You're lucky I don't stomp you down right here." Given the context of the active ambush, my severe physical vulnerability, his proximity, and his overt physical posturing directly above me, his actions substantiated a highly credible, immediate threat of severe bodily harm. He continued to be a verbal nuisance for the next five minutes until medical transport arrived.

      Following my treatment and release from the hospital, I returned to find the suspect engaged in a lengthy conversation with LT Waltz. Once that concluded, I processed Goffston without further incident.

      Regarding requested documentation: The primary Arrest Report contains the foundational details of this event. I have provided the link to my personal body camera footage, which captures the latter part of the event while I was incapacitated. ((RPly, bodycam has everything from before - this is the only shadowplay footage I have.)) I do not possess, nor am I able to assist in securing, the body camera footage from Deputy White or Lieutenant Waltz.
