      INCIDENT NARRATIVE
      • Incident Date: 10/JUN/2025

        Explain what happened, sufficient detail must be given to justify the placed charges, videos could be provided.
        • While handling a situation around construction site where two suspects are getting arrested, La Coureuse circled around the scene twice before startin to drive away, while driving away Lucyna Kushinada hit a pole, Detective Knight followed them for a bit before pulling them over once heard confirmation that she indeed hit the pole.
          Detective Knight asked Lucyna Kushinada to turn off their engine and remain seated which they did not comply to, detective Knight then told to just do it, to which Lucyna Kushinada again refused to do so, detective Knight repeated his demand to turn off the engine Lucyna Kushinada then turned off the lights of the vehicle and then the neons attempting to deceive detective Knight.
          Detective Knight then kept waiting untill she did turn off the engine. Detective Knight stepped out the vehicle and asked Lucyna Kushinada to provide a license and roll down the window. Lucyna Kushinada after multiple attempts decided to show the license through a small gap through the window.
          Detective Knight asked the driver to roll down the window completely as the window is tinted and they need to make sure no life threat is coming from the driver. Lucyna Kushinada complied but after some attempts.
          Lucyna Kushinada then started showing aggressive behavior and was seen agitated despite Detective Knight attempting to inform them quietly about the reason of them being pulled over.
          Lucyna Kushinada then rolled back their window up and showed more agitation and decided disregard detective Knight to roll down the window to keep an eyes still and for his safety, Lucyna Kushinada completely disregarded that and kept stating that they plead the 5th and wanting a supervisor, detective Knight called for a supervisor and asked them again to roll down the window. Detective Knight repeated his demands around 4 times and yet Lucyna Kushinada did not comply with any.
          Supervisor came on scene and discussed the matter with both Lucyna Kushinada and Detective Knight.
          After that Detective Knight decided to arrest Lucyna Kushinada for failure to comply.
          Lucyna Kushinada had a firearm on her yet at no point they informed the Police Officer pulling them over about it.
          Lucyna Kushinada asked for a female officer to pat them down which lead to Detective Cavallera to do so.

    • I was part of situation around construction site where Todd and his friend were being arrested. A dark in color LC was at PDM parking then accelerated circuling around the scene twice before starting to accelerate away going on the side walk destroying a pole. It confirmed in TAC that they hit a pole, so I followed them for a bit making sure that my presence on the scene is no longer required, once heard that the original suspects are loaded I pulled the LC over which was around Alta intersection with the impound aiming only to ask them to slow down and look where they go when driving.
      I asked the driver to turn of the engine and remain seated to which they responded something along the lines of they dont have time for this and they will not do it, at that time I megaphoned once again that I dont want to arrest so please just do it, yet again they refused to do so, so I megaphoned for the third time for them to turn off the engine and remain seated which they again refused and they turned off the lights of the vehicle acting as if they turned off the engine but they forgot the neons which gave a clear indication that the engine is still on so I megaphoned for the 4th time for them to turn off the engine and only when i started to call for backup they actually turned off the engine.
      I stepped out of the vehicle identified myself and asked the suspect to remove their mask show their ID and roll down the window as it is fully tinted. The suspect directly showed aggressive behavior and refused any demand other then removing their mask stating that they will need to know why first, at that time I informed them that once I see their identification I will provide the full details. Lucyna (hereinafter as "the suspect") kept refusing to show any identification and only after around 4 minutes of me attempting to calm them down they finally placed the ID on the window there I informed them I am not able to see the license due to the window is tinted, at that time The suspect decided to only roll the window slightly allowing me to see the license and roll it back up, at that time I noticed that the suspect had a firearm license , once checking their license I informed the suspect about the reason they are being pulled over which was mentioned above. At that time, the suspect became more agitated and aggressive tone mentioning that it is petty, comical cops etc etc etc while i was just responding "Thank you", despite of that I attempted to calm the suspect and inform them about the reason they were pulled over, as I was done explaining the reason of them being pulled over I asked them to roll down the window back down since the suspect had a firearm license and they were so agitated, I had a believe that the suspect was armed which was confirmed later, so I can have visual on the suspect in case they have a firearm on their person ( they did not indicate anything about it despite the FLD regulation requires them to do so). I kept asking the suspect to roll down the window as that became a priority for my safety as an officer to which they continued to refuse and asked me to call for a supervisor which i did directly and kept asking them to roll down the window which they kept refusing.
      Lt Logan and Leo Larson came to the scene where I explained the situation and then took the opportunity to clarify that it is a reasonable demand to ask the suspect to roll down the window which the suspect refused to do.
      The supervisors finished their duties and I took over the arrest again, the suspect requested a female officer to pat them down so we called Deetective Cavallera.
      What was your reasoning for pulling over Ms. Kushinada vehicle? To check on them after they drove on the walk and hit an electricity pole destroying it and as they confirmed they were driving forward while looking at the scene behind them neglecting what is infront of them.

