The case of State of San Andreas v. Ethan Ward is hereby activated and opened by this Court.

      • Dispatch received a 9-1-1 call from Mr. Ward stating he had been shot by an individual in the taxi with the licenseplace DDC03

        Before I could respond, the call signal was lost.

        15 minutes later, Mr. Ward called again stating he had been shot again and was being kidnapped by the person in the taxicab DCC03

        During the process of my investigation, Mr. Ward said that the person who occupied the cab at the time of me arriving on scene said he had a gun and he was shooting me. And that he had scared him from doing it because of his muscles. He then flexed to demonstrate his muscles, or lack thereof.

        I performed a search on the man who he claimed was the perpetrator, a Mr. Omar Selim. I also searched the cab. I found no evidence of firearms whatsoever.
        During deliberations of what we were going to do between myself and Deputy Mason Ross, Mr. Ward then tackled Mr. Selim, causing the Battery charge.

        Ultimately we decided to charge him with Abuse of a Government Hotline, as it was clear that these two were friends, and Mr. Ward was attempting to prank his friend.

ISSUANCE OF VERDICT

IN THE SUPERIOR COURT OF SAN ANDREAS

The State of San Andreas v. Ethan Ward

A decision was reached in the above case on the 17th day of April, 2026.


Facts

  • The defendant made multiple 9-1-1 calls.
  • The defendant tackled Omar Selim in the presence of officers.

Verdict

The Court, after review of the arrest report, submitted footage, as well as witness and defendant testimony, finds that there are material inconsistencies between the accounts provided by the parties and what is observable on dashcam evidence.

Notably, the Court is unable to determine with certainty whether a firearm was present at any point during the incident, nor can it substantiate the legitimacy of the claims made during the 9-1-1 calls. There's no record of the claimed BF400 driver with a gun; no record of a kidnapping or gunshots being heard; and the defendant themselves admitted to a friendship between Mr. Selim, the individual making threats on dashcam footage, and themselves. Additionally, the defendant did not present any physical evidence, including injuries, to substantiate the claim that shots were fired at their person. These omissions significantly undermine the credibility of the alleged emergency.

When the Court makes its verdict, it also considers the totality of the circumstances. The interactions observed, combined with the lack of corroboration of an active threat, support a finding that a reasonable person would interpret the 9-1-1 calls as non-emergency in nature and made in jest.

With respect to the physical altercation, the Court gives weight to the defense’s characterization of the relationship between the parties, especially in consideration of the proximity of the two individuals over the time presented in the dashcam footage. The narrative of a friendly relationship and mutual engagement in the combat or "tackle" was not meaningfully rebutted. In light of this, the Court finds the interaction more consistent with mutual combat between willing participants rather than unlawful battery.

It is with these considerations that the Court issues the following verdict:
  • On the count of GM02 - Battery, I find the defendant, Ethan Ward, not guilty.
  • On the count of NM08 - Abuse of Government Public Safety Radio Frequencies or Hotlines, I find the defendant, Ethan Ward, guilty.
