It is with deep sorrow that we announce the passing of Jason Castillo.
Mr. Castillo, once known for his long service in the San Andreas State Government, had only retired in March 2024 and had been currently serving on the Government Oversight Committee, until his death on the 27th of October, 2025.
Jason was instrumental in shaping the state we live in today. He played a key role in the creation and ratification of the first-ever Constitution of the State of San Andreas. His leadership extended beyond government, having twice served as CEO of Downtown Cab Co, once as full CEO and again as interim CEO. In his current role, he was committed to providing invaluable support and feedback to the Office of the Governor.
In his personal life, Jason was kindhearted, full of laughter, and truly a best friend to many. His quirks, including his famously large family of twelve wives, were part of what made him unique. He was also an entrepreneur, owning "Castillo Fitness" and a cigar shop, these ventures that reflected his passion for exploring new opportunities and building community.
As we come to terms with the loss of not only a colleague but a family member, we ask that you respect Mr Castillo’s family's privacy during this difficult time.
An investigation is currently ongoing. We do not have all the details, and we ourselves have many questions. To protect the integrity of the investigation, we will not and cannot comment further at this time.
Governor Whitehorse shared these remarks about Mr. Castillo:

Emily Whitehorse wrote: "It brings me great sadness to announce the death of Jason Castillo. I have long known Castillo from his time as my superior on the Board of Commissioners and his transition to the Board of Governors. His past service as CEO of Downtown Cab Co provided him with the wisdom to guide the function of organizations that can be shared with all government entities. He was a man of great integrity, one who was always present to answer questions and guide us with his wealth of knowledge.
I also personally got to know him over the course of my tenure in the San Andreas State Government. He was a joy to be around and lifted the spirits of all those around him. Some of my fondest memories come from his camping trips gone awry. He was always one to act selflessly to protect those around him, even trying to be a bushcraft survivalist when people needed him most. His personal business ventures, while never given the chance to lift off the ground, were a sign of his larger desire to build community and help people explore new ideas.
With the death of someone beloved by the community, I understand many members of our collective community are likely in shock. An investigation has begun with law enforcement, and to protect the integrity of that investigation, some details about this death, unfortunately, cannot be shared. What I can say is the dedicated investigators looking into the matter are unlikely to stop until the case is resolved."
Honoring His Legacy
In order to properly observe his legacy to the state, the San Andreas State Government will be taking the following actions:
- City Hall will have its Halloween decorations taken down, only to be brought back near the 31st of October for a limited time.
- Flags at all government buildings will be flown at half-mast.
- Government officials will be asked to wear all black in mourning.
- A memorial space will be created at City Hall for flowers and tributes, we welcome the public to place notes of condolences to his legacy.
- We will be in discussions with parties to host a state funeral service for his legacy.