    * Would see Det Knight around the construction site with multiple other units who seem to be arrest Todd and another individual, you would notice an LC initially stopped at PDM watching the scene

    * The LC would then going out from the PDM parking and approaching the scene circuling it twice before start heading away, while heading away the LC would drive on the side walk and hit a pole

    * would hear a radio a chatter about the LC where someone different voice then Det Knight mentioned how they hit the pole and their existence on the scene.

    * would then see Det Knight following the LC for a bit before pulling them over, would hear then Det Knight then using the megaphone instructing the driver to turn off the engine and seated

    * would then hear the driver refusing so then hear det Knight megaphone " Just do it, I dont want to arrest you", the driver refuses again

    * would hear Det Knight using the megaphone third time asking the driver to turn off the engine and remain seated, the driver then turns off the lights but could see the neons

    * would hear Det Knight using the megaphone one more time to ask to turn off the engine and remain seated and then the driver turned off the engine.

    * would see Det Knight stepping out of the vehicle after calling in radio and approaching the vehicle where he identified himself and asks the driver to identify themselves and roll down the window

    * would see the driver remove the mask but refuses to roll down the window nor show license, Det Knight then asks multiple times where the driver starts to verbally be aggressive and refuses to comply

    * would then hear Det Knight asking multiple time for id from the driver who keep refusing stating that they dont have time for this and they want to leave.

    * would hear the driver then asking " am i detained" then you hear Det Knight explaining that it is a traffic stop so indeed they are, the driver then starting acting agitated.

    * would see then the driver placing someone on the window and you would hear Det Knight informing them that they can see due to the tinted window.

    * would see the driver roll down slightly the window just to show the license after around 4 minutes of Det Knight trying to ask them to identify, then you would see the driver rolling up the window

    * would hear det Knight explaining the reason of the traffic stop and to fully roll down the window, the driver then became extremly verbally aggressive and refusing all orders.

    * would hear the driver saying stuff indicating that they are "pissed off", " dont have time for this","comical" along side of other insults and sighs and wheel hits, you would hear det Knight saying thank you
    * during the conversation would hear also Det Knight asking the driver to roll down the window where they refused to do so, and then would hear Det Knight saying " I will be asking one last time to please roll down your window"

    * would hear the driver saying " i am done speaking with you" and then Det Knight saying again " I will be asking one last time to please roll down your window" would hear the driver asking for a supervisor and Det Knight directly asking for one

    * Would hear then Det Knight asking the driver to roll down the window still and would see Saurian and Leo approaching. Would see the supervisors dealing with the situation.

    * would see Leo approaching sebastian and both talking about the window part where you would hear Leo confirming the validity of the lawful order due to officer safety.

    * would then see Leo going back to the driver and the driver getting out of the car, then would hear the driver asking for female officer and Cavallera coming to pat them down.

IN THE SUPERIOR COURT OF SAN ANDREAS

State of San Andreas v. Lucyna Kushinada

A Notification of Counsel was filed in the above case on the 1 of September, 2025.


I, Daniel Carmello, an Attorney with Carmello's Consults, will be representing the Defendant(s), Lucyna Kushinada in the underlying case.

The defendant had previously gone with a Public Defense Attorney, but has decided to switch to a private defense attorney. I will be taking the responsibility of Primary Counsel and will await further instruction from the Presiding Judge.

  • Prosecution and defense counsel,

    The Court acknowledges the Notification of Counsel submitted on the 2nd day of September, 2025, in conjunction with the notice to the docket submitted by the Defendant on the 6th day of August, 2025, affirming their desire for Private Defense.

    Defense, the only matter before the Court now is to schedule the trial. Given the last notice from the Court, we will restart the scheduling notices; however, please attempt to schedule this trial as soon as possible.

    This is to serve as a FIRST notice to the defendant that bench trials are currently scheduled on multiple days throughout the week. Please notify the court if these times do not work for you. The expectation of the court is that each defendant file a notice for availability in the next 7 days. Date, times, and formatting shown here. The courts will only provide the defendant three notices prior to involuntarily dismissing the case in favor of prosecution due to lack of response from the defendant.

    Please note there is the possibility of a trial happening if defendants show up to City Hall and both a judge and defense attorney are available.

COURT DECISION


IN THE SUPERIOR COURT OF SAN ANDREAS

State of San Andreas v. Lucyna Kushinada
#25-BT-0098

A decision was reached in the above case on the 29th day of September, 2025.


Due to a lack of response from the defendant in the above case, the case will now be accepting the plea of guilty from the defendant. The defendant was given ample time to interact with the courts and file availability. If any of the dates and times did not align with the schedule of the defendant, they were able to contact the courts stating the like. As little to no contact has been made with the courts in the past 3-4 weeks, this case will now be archived and the charges will remain on the record of the defendant.
