It is with profound sadness that the State Government announces the passing of Government Security Director Lester Conway.

Assumed Date of Death December 15th, 2025, in the early morning hours.
Director Conway honourably served the State Government as our longest serving Director of the Government Security Bureau. He worked tirelessly alongside his dedicated team to shape the GSB into the respected and professional institution it is today. His leadership, integrity, and unwavering commitment to public safety have left a lasting legacy that will continue to guide the Bureau well into the future.
For many years, Director Conway dedicated his life to protecting the state and its people. Through his service, he helped make our communities safer, stronger, and more secure. His impact reaches far beyond his title, and his absence will be deeply felt across every level of government.
In honour of Director Conway’s service and legacy, government employees will be asked to wear black for a designated period of mourning. Additionally, official government logos will be turned black across social media platforms as a visible sign of remembrance and respect.
Effective immediately, Deputy Director Tristan Murphy will assume the role of Acting Director of the Government Security Bureau for the foreseeable future, ensuring stability, continuity, and strength within the Bureau during this time.
An active investigation into the circumstances surrounding Director Conway’s passing is currently underway. At this time, we do not have all the details, and we ourselves have many questions. To protect the integrity of the investigation, we will not and cannot comment further at this moment.
Governor Whitehorse shared these remarks about Mr. Conway:

Emily Whitehorse wrote: "It is exceptionally difficult to be writing this so soon after the death of Castillo, but it brings me great sadness to be announcing that Director Lester Conway of the Government Security Bureau is presumed dead after a violent attack took place at City Hall.
I have had the pleasure of working with Director Conway through his time in the Government, having worked with him when he joined as a Junior Agent and was present when he was appointed to lead the Government Security Bureau. Director Conway had a strong heart and loved GSB and everything it was capable of, always advocating for the bureau. He took strides to ensure that his team was well taken care of, and pushed GSB forward with new ideas, testing what was possible with his team. Only yesterday, we spoke about his distinction as the longest-serving security director, and I had the honour of congratulating him on that achievement.
Conway was an instrumental part of our community, with many friends considering him to be a part of their family. I know the Los Santos Emergency Medical Service is especially grieving right now, given the close bond they shared, and I offer my condolences to them during this time. Likewise, the San Andreas State Government is equally mourning his loss, as his presence brought us much humour while we worked on our tasks.
In honour of his death, I will award him a Purple Heart for his service and the actions taken during his tenure to ensure the State Government was supported in its mission to preserve, protect, and defend our constitutional order from those who wish to do us harm. As for investigations into this death, I can say they have already uncovered a lot of information, and we can expect them to progress further as the days progress.
There shall be no safe quarter to those that wish to do us harm, and we remain prepared to use the full force of the power of the executive to bring those to justice."
As was done following the passing of Jason Castillo, there will be a designated place at City Hall for members of the public to pay their respects and honor Director Conway’s memory.
We respectfully ask that the public honour Director Conway’s memory by respecting the privacy of his family, friends, and colleagues during this difficult time.
We extend our deepest gratitude to Director Conway for his many years of devoted service and for his unwavering commitment to making the state a safer place for all. Additional information will be released in the future when appropriate and when it can be shared without compromising the ongoing investigation.
