Welcome to the November Edition of the San Andreas State Government Newsletter!

As we begin this month’s newsletter, we pause to honour the life and legacy of Jason Castillo. His impact on our community was profound, and the recent funeral, marked by heartfelt tributes and weeks of preparation, was a testament to the respect and admiration he earned. May he rest in peace.

November brings a shift in tone across San Andreas. While the air grows colder, our spirit remains warm and active. Leadership transitions have reshaped our high command, with a new director stepping in to guide us forward.

We have joined the global initiative supporting Movember during November.

And just when you thought Halloween was over, LSMC proved otherwise with their “Halloween’s Not Over” Bonfire, a fiery celebration.

In this issue, you’ll also meet our Employee of the Month, whose dedication continues to inspire excellence across our teams. Packed with stories of remembrance, renewal, and seasonal spirit, this edition reflects the heart of what makes San Andreas thrive.

A State United in Farewell: Honoring Governor Jason Castillo

On November 9th, the city stood still, not in silence, but in reverence, as many gathered to celebrate the life and legacy of Jason Castillo, the former Governor, whose passing on October 27, 2025, left a profound void in the hearts of many. In a rare display of unity and grace, the entire state came together to honour a man whose leadership, compassion, and unwavering dedication shaped the very soul of the community.

Spearheaded by the incredible Ally Jean of the Los Santos Police Department and the ever-resilient Zero Hunter, the ceremony was a masterclass in coordination, heart, and urgency. With just days to prepare, these two leaders galvanised support from agencies across the state, ensuring every detail reflected the dignity and spirit of Governor Castillo.

Their efforts did not go unnoticed. From logistical precision to emotional resonance, Ally Jean and Zero Hunter transformed grief into grace, providing people with a space to mourn, remember, and celebrate.

The service commenced with a soul-stirring rendition of In the Arms of an Angel by LSPD’s own Daniel Hana. His voice, tender and resolute, carried through the church, setting the tone for a day steeped in memory and meaning. As the final notes faded, the room held its breath, united in sorrow, yet uplifted by the beauty of the tribute.

Following the musical tribute, the ceremony opened to a series of speeches from those closest to Jason Castillo. Ex-collegues, community figures, and family members, including several of his wives, took to the podium to share stories, reflections, and heartfelt messages. Each speaker painted a portrait of a man who was more than a governor: he was a mentor, a friend, a father, and a visionary.

Their words echoed through the sanctuary, reminding all in attendance of the depth of Castillo’s impact, from sweeping policy reforms to quiet acts of kindness that never made headlines.

After the church ceremony, a solemn motorcade wound its way through the city streets, leading to Vinewood Cemetery. Citizens lined the sidewalks, heads bowed, hands over hearts, as the procession passed. It was a moment of collective mourning, but also of pride, for having been led by a man of such calibre.

At the cemetery, the final interment was marked by a ceremonial salute that will be etched in memory for years to come.

A joint Honour Guard from LSPD and the LSSD presented the state flag with reverence and precision. Then came the 21-bell salute, a rare and powerful gesture reserved for those whose service transcends duty. Each chime rang out like a heartbeat, a reminder of the legacy Jason Castillo leaves behind.

In a deeply emotional moment, a Final Call was broadcast over police radio for both LSPD and LSSD. The silence that followed was deafening, broken only by the soft static of the radio, a symbolic farewell to a leader who had answered every call.

As the Final Call faded, the skies above Vinewood roared to life. A flyover performed by SAAA soared overhead, followed in formation by aircraft from LSEMS and SADOC. It was a breathtaking display of unity and honour, a salute from the heavens to a man who had given everything to the people below.

Jason Castillo’s funeral was more than a goodbye; it was a testament to the power of community, the strength of leadership, and the enduring impact of a life well-lived. In every word spoken, and every salute rendered, the city declared: we remember, we honour, and we carry forward.

Honoring Governor Castillo with Precision and Respect

Since the heartbreaking news of former Governor Castillo’s passing, every bureau sprang into action to ensure his funeral was dignified and a secure tribute to his legacy. GSB immediately began drafting comprehensive security plans, coordinating with multiple departments to guarantee the safety of all attendees, from dignitaries to citizens paying their respects. Meanwhile, BPB took charge of preparing the church, meticulously arranging access protocols to ensure only the right individuals could enter, while preserving the sanctity of the space.

If you happened to glance skyward this week, you might have caught a glimpse of SAAA in action, rehearsing an inspiring flyover featuring a rare selection of aircraft, some of which you may never see again. Their precision and dedication to timing reflect the deep respect they hold for Mr Castillo, ensuring the aerial tribute will be nothing short of breathtaking.

Naturally, with such unique aircraft on display, our PR team couldn’t miss the opportunity for a special photoshoot, capturing the spirit of the moment. Below, you’ll find a selection of images showcasing SAAA’s flight preparations, as well as GSB’s behind-the-scenes work on the security blueprint for this monumental event.

