Welcome to the January Edition of the San Andreas State Government Newsletter!

As we step into January, we hope everyone enjoyed a wonderful holiday period and a happy New Year filled with rest, celebration, and time with those who matter most.

With 2026 now underway, we return refreshed, reenergized, and ready to move forward together. This year brings new opportunities, new challenges, and a renewed commitment to serving our community with focus and purpose.

We are excited to go headfirst into 2026 and make it a year defined by progress, collaboration, and success for the state.
Letter From the Governor

Emily Whitehorse wrote:I hope everyone had a wonderful January. I, like many, have been enjoying the sun now that the snow is gone and the beginnings of spring are just around the corner. As with many things, the melting of the snow brings with it new beginnings, and work has just begun in the State Government to continue our development cycle of improving our services for the public.

As some have seen, the long-awaited arrival of fixed wing is nearly here, with a majority of the behind-the-scenes work nearly done. I know some government employees have gotten to test some aircraft, and their feedback has been invaluable in developing this program. While we will be releasing a detailed release on this in the near future, I can say that once you take to the skies in an aircraft, you will be hard-pressed to want to drive across the state again.

This month also saw the beginning of the preseason for the GOV Grand Prix Season 2. Many people have already had the chance to join and learn some of the tracks, but we hope to continue seeing people participate once the cup officially begins. Now is your best chance to see who is the best racer in all of San Andreas.

This month was also a point of deep reflection for the state government. The last two newsletters I have written, they each contained a note on the death of two important people to the State Government's history. The memories of Jason Castillo and Lester Conway will not be forgotten, but I am hopeful now that a resolution has been achieved, and those in the morning can now take a sigh of relief knowing justice is being served.

I want to take this time to thank all our law enforcement partners, our esteemed medical responders, and our friends in the corrections for continuing to valiantly serve the state of San Andreas and its people. I hope that with each passing day of 2026, we can continue to work collectively to solve this state's greatest challenges.

Governor Whitehorse Opens the Year With Key International Trade Discussions

Setting the Tone for Progress and Economic Opportunity

To kick off the new year, Governor Whitehorse was joined by Department Secretaries Ren Sanchez and Julila Whitehorse for a productive meeting with Ambassador Huang Xiao Lee from the Republic of China. The group engaged in an in depth discussion covering a wide range of topics, with a primary focus on trade and collaborative strategies to help reduce costs for the residents of Los Santos.

The meeting proved to be highly successful and set a strong, cooperative tone for the year ahead. Governor Whitehorse is excited about the opportunities ahead and remains committed to advancing initiatives that benefit our communities. We will continue to keep you updated as further developments and announcements are made.

Lester Conway, former Director of GSB, was laid to rest in a farewell that reflected the depth of respect, loyalty, and love he inspired throughout his life and service.

The day began with a powerful joint convoy between his beloved LSMC and GSB. Setting off from Paleto, the procession moved with quiet strength and unity, winding its way along the coast before arriving at the beach. It stood as a powerful symbol of the bridges Lester built and the people he brought together. Those who cared for him, worked alongside him, and were touched by his presence stood united, sharing the weight of the moment.


Awaiting at the shoreline was Lester’s boat, a vessel deeply personal and fitting for his final journey. As he was gently placed aboard, the significance of the farewell settled over the crowd. It was not just a goodbye, but a reflection on a life defined by service, compassion, and unwavering professionalism.


The ceremony began with a heartfelt speech from the lovely Ava Ravenhill, who opened the service with grace and sincerity. Her words beautifully captured Lester’s spirit, his dedication to his work, and the quiet strength he carried every day. There was not a dry eye on the beach as memories were shared and emotions openly felt.

After Ava had spoken and we had all taken a moment to wipe our eyes, the floor was handed to Director Tristan Murphy. Tristan shared a few heartfelt words, speaking not only about his boss, but about his friend. He reflected on the guidance, loyalty, and trust that defined their bond and the impact Conway had on those who served beside him.

Following Tristan, River Chief of LSEMS, addressed the gathering. She spoke about the friendship she and Lester built over time, sharing how she learned so much from him, from his leadership to the quiet moments that revealed the man behind the title. Her words painted a picture of respect, growth, and genuine connection.

