Welcome to the October Edition of the San Andreas State Government Newsletter!

As we begin this newsletter, we pause to remember Jason Castillo, whose life and contributions touched many. May he rest in peace.

As the leaves turn and the air grows crisp, October brings both celebration and reflection from the fun and festivity of Halloween events across San Andreas to meaningful initiatives honouring Breast Cancer Awareness Month.

In this issue, you’ll also meet our Employee of the Month, whose dedication continues to inspire excellence across our teams. Packed with stories of progress, community spirit, and seasonal excitement, this edition captures the heart of what makes San Andreas thrive.
Letter From the Governor

Emily Whitehorse wrote:October has just ended and it has been a very busy month, from a number of statewide events to very tragic circumstances. Ordinarily in the newsletter I like to recap the month, and highlight the many important things that occurred. However, due to recent tragedy, I wish to dedicate this portion of our newsletter to a beloved member of our community now deceased, Jason Castillo.

It brought me great sadness and inner turmoil to have announced the death of Jason Castillo. I had long known Castillo from his time as my superior on the Board of Commissioners and his transition to the Board of Governors. One of my first memories with him was during my time at Weazel News and a management meeting that was being had. While stern, he was a man of great integrity, one who was always present to answer questions and guide us with his wealth of knowledge from his past service in Downtown Cab Co.

I had personally got to know him over the course of my tenure in the San Andreas State Government. He was a joy to be around and lifted the spirits of all those around him. Some of my fondest memories come from his camping trips gone awry. He was always one to act selflessly to protect those around him, even trying to be a survivalist when people needed him most. While not his strength, it spoke to his character and a desire to protect those around him. His personal business ventures, while never given the chance to lift off the ground, were a sign of his larger desire to build community and help people explore new ideas.

I wish to reiterate what was published in our special press release. An investigation has begun with law enforcement, and to protect the integrity of that investigation, some details about this death, unfortunately, cannot be shared. With that said however, I can say is the dedicated investigators looking into the matter are unlikely to stop until the case is resolved.

In spit of this tragic news, I want to thank all members of the State Government staff team, and the commitment of each individual has to bettering our organization. I also thank all our public service employees from Law Enforcement, Corrections, and Medical agencies for everything you do to protect our state. May god bless you all, and may god bless San Andreas.

Standing Together for Breast Cancer Awareness

Think Pink. Act with Purpose

We've turned the entire newsletter pink in support!

During Breast Cancer Awareness Month, our team proudly showed our support by donning pink uniforms and decorating our vehicles in pink to help spread awareness everywhere we went. These bright displays served as a symbol of hope, unity, and strength for those affected by breast cancer.

Throughout the month, we made it a priority to share important information and resources, reminding everyone about the power of early detection, regular screenings, and support for ongoing research. Breast Cancer Awareness Month, recognised every October, highlights that one in eight women will be diagnosed with breast cancer in their lifetime, yet survival rates continue to improve thanks to increased awareness and advances in treatment.

By standing together and going pink, we not only honoured survivors and those we’ve lost but also reaffirmed our commitment to a future where breast cancer can be detected early and treated effectively.

Changes to Business License Fees

Recently, the Business & Property Bureau has implemented adjustments to business license fees for General Stores, Fuel Stations, and Gun Stores.

These updates come directly in response to community feedback. Our goal is to ensure that business ownership remains both accessible and sustainable, empowering entrepreneurs to continue serving the people of San Andreas.

Your dedication keeps our economy strong and our communities thriving.

Govenment Grants Now Open!

The San Andreas State Government, through the Business & Property Bureau, is proud to announce that applications for business grants are now open.

These grants are designed to support both new and existing businesses that drive growth, innovation, and positive impact across our communities. Whether you’re launching a new venture or expanding your current operations, this program aims to provide the financial foundation needed to help you succeed.

• Applications are reviewed individually, ensuring fair consideration for every business.
• Some grants may include repayment terms, depending on the type and scale of funding.
• Initial funds are issued upfront, with additional funding available upon proof of appropriate use.

The Pink Party

The Pink Party: A Night for Hope and Awareness

This past weekend, the Los Santos County Sheriff’s Department hosted The Pink Party Fundraiser, an inspiring evening dedicated to Breast Cancer Awareness. Held at the scenic El Gordo Lighthouse, the event brought our community together in a powerful show of unity, compassion, and purpose.

Guests arrived dressed in shades of pink, standing in solidarity with those affected by breast cancer and in support of ongoing research and awareness efforts. The evening featured live music, a charity raffle, and unforgettable experiences such as submarine tours and helicopter rides all in the spirit of giving back.

The turnout and generosity from our residents and local partners were truly heartwarming. Funds raised will directly support breast cancer charities, helping to advance education, treatment, and early detection initiatives across San Andreas.

We are incredibly proud of the Los Santos County Sheriff’s Department for organising such a meaningful and hopeful event. Their leadership and commitment remind us that when our community comes together, we can make a lasting difference.

Saluting San Andreas’ Finest: A Farewell to Four Pillars of Justice

Honouring a Legacy: Four Titans of San Andreas Law Enforcement Step Down

Sheriff Bobby Kirk, Undersheriff Harry Payne, Undersheriff John Wallace, and Chief Elena Flores have officially stepped down from their roles in the Los Santos Sheriff’s Department and the Los Santos Police Department, marking the end of an era defined by unwavering commitment and distinguished service. Collectively, these four leaders have dedicated over a decade to protecting and uplifting the people of San Andreas, and their legacy is one of integrity, courage, and compassion.

