      INCIDENT NARRATIVE
      • Incident Date: 28/MAR/2025

        Explain what happened, sufficient detail must be given to justify the placed charges, videos could be provided.
        • 21-A-28, Officer Cody James and Cadet Avery Jo, spotted a black BF400 without a license plate and attempted to conduct a traffic stop and when conducting the traffic stop, the male suspect on the B400 started driving off and it turned into a pursuit with AIR-1 and BF400 PD units chasing it. After pursuing the BF400 for a few minutes, the evading BF400 TC'd into another vehicle and the male suspect started to flee on foot and Officer James pursued him on foot and was able to tase the male suspect and place him under arrest. Suspect was identified as Joe Ryan and officers also found a WM 29 Pistol in the glovebox of the BF400. Joe Ryan was transported to DOC by 21-A-28.
      EVIDENCE DETAILS
      • Document the possessions confiscated from the arrested suspect.
        Possessions are to be documented individually, examples of documented illegal possessions are "Pistol .50" or "12 grams of Cocaine". Legal possessions that can be categorized may be grouped, eg. "Clothing" to describe all clothing items. Body camera footage/pictures may be attached as an evidence exhibit.

        Where possible, the serial number of each firearm seized as evidence should be noted.

    • The suspect (Joe Ryan) was first spotted at Burgershot on a Black BF400 that had no license plate on it. When we attempted to conduct a traffic stop, the suspect fled, which then turned into a vehicle pursuit. Joe Ryan TC'd shortly afterwards and while arresting him, my unit discovered that the suspect had been previously linked to evading Officer Laurant Conrad. I was wearing my bodycam during the incident; however, I was unable to locate any footage.

    • As stated in the Arrest Report, Joe Ryan did evade us successfully once with his bike and he had no license.
      Joe Ryan was wearing the same clothing stating the following, grey shirt, black jeans and the monkey looking mask at the first time.
      at the second time, I, Avery Jo was cruising about around burger shot(Specifically located on San Andreas Ave, Vespucci Canals) when my partner did spot a BF-400 with no license plate, knowing he had the same outfit on and still sitting on his bike with an running engine, I, Avery Jo decided to sit at the side keeping an eye on Joe Ryan calling for Air-1 assistance and BF unit to be deployed, and upon their arrival to scene I, Avery Jo did attempt to pullover MR. Joe Ryan, and he decided to take off and after around 7 to 10 minutes of the pursuit, Joe Ryan did hit a lamp and fell off his bike.
      Joe Ryan was then processed and dealt with as what the arrest reports state exactly which can be found HERE.
      Add on to that, Joe Ryan was super aggressive and non-compliant.
      During the search of Joe Ryan's bike, he had a possession of firearm that Joe Ryan has no permit to carry.

    • In the first interaction with Mr. Ryan, I witnessed a BF400 break traffic laws by cutting across the double yellow line at parking and went to grab a plate. Upon pulling behind the bike, I noticed it had no plate and began a 10-55 on the vehicle where the driver refused to turn off their engine. I had a brief conversation with the man, before drawing my taser in which he drove off and began to evade after I missed. I returned back to mission row and got a bf400 myself and began to search the area for the man.

      As I was about to put the bike away after the 10 or so minutes of looking a call over radio came in that there was a black bf400 in a traffic stop with no plate and I asked the unit doing that traffic stop for a backup as it matched the description of the car I was looking for. As the other unit dropped their backup the Bike began to evade again in which a second pursuit started. Eventually, Joe Ryan crashed in this pursuit and was taken into custody. This pursuit lasted about 10 or 15 minutes before Mr. Ryan bailed on the bike near the impound and tried to run on foot before being tased and caught.

      Mr. Ryan was still wearing the exact same clothes and mask as during the first interaction with a bike that was similar to the first evasion. Additionally his voice sounded the same in both conversations I had with him as in both interactions I had a prolonged conversation with the man. Finally to be sure, I asked him under Miranda why he ran from me in the last stop at Legion, to which Mr. Ryan replied "I ran because I was scared and thought you had a gun out." These three pieces of evidence combined I felt confident in placing the charge of evasion for the first evasion as it was a different situation.

      In Mr. Ryan's bike a gun was found as well as a second mask (monkey) that LSPD had a bolo about. Mr. Ryan was not charged in connection with this as sufficient evidence was not found linking Mr. Ryan to a third pursuit as well.

ISSUANCE OF VERDICT


IN THE SUPERIOR COURT OF SAN ANDREAS

State of San Andreas v. Joe Ryan

A the above case was resolved on the 13th day of July, 2025.


A verbal Plea Agreement was filed by the both parties and accepted by the court. Within the agreement, the defendant pled guilty to the charge(s) of WM02 - Possession of a Class 1 Firearm, VM09 - Operation of a Vehicle without a License Plate, and GM04 - Resisting Arrest GM19 - Face Concealment (b) VF01 - Evading an Officer. The additional charge of VF01 - Evading an Officer has been removed as both sides agreed to a not guilty plea due to the original misplacement of charges. As the defendant had already been compensated by the Los Santos Police Department, the courts found it fit to award the defendant 10,000 for the license suspension, and nothing more for fines or time served.

It is with the above considerations that I issue the following verdict:
  • On the count of VF01 - Charge, I find the defendant, Joe Ryan, not guilty.