Governor Whitehorse then offered a few remarks of her own, reflecting on the time they spent together and the shared experiences that shaped both their professional relationship and personal respect. Her words reminded us of Conway’s lasting influence at every level.

We then moved to the boat portion, honouring Conway’s wishes. GSB fired bow and arrows to light the vessel, granting him the Viking-style farewell he had always wanted. As the boat drifted out to sea, Frank Sinatra played in the background, accompanied by the unmistakable sound of LSMC bikes revving in tribute.

We thank everyone who came to stand with us and remember an extraordinary man. Conway would have loved every moment of it, and his legacy will continue to live on through all of us.

If you have not noticed already, the Gov Grand Prix with Redline is BACK

The engines are fired up, and the lights are coming back on because the Gov Grand Prix with Redline has returned to the grid. This season the team has gone full throttle, trialling a brand new race time to see just how many drivers are ready to line up and take part. Early signs are looking very strong, and the paddock buzz is impossible to miss.

Every Sunday you have the chance to jump in the driver's seat, push for pole position, and race for big cash prizes. Whether you are a veteran with ice-cold tyres or a newcomer chasing your first clean lap, there is room for everyone on this grid. The racing is tight, the stakes are high, and the vibes are championship-worthy.

This is more than just a race series. It is about community, competition, and that moment when the lights go out, and everyone sends it into turn one. Be part of the buzz, feel the adrenaline, and make your mark on the leaderboard.



Lights out and away we go

Massive shoutout to Ren and the Redline team for bringing the Gov Grand Prix back and keeping it on the racing line. This comeback is podium level and then some.


Get ready, stay sharp, and we will see you on the grid this Sunday. Do not blink, the overtake might already be happening.

      The San Andreas State Government is proud to recognise Reina Moraine as January Employee of the Month!

      Since rejoining the Government Security Bureau on 22 November 2025, Reina has been instrumental in daily operations. Her professionalism, vigilance, and calm leadership have played a key role in protecting the highest-ranking Government officials while ensuring operational excellence across every assignment.

      Whether coordinating security details or operating in the field, Reina is someone we all trust and rely on. Her dedication, sound judgment, and commitment to service reflect the very best of our organisation and sets a standard for others to follow.

      Congratulations, Reina, and thank you for your continued service and impact.

      We managed to catch up with Reina's Director, and this is what Director Tristan Murphy had to say:

      Director Tristan Murphy wrote: Throughout the month of January, Senior Agent Reina Moraine consistently demonstrated outstanding dedication, professionalism, and work ethic within the Government Security Bureau. She put in the hours, stepped up by joining the K-9 Division, and continued to distinguish herself as a confident and capable leader in the field. During the recent Chinese Ambassador visit, when hostile actors attempted to disrupt our convoy to LSIA, Agent Moraine remained composed, took initiative, and helped maintain operational stability under intense pressure. Her performance over the past month reflects the standards we strive for as a bureau, and we are proud to recognise Agent Moraine as our Employee of the Month.

      Director Tristan Murphy Awarded Chief’s Grace Ribbon for Exceptional Heroism

      The San Andreas State Government proudly recognises Security Director Tristan Murphy for a truly exceptional act of courage and selflessness.

      Director Murphy was recently awarded the Chief’s Grace Ribbon by LSEMS, the highest honour that can be bestowed upon a member of Emergency Medical Services. To our knowledge, Director Murphy is the only individual outside of LSEMS to ever receive this distinguished recognition.

      Director Murphy earned this honour following a heroic intervention that saved the life of a medic who was being held hostage aboard a helicopter. During the incident, hostage takers demanded a ransom while placing the medic’s life in immediate danger. Through decisive action, calm leadership, and unwavering bravery, Director Murphy was able to bring the situation to a successful and life-saving resolution.

      This recognition by LSEMS speaks volumes about Director Murphy’s character, professionalism, and commitment to public safety. We at SASG are immensely proud of Director Murphy and are not surprised that his actions were acknowledged at the highest level. His conduct reflects the values we strive to uphold across state government and serves as an inspiration to all who serve our community.

      We extend our sincere thanks to LSEMS for recognising this heroic act and for honouring Director Murphy with such a meaningful award. We look forward with confidence knowing that leaders like Director Murphy continue to protect and serve with integrity, courage, and compassion.