In recognition of their profound impact, the Governor has issued a Proclamation Honouring the Legacy of Sheriff Kirk, Undersheriff Wallace, Undersheriff Payne, and Chief Flores, celebrating their steadfast leadership and the lasting imprint they’ve left on our communities. To further honour their contributions, the Governor announced Recognition of Exemplary Law Enforcement Leadership Week, a time for all of us to reflect on and appreciate the dedication of those who serve with honour.

World Mental Health

World Mental Health Day in Los Santos

October 10th marks World Mental Health Day, a time to raise awareness and encourage open conversations about mental well-being across the city of Los Santos. In a place that never sleeps, where the fast pace of life and work can often take a toll, we must remind ourselves and others that taking care of our mental health is just as important as our physical health. To honour the day, we caught up with some of the State Government Command Team to discuss how they personally navigate their low days and what helps them stay grounded and positive. We asked them:


"What activities, hobbies, or personal strategies do you find most helpful in supporting your mental health?"
  • Emily Whitehorse wrote:
    Having a mental health strategy is critical to being able to operate day to day when leading any organisation, as that can put a lot of pressure on oneself. I find the best way for myself to recharge is to take a leisurely drive around the state and visit the beaches at sunset. I also find it comforting to play some music while doing either of those things, which allows my mind to clear up. While it might not seem like a lot, just that little bit of time for myself to unwind really helps me get back to a calm state of mind to face the next challenge.
    I would encourage everyone to have a mental health strategy and find time for themselves to recharge once a day.
  • Ren Sanchez wrote: I think everyone can agree that work in general can carry a heavy mental toll, even more so when you deal with the public! One of my favourite ways to decompress is either having a mini dance party with close coworkers in the middle of a stressful or busy day, or turning up the music and riding through the country! I usually always find some solace in music.
  • Julia Whitehorse wrote:I’ve found that maintaining balance often comes down to giving myself time to pause and breathe. Meditation has become an important part of my routine; it helps me stay grounded and approach challenges with a clearer mind. I also make it a priority to spend time with my family and listen to music when I can; those simple moments help me recharge and reconnect with what really matters. As the French saying goes, “Il faut ménager sa monture si l’on veut aller loin,” which translates to “You must take care of your mount if you want to go far.” It’s a gentle reminder that taking care of ourselves isn’t a luxury; it’s what allows us to keep going.
Let’s continue to support one another, share what works, and make Los Santos a place where mental health is openly discussed and cared for every day, not just on World Mental Health Day.

Weazel Trick or Treat Event – Our Spooky Challenge!




We were thrilled to take part in this year's Weazel Trick or Treat Event!

Our activity was a brain-teasing challenge: a series of posters scattered around, each featuring a single mysterious letter. The goal? Spell out the hidden word... which turned out to be GRAVEYARD! 🕸️

Some clever minds cracked it faster than others, but in the end, everyone solved the puzzle and had a blast doing it!

A massive thank you to Weazel for inviting us and for throwing this incredible event year after year. It's always a highlight of the season, and we're honoured to be part of it.

We hope you enjoyed the event and the afterparty too!

      The San Andreas State Government is proud to recognise Cassidy Endo as October's Employee of the Month!

      Since joining the Public Relations Bureau at our August Job Fair, Cassidy has gone from strength to strength, growing tremendously in confidence and presence.

      October was undoubtedly her standout month she played a vital role in Breast Cancer Awareness efforts and was instrumental in orchestrating our Halloween Trick event for Weazel News, guiding participants with clarity and charm.

      Cassidy isn’t just brilliant with the public; she’s a trusted, approachable figure within government, always ready to lend an ear and offer support just don’t interrupt the Formula One commentary until after turn one!

      So much of what she does within the Public Relations Bureau happens behind the scenes, but it never goes unnoticed by those who work alongside her. Cassidy embodies exactly the kind of dedication, creativity, and quiet leadership we value in this bureau.

      I've watched Cassidy grow from a quiet, reserved presence into someone people genuinely love engaging with. She’s now the go-to person for insight, always being asked for her opinion and effortlessly creating an atmosphere where others thrive. We’re incredibly lucky to have her.

      Personally, she challenges me every day to be better and to aim higher. Her impact on the WENN Halloween event was massive, and I have no doubt she’ll continue to grow in confidence and help strengthen the connection between our state and its people.

      Wrapping Up October in Los Santos

      As October comes to a close, Los Santos is starting to trade its sunny afternoons for cool ocean breezes and earlier sunsets. The city lights are shining a little brighter, the hills are dusted with gold, and you can feel that familiar buzz as we move closer to the holiday season.

      November is right around the corner, a time for reflection, community, and a little anticipation. This next month brings a lot to look forward to across San Andreas.

      Even as the temperatures drop, Los Santos never loses its warmth; it simply shifts from beach days to cosy nights, from summer rush to holiday spirit.
      Stay safe, stay warm, and stay connected. The season of togetherness is just beginning. 🎄✨
