High Profile Personnel Changes
LOS SANTOS, SA —
This has been a significant week for change in personnel within the Los Santos Police Department, with a number of high-profile changes to our personnel.
Police Officer III+1 Leo Larson, recently returning from a hiatus through our Reserve Officer Program, has rejoined the Department on a full-time basis. Following the opening of internal vacancies for Patrol Supervisors, LSPD Command reviewed and approved his application to once again serve as a Supervisor in the field. Officer Larson brings extensive experience in Patrol, alongside prior service in both our Metropolitan and Traffic Divisions.
In addition, Police Officer III+1 Donnie Kett, a first-time applicant to the Supervisor Training Program, has been selected to undertake the intensive six-week training course to become an LSPD Supervisor for the first time in their career. Officer Kett joined the Department just under 13 months ago, and following a period of absence during the Summer of 2025, they returned to the LSPD in July where they have grown both in confidence and experience. This is a significant career milestone for Officer Kett, and they are expected to be a valuable asset to both the LSPD and the local community.
In addition to two new Supervisors, we also made two new appointments to our Command Team.
Police Lieutenant II Jamie Lockwood, the current Assistant Commanding Officer of the Mission Row Patrol Division and current Commanding Officer of Internal Affairs was promoted to Police Captain I in front of her peers, at the weekly Supervisor Meeting by the Chief of Police Phillipe Sanchez. Captain Lockwood has worked incredibly hard over the last year as a Supervisor within the LSPD, serving in the Traffic Enforcement, Field Training, Internal Affairs and Mission Row Patrol Divisions. Her unshakeable determination and infectious enthusiasm are exemplary for all employees of the Department.
Police Lieutenant II Zoey Deul, the current Commanding Officer of the Advanced Training and Major Crimes Divisions was promoted to Police Captain I this weekend. Captain Deul has been part of our Supervisory team for a number of years but she has previously been a part of the LSPD Command Team in 2020. Captain Deul's background has primarily been as a part of our Detective Bureau, including the Major Crimes and Gang and Narcotics Divisions. Captain Deul is a person of few words, letting her actions speak for themselves but when it matters most, she is a steady and reliable voice of reason.
There have been some advancements for some of our Command Team.
Police Captain I Alex Sorvanis and Police Captain I Cyrus Carver were both recipients during the same weekend of advancements to Police Captain II, as a result of their continued levels of high-performance within their respective Divisions (the Metropolitan Division for Captain Sorvanis, Gang and Narcotics for Captain Carver).
Captain Sorvanis joined us in Autumn 2020 and after a brief period away, reinstated to the Department in February of 2021. Captain Sorvanis became a SWAT Supervisor in December 2022 and following a stint as the Officer-in-Charge of the D Platoon within SWAT, he became the Assistant Commanding Officer of the Metropolitan Division on June 15th, 2025.
Captain Carver joined the Department in Autumn 2019. In addition to being one of our most decorated Officers in the field, he is also one of the longest serving. Originally pursuing a career in SWAT, Captain Carver made the unorthodox decision, which has typified his career to date, to switch to the Gang and Narcotics Division, initially as a Gang Supervisor as part of the notorious Gang Field Unit. Cyrus took some personal time during 2022 but returned to the Gang and Narcotics Division, rising to the current position of Assistant Commanding Officer of said Division.
Police Captain Bill Breacher, currently the Commanding Officer of the Metropolitan Division has received a promotion this week to Police Commander in recognition to his tireless commitment and high-quality performance within both the Division and administratively as part of his tasks as a Command Team member. Commander Breacher joined the Department as part of the Academy Class of 191 on April 2nd, 2021. In August of 2021, he became a SWAT Officer and later that same year in November, he was accepted into the LSPD Supervisory team as a SWAT Sergeant. Following several years with us as a Supervisor, Commander Breacher was accepted into the LSPD Command Team on April 7th, 2024 and became the Commanding Officer of the Metropolitan Division in June of 2025. Commander Breacher is vocal in the field, decisive in the action and fiercely dedicated to his work within SWAT.
Police Commander Samuel Martin was also reassigned this week from his role as Commanding Officer of the Gang and Narcotics Division, to Acting Commanding Officer of the General Operations Bureau. This move was especially significant as Commander Martin has spent the majority of his career in the Detective Bureau, and General Operations oversees all Patrol Divisions within the LSPD. Subject to performance review, Commander Martin is also being considered for promotion to Deputy Chief and the role of Staff Officer within the Department.
Rounding out the re-assignments, Deputy Chief Jaxon Nash has transitioned from his role as the Commanding Officer of the General Operations Bureau to serve as the Assistant to the Chief of Operations, assisting First Assistant Chief Scott Dunbar in matters relating to the General, Special and Detective Bureaus. Deputy Chief Nash has previously served as the Deputy Chief of both the Professional Standards and General Operations Bureaus. In addition to his new role, he will also assume responsibility as Coordinator of the Supervisor Training Program, taking over from Assistant Chief Dezzy Bala, whose exemplary performance and leadership in the position has helped several of the officers mentioned in this release advance in their careers.
Finally, former Deputy Chief Gareth Longford, whose retirement was covered in January, returned to the Department through the Reserve Officer Program in mid-March. Owing to his demonstrated commitment and the success of the Reserve Program in reintegrating former Officers back into work, he has since undertaken the formal process of resuming a full-time post with us, the specificities of which are still to be determined. Officer Longford has a long and distinguished history within the Los Santos Police Department, particularly in his roles with the Metropolitan Division and the Special Operations Bureau. His return represents a valuable addition to the Department.
