      INCIDENT NARRATIVE
      • Incident Date: 18/FEB/2025

        Explain what happened, sufficient detail must be given to justify the placed charges, videos could be provided.
        • Chumash bank alarm was set off and multiple officers responded. As officers were arriving a La Coureuse was seen leaving the scene. When on scene there was a shootout however it was dealt with and the shooter was identified as Joseph Sanchez who is rooks affiliated. CCTV was extracted from the bank and is pictured below. A witness statement was also taken from a witness who was on scene of the robbery. The witness's name was Vladimir Bonga. He claimed he saw 2 vehicles leaving the scene, 1 with the plate JTAC5 and the other 4PE3E06T. Officer Hailey searched the MDC for both vehicles and the vehicle that JTAC5 came back to was a La coureuse owned by Bongo Mason who is rooks affiliated. A bolo was placed with CCTV from inside attached and also info on the La coureuse.

          A couple hours later Officer Hailey saw Bongo Mason being pulled over at Benny's and so was going to question him as to why his vehicle was used in a bank robbery. She then realised he had the exact same clothes on as someone from the bank (Pictures will be attached below.) Officer Trey decided to pursue charges as Bongo was wearing the exact same clothes and accessories as a suspect and also his vehicle was on scene of the robbery. He is also affiliated with the gang that hit the bank.

          I got a more detailed close up from the CCTV of the bank robber and as you can see Bongo is wearing the exact same Necklace, Turtleneck, Suit and Watch as the bank robber.
      EVIDENCE DETAILS
      • Document the possessions confiscated from the arrested suspect.
        Possessions are to be documented individually, examples of documented illegal possessions are "Pistol .50" or "12 grams of Cocaine". Legal possessions that can be categorized may be grouped, eg. "Clothing" to describe all clothing items. Body camera footage/pictures may be attached as an evidence exhibit.

        Where possible, the serial number of each firearm seized as evidence should be noted.

    • I would like it to be noted that the Bongo Mason's arrest was conducted on the 18th Feb 2025, the arrest report was filed a couple hours later on the 19th Feb 2025. So there may be errors in other officer's statements. As they may have listed the incident date as 19th Feb.

      It started off when officers were responding to a bank security alarm at Chumash Bank. Once officers arrived on scene, shots were fired from Joey Casper. GND confirmed Joey Casper is 'The Rooks' affiliated. When questioned on why he shot at officers, he claimed it was to allow his 'friends' to get away. There were multiple vehicles seen driving off from the entrance of the bank. One of which being a White and Green La Coureuse. Officers were not able to get plates of any of the vehicles however there was a bystander who witnessed the robbery. He managed to get a plate for us. The number plate in which he told us he had seen leaving was 'JTAC5'. When searched on the MDC the plate JTAC5 came back to a La Coureuse owned by Bongo Mason. I made sure to keep a mental note of the name 'Bongo Mason', so that I could ask him a few questions when I next saw him. I went to Detective Cyrus Carver who confirmed that Bongo Mason was affiliated with 'The rooks', same as Joey Casper.

      I then continued my duties as normal. I was driving through Benny's and saw a traffic stop being conducted on Bongo Mason by, I believe Detective Isabella Cavallera. I attached myself to the traffic stop in hopes to ask Bongo a few questions. However as I approached Bongo I noticed he had the exact same clothes on as one of the bank robber suspect's. I pulled out my MDC and checked the BOLO again and confirmed that the articles of clothing Bongo was wearing and even the accessories he had were the exact same. For this reason I decided to detain Bongo and called for Detective Edward Linton to come to the scene has he was the Officer responsible for the BOLO. Once Detective Linton arrived I conferred with him and multiple other Officers including Commander Nash and Deputy Chief Nash, regarding whether I should charge him for the bank robbery.

      A decision was made to charge Bongo due to the fact that his vehicle was seen leaving the scene, he had the exact same clothes and accessories as someone caught on CCTV inside the bank and also he is affiliated with the gang that is believed to have conducted the robbery. In my arrest report I included pictures that were taken of Bongo at the time of his arrest and also included the CCTV used in the BOLO.

During my traffic stop, another Officer identified Bongo Mason as being a suspect from a bank robbery that had occurred earlier. I had not been involved in this situation. I issued citations against Bongo Mason and turned him over to the other officer.

ISSUANCE OF VERDICT


IN THE SUPERIOR COURT OF SAN ANDREAS

A decision was reached in the above case on the 21st day of June, 2025.


The court finds there to be a number of inconsistencies in the case thus far. The prosecution alleges that the defendant was wearing the exact same clothing as the robber, however the courts note several differences, most notably the lack of a mouse mask or similar trousers to the individual pictured on CCTV.

While the court is inclined to believe witness statements taken by officers on scene, they do not hold the same weight in court as a signed witness statement and therefore cannot be taken as a statement of fact. That being said, without any accompanying evidence to believe the vehicle with the license plate JTAC5 was in the area, the court finds this to be another fact up for question.

Finally, affiliation and similar clothing are not enough of a determining factor to determine probable cause. Especially when considering the common nature of a black suit, as the story may be different if an individual was to be found wearing a jersey with their last name on it at both scenes. While it was noted that there were affiliates to the defendant on scene, the court cannot make a reasonable determination of guilt based on common, but similar clothing and affiliation.

It is with the above considerations that I issue the following verdict:
  • On the count of SF07 - Bank Robbery, I find the defendant, Bongo Mason, not guilty.

The defendant should make their way to City Hall at their earliest convenience to have the change to their record noted as well as the payment of $24,000 returned to them for fines, time, and other expenses/inconveniences incurred from the contested charges.
