Los Santos: The Rockford Hills Patrol Division, acronym "RHPD", is one of the Los Santos Police Department's two geographical patrol divisions and a cornerstone of the Department as a whole and the services it renders to the City and State through standard patrol services, which is the bread and butter of the Los Santos Police Department.

While often falling in the shadow of specialized divisions due to the nature of the general work and duties of officers assigned to standard geographical patrol divisions, often referred to as simply "patrol", these divisions and the officers assigned to them make up the foundation of the Department. While the division is named after the geographical location of the police station, which is the Rockford Hills Station, the division and officers assigned to it conduct their duties throughout the entire city.

Rockford Hills patrol officers make up a large number of the officers who will be responding to 911 calls, requests at the impound lot, and other primary service requests, as well as conducting standard patrols. Standard patrol may not be the most glamorous, but without it, there would be no Los Santos Police Department.

With Lieutenant Charles Williams first assisting Lieutenant Joseph Sanchez and now at the helm himself, later joined by Lieutenant Phillip Mahone, the Rockford Hills Patrol Division has been at the forefront of a return to divisional pride in patrol, which in turn has driven other geographical divisions to drive home the same point and principles within their divisions; there is pride in serving as a patrol officer, and there is pride in representing the division to which you are assigned.

For the purposes of this article, the Media Relations Division has reached out to Lieutenant Williams, who has provided media relations with a few quotes and statements with respect to the Rockford Hills Patrol Division. The following questions were posed, and Lieutenant Williams answered as follows;

What is the general purpose of your division, as a geographical patrol division?
The purpose of Rockford Hills Patrol Division is to be the boots on the ground, first responders to calls made by civilians in which there is potential danger to the public or breaches of the law. As a geographical patrol division, our primary areas of patrol are typically in the Rockford and Vespucci areas, but if there are low numbers on shift, of course, all areas of the city are covered. Patrolling in specific locations of the city allows us to respond to calls in those areas much faster and help those in need as fast as we can.


What do you believe are the current strengths of your division?
I believe Rockford's biggest strength is the open and honest communication between the Command team and its Officers. Each Officer knows the role they need to play to make our division successful and also the steps they need to take to progress in their careers. Moreover, if there are ever any questions from Officers, we have a supervisor team full of very approachable and experienced individuals, which means they can receive the best advice possible.


How has the division evolved under your leadership?
Since becoming the Assistant Commanding Officer of Rockford Hills, I started a movement in which members of the division say "Rockford on top." Although cringey to some, it's something that represents divisional pride and motivates individuals to contribute as much as they can to Rockford. Since that phrase was brought in and included in every weekly newsletter, our statistics have improved week on week, usually only taking dips when large numbers of members move on to other primary assignments. Furthermore, under my leadership, I always make sure everyone in the division, Supervisor or Officer, has a very clear understanding of what we expect from them, and they are well aware of the things they need to do to take the next steps in their careers. Along with the help of Lieutenant Joseph Sanchez, we have always ensured that weekly newsletters go out on time and that our supervisors get monthly officer reviews sent out in a timely manner.


How do you believe that your division contributes to the culture in patrol?
Our division contributes to the LSPD culture by making sure the job is done properly and correctly, whilst also having fun when the time is right. We are all serious when we need to be, but bringing positive vibes to the department and creating a family-like environment is very important to us. I feel that the strong unity in Rockford rubs off on the rest of the department, which is a very positive quality.


What are your future plans for the division?
My future plans for Rockford involve more of the same, making sure we remain PD's strongest GOB division. We take pride in taking inexperienced Officers and forming them into well-rounded, experienced, truly good Officers with more than enough under their belt to become successful and integral members of the department. Also, I aim to host more internal events for Rockford to celebrate the hard work and efforts of the entire team. These types of events help to build on the chemistry between Officers and supervisors. Along with these internal events, I look forward to working with the Mission Row Patrol Division command team in hosting GOB events to keep up the friendly competition between the two divisions.


A more informal question: what is your favorite thing(s) as a Commanding Officer of a patrol division?
My favourite thing about leading Rockford Hills links to my position as Assistant Commanding Officer of the Basic Training Division and hosting academies. After passing the Field Training Program and being assigned to Rockford, it's a real pleasure to be part of every Officer's journey from inexperienced Police Officer I's to other special areas of the department, whether that be a key part of the Detective Bureau, a member of our Special Weapons and Tactics team, or a supervisor. Being a senior supervisor as well as leader of Rockford allows me to also help the supervisors we have with us, assisting them with being as good as they can be and shaping their future, as well as the Officers we look out for.


Is there anything else you would like to add or share?
I'd like to give a very positive mention to former Commanding Officer of Rockford Hills, Lieutenant Joseph Sanchez, who was a great leader and really helped me with shaping my career and becoming the best Assistant Commanding Officer I could be. His presence will be missed, and there will be big shoes to fill, but Rockford will continue to thrive and do our best going forward.


The Rockford Hills Patrol Division, alongside the Mission Row Patrol Division, is a staple of the Los Santos Police Department and its patrol services and culture, and will remain so for years to come.
