Governor, Law Enforcement, and National Guard Act Swiftly in Response to Airspace Threat
On the evening of Sunday, October 19th, 2025, at approximately 21:57 hours, SAAA was alerted to an incident involving a civilian helicopter that conducted an emergency landing in Legion Square, Los Santos. The pilot reported a suspected lack of fuel as the reason for the landing. Responding units from the SAAA promptly arrived on scene to ensure public safety and to assess the situation.

Upon arrival, the Los Santos Police Department had already established control of the area and taken all necessary measures to secure the helicopter and its surroundings. The LSPD and Government Officials on scene decided to impound the helicopter pending further inspection. The pilot was informed that he is temporarily grounded and prohibited from operating any aircraft until the conclusion of an ongoing investigation led by SAAA.

A short time later, during standard radar monitoring, a government official overseeing Air Traffic Control systems identified an unknown and unregistered aircraft operating within San Andreas airspace. The aircraft was observed not making the required ATC calls or responding to repeated communication attempts. Given the potential risk such an unidentified and unresponsive aircraft could pose to both airspace and public safety, an immediate multi-agency response was initiated.

Resources across the state were rapidly mobilised. Air units from both the Los Santos Police Department and the Los Santos County Sheriff’s Department were launched, along with a Government Security Bureau helicopter unit, to locate, monitor, and attempt communication with the aircraft. ATC continued to make repeated contact efforts, urging compliance and identification; however, the aircraft continued to ignore all communication protocols. As the situation escalated and the risk to populated areas increased, state emergency protocols were enacted.

After careful consideration and upon consultation with security agencies, Governor Whitehorse made the difficult but necessary decision to authorise the neutralisation of the aircraft and to activate the San Andreas National Guard. This decision was not taken lightly. The Governor acted solely in the interest of preserving public safety and preventing a potential disaster within the densely populated metropolitan area of Los Santos. The coordinated efforts of all agencies ensured the safety of our residents and prevented any loss of life or serious damage.

The San Andreas State Government wishes to recognise and commend the swift, disciplined, and coordinated response of the LSPD, LSSD, the Government Security Bureau, and the National Guard. Their professionalism, readiness, and cooperation during this tense and uncertain situation exemplify the highest standards of public service. Their dedication to duty serves as a reminder of the strong inter-agency partnerships that keep San Andreas safe.

The investigation into both the Legion Square helicopter incident and the unidentified aircraft remains ongoing. SAAA will continue to work diligently to uncover the facts, including the source, intent, and ownership of the unidentified aircraft. Due to the sensitivity of the investigation, certain details cannot be shared publicly at this time. We appreciate the understanding and patience of the citizens of San Andreas as we work to ensure transparency while maintaining the integrity of the investigation.

SAAA remains committed to upholding the highest standards of aviation safety and public trust. Our mission is not only to investigate incidents but to ensure that measures are in place to prevent similar occurrences in the future. We will continue to work closely with all aviation operators to maintain the safety and reliability of our airspace.

We would like to extend our gratitude to all emergency service personnel and first responders who worked tirelessly late into the night to ensure the safety of our State. Their courage and professionalism continue to inspire confidence in the institutions that protect our great state.