These appointments mark another step forward in that ongoing journey of improvement and progress.

LSMC Halloweens Not Over Bonfire

LSMC Bonfire Brings the Community Together Once Again!


We’re back with our beloved community outreach segment, where our Public Relations team gets out and connects with the people of San Andreas! This time, we’re spotlighting a classic, the LSMC’s “Halloween’s Not Over” Bonfire!

As they do year after year, the Los Santos Motorcycle Club hosted their festive bonfire, inviting everyone to come in costume and celebrate the spooky spirit just a little longer.

Despite being held in the middle of the workweek, the event saw a huge turnout! The bonfire itself was a sight to behold, a warm glow lighting up the night and bringing the community together.

LSMC went all out, handing out snacks, holding a raffle for a brand-new bike, and keeping spirits high with a live DJ who took song requests straight from the crowd. The atmosphere was lively, friendly, and full of laughter, a true testament to community spirit and togetherness.

Halloween might be over on the calendar, but thanks to the LSMC, the fun certainly wasn’t!

    Each month, the San Andreas State Government takes pride in recognising an exceptional employee who demonstrates outstanding dedication and commitment to public service. This prestigious honour is awarded to the individual who consistently goes above and beyond, setting a standard of excellence that inspires colleagues across all Bureaus. The awardee represents the core values and professionalism that drive our government forward, reflecting the quality of service our community deserves.

    SASG Employee of the Month: Continued
      The San Andreas State Government is proud to recognise David Ortiz as November's Employee of the Month!

      David has truly earned the spotlight this month. Since joining SASG, he has demonstrated exceptional dedication, consistently responding to license requests and public inquiries with impressive speed and care. He recently joined SAAA as well and has thrown himself into that role with the same energy, which helped him stand out and secure this well-deserved recognition. Word around the office is that he is quite the skilled fisherman, too, so if you catch him at the pier, make sure to congratulate him. Here is what his director had to say about him:

      David's passion for the bureau and the department has shown in everything he does, from the paperwork he handles to the tasks he takes on with zero hesitation. From the moment he joined the Business and Property Bureau, David has consistently worked to ensure everything is handled and processed in a timely manner and has gone above and beyond the expectations of the role.       Community Outreach

      Building Bridges: San Andreas PR Team Community Outreach


      Recently, members of the Public Relations Team spent time driving across the state, connecting with both law enforcement and the public by handing out sandwiches, engaging in conversations, and listening to the concerns of the community. This outreach is part of our ongoing effort to remain present and approachable, ensuring that residents feel heard and supported. By taking the time to meet people face-to-face, we are able to identify issues, connect individuals with the right officials or resources, and, when necessary, find information ourselves to provide direct assistance. Though this trip was small in scale, it reinforced our commitment to building stronger ties between the government, law enforcement, and the people of San Andreas.       Movember

      Reflecting on Movember

      Image

      As Movember comes to a close, we at the state government are proud to have taken part in this inspiring global movement to raise awareness and funds for men’s health. Throughout the month, our team joined millions worldwide in supporting vital initiatives addressing mental health, suicide prevention, prostate cancer, and testicular cancer. Since its founding in 2003, the Movember Foundation has funded over 1,250 projects around the world, each making a real difference in improving men’s lives.

      Though the moustaches may be shaved and the events wrapped up, the spirit of Movember lives on. Men still face a life expectancy 4.5 to 6 years shorter than women on average, and many continue to suffer in silence rather than seeking help. Our collective efforts this month have helped initiate vital conversations, and they must continue throughout the year.

      We’re grateful to everyone who participated, donated, or simply showed support. Together, we’ve proven that small actions can create lasting change, and our commitment to better men’s health doesn’t end with November.
      Highlights from the Masterbaiter Event

      🎣 Masterbaiter Showdown at LS Pier 🎣r

      The recent Masterbaiter showdown at LS Pier created an unforgettable buzz as SASG and Weazel News teamed up to host a fast-paced fishing challenge where teams of four battled to reel in as many fish as possible for a well-earned grand prize.

      The pier was packed with spectators cheering on their favourite crews, creating a bright and spirited atmosphere from start to finish. Competitors showed real dedication, with some even arriving early to secure the best spots and enjoy a few playful rivalries before lines hit the water.

      A huge shoutout goes to Emily Corelle for the extraordinary effort she put in on short notice. Her eye-catching posters and graphics perfectly captured the spirit of the event, helping to boost excitement across the city.

      Thanks to her drive and the teamwork behind the scenes, the entire day ran smoothly and left everyone with a smile.

      Moments like these remind us how much we value our community, and we’re already looking forward to bringing even more events to life in the new year.

      As we wrap up November’s edition of our newsletter, we’re turning the page toward December, the season of twinkling lights, cosy jumpers, and that unmistakable festive buzz in the air.
