Los Santos: After each month, supervisory personnel of the Los Santos Police Department conduct a thorough review of officer statistics within their divisions and nominate those who have shown significant dedication to the Department based on statistics such as duty hours, individual performances within divisions, administrative efforts, and above all, their embodiment of the values that the Department holds dear.

The title of "Officer of the Month" is distinguished and is awarded to officers who have demonstrated unwavering dedication, outstanding performance, and unrivaled professionalism in the line of duty, and who through their steadfast commitment to the communities and the pursuit of justice, embody the very essence of the core values of the Department, where excellence is not just another word, but the backbone on which our law enforcement philosophy is built.

This month, it is with great honor that we shine a light on, commend, and salute Police Officer II David Loan for his efforts, dedication, and achievements. Officer Loan has been voted Officer of the Month for September 2025.

Officer Loan was nominated by Lieutenant II Charles Williams, who serves as his Commanding Officer within the Rockford Hills Patrol Division. Lieutenant Williams had the following to say about Officer Loan:

Lieutenant II Charles Williams, Commanding Officer, Rockford Hills Patrol Division wrote: Officer Loan accumulated the highest amount of hours on shift this month among everyone in the Department (146.9), as well as the highest paperwork statistics (219). Officer Loan consistently performs to these high standards, month after month, does very well in his divisional duties, and is a real shining light and role model in GOB, especially for his rank.

Officer Loan is a relatively new rising star in the Los Santos Police Department, having started his career following his graduation from the Los Santos Police Academy on June 29, 2025. Following his graduation, Loan enrolled in the Department's field training program, a training program designed to prepare recruit officers for the reality of policing. Officer Loan was quick to successfully complete his training program, seeing promotion to Police Officer I on July 23, 2025.

Upon promotion, Officer Loan was assigned to the Rockford Hills Patrol Division as a patrol officer, an assignment in which he continued to serve, leading up to his nomination for and subsequent advancement to Police Officer II on August 25, 2025.

Today, Officer Loan serves as a Police Officer II assigned to the Rockford Hills Patrol Division as a patrol officer, while exploring other opportunities offered by the Department as secondary assignments. He currently contributes to the Firearms Licensing Division, Traffic Enforcement Division, and Air Support Division. He has taken on the responsibility as a training officer for the next generation of recruit officers.

The Department finds it important to acknowledge the tireless efforts and unwavering dedication of our officers amidst their daily challenges and responsibilities.
