    Witness Statement
    • I was on a patrol with my partner, Trainee Christopher Miles under callsign 227A. We were driving Eastbound on San Andreas Ave, passing Red Parking when a yellow omnis GT, DCC vehicle, approached the intersection and made a turn at a high speed. Though we were unable to clock the exact speed, it was obvious it was over the speed limit. The vehicle lost control, hit us head on in the incorrect lane.

Due to Christopher being a trainee, I let him take lead on the traffic stop while providing my input. The driver of the taxi claimed that he lost control due to the "ice" on the ground, though there was no ice on the ground and weather conditions at the time were not snowy, cold nor icy.

During this process, Miles asked the driver, Rashould Jafaari to step out of the vehicle as he was being placed under arrest for reckless operation of a road or marine vehicle. A man arrived on scene, Izaak Scott I believe, and he began asking us to reconsider arresting Rashould, and I believe he also said he was Rashould's employer and some law firm.

      Date of Birth: [03/MAR/1997]
      Phone Number: [###-####]
      Occupation: Los Santos Sheriffs Department
    Witness Statement
    • I, Deputy Christopher Miles, submit the following statement regarding a traffic collision and subsequent arrest.

On the date of the incident, I was on patrol operating a marked sheriff’s cruiser alongside my partner, Deputy Rebecca Edwards. While traveling on a public roadway, a taxi vehicle approached an intersection and executed a right-hand turn at a high rate of speed. The taxi failed to maintain control during the turn and collided with our patrol vehicle with significant force, causing both vehicles to stall upon impact.

After making contact with the driver, the defendant stated that he had lost control due to ice on the roadway. Upon inspection of the surrounding area, no ice was visibly present. Additionally, weather conditions at the time were warm and inconsistent with the formation of ice on the roadway.

Shortly after the collision, the defendant’s attorney arrived on scene and attempted to argue the defendant’s innocence. Based on my observations, the physical evidence at the scene, and the manner in which the vehicle was operated, I determined that the collision was the result of reckless operation of a motor vehicle rather than environmental conditions.

The suspect, identified as Rashould Jafaari, was placed under arrest for reckless operation of a motor vehicle. As part of the enforcement action, the suspect’s driver’s license was suspended for a period of six hours.

This statement is a true and accurate account to the best of my knowledge and recollection.

The bodycam footage would show Christopher Miles and Jessica Edwards driving eastbound on San Andreas Avenue when a yellow ominous GT taking a right hand turn from Las Lagunas blvd struck the cruiser at a high rate of speed resulting in both cars being stalled. Christopher would then initiate a traffic stop on the yellow omnious and the driver would be Rashould Jafaari. Christopher would detain him and read him his rights twice as he claims he didn't understand it the first time. Mic Ross would then arrive on scene claiming to be a supervisor for DCC and plea with officers to let the suspect go. Rashould would then be transported to MRPD and given a bench trial

ISSUANCE OF VERDICT

IN THE SUPERIOR COURT OF SAN ANDREAS

The State of San Andreas v. Rashould Jafaari
#26-BT-0005

A decision was reached in the above case on the 14th day of January, 2026.

Facts

  • The Defendant was operating a taxi, while on DCC duty, and collided with a Deputy after making a right turn.
  • The Defendant crossed into the incorrect lane while making the turn.

Arguments Made at Trial

The Defense has presented character witnesses to highlight to the Court that the Defendant's pattern of behavior does not line up with that of a person who would intentionally disregard life and/or property in the operation of a road vehicle. Defense also went on to state that while a traffic collision did occur, it was not the result of any intentional decisions, but an unfortunate set of circumstances.

Defense also presented two character witnesses, going into the experience of Mr. Jafaari as an employee at the Downtown Cab Co for four days. During this time, Mr. Jay Paige confirmed that there were no reported accidents or collisions involving Mr. Jafaari.

Defense also highlighted the inconsistencies between the factual evidence in Exhibit #5, which displays a downpour of rain and a damaged cruiser, directly supporting the Defendant's position of poor weather conditions.

Prosecution has argued that the Defendant, while operating the taxi, took a turn at a high rate of speed, causing the Defendant to uncontrollably merge into the incorrect lane, causing the collision. Prosecution argued that through the operation of the vehicle at a high rate of speed before a turn, this is an intentional act, and as a result, they have met their burden for Reckless Operation.
Verdict

While the Defense has made a lot of reference to Mr. Jaafari's good nature and background, the Court cannot put an equal evidentiary weight to this background in comparison to the evidence provided by the Prosecution. An employment tenure of four days does not persuade the courts to believe the character witness had the ability to completely assess the defendants habitual nature in terms of decision making while driving. In consideration of the weather and the possibility of adverse conditions, the Court finds that the driver was not operating in a manner that was in observation of said conditions as the defendants counsel noted this to be a factor in the collision.

The Court finds that the Prosecution has met its burden of proof, through the multiple witness statements that observed a high rate of speed before entering the turn, the undisputed fact that a collision did occur, and the undisputed fact that the Defendant's driving put him into the incorrect lane following a turn.

It is with the above considerations that I issue the following verdict:
  • On the count of VM03 - Reckless Operation of a Road or Marine Vehicle, I find the defendant, Rashould Jafaari, guilty.

So Ordered,
