Introduction
- It is with heavy heart that today, after nearly five years of government service each, we announce the departure of Governors Samuel Osborn and Jason Castillo. Following the resignation of Lewis Langley, Governors Samuel Osborn and Jason Castillo have decided to leave public service and join the Government Oversight Committee where they will provide support and feedback to the Office of the Governor, allowing them to enjoy retirement away from the management of government entities.
In their leave, Lieutenant Governor Emily Whitehorse will take over as Governor and be charged with overseeing the Office of the Governor and the Executive Branch as a whole. To those unfamiliar, Governor Whitehorse has served the San Andreas State Government for nearly three and a half years. Starting as an intern of the Business Licensing Bureau before progressing through the ranks of Chief of Staff and then Lieutenant Governor.
Appointment to the Government Oversight Committee
- In accordance with the Constitution of San Andreas, Samuel Osborn and Jason Castillo shall be appointed to the Government Oversight Committee where they will oversee the activities of the Office of the Governor and provide the necessary feedback and recommendations required ensure government is ran in a fair and efficient manner. Members of the Government Oversight Committee are constitutionally empowered to overturn the policies of the Governor, however in most cases will reserve this power unless absolutely necessary. In the next few days, it is expected the Government Oversight Committee will announce the appointment of a third member.

The Government Oversight Committee was created as an OOC amendment to the constitution and will be headed by ECRP Executive Administrators Osborn, Lewis, and Dani. In that position, they will observe how the Governor operates and, when required and in the interest of the ECRP player environment, intervene to ensure the IC environment continues to operate in a fair and balanced manner.
The constitution was also overhauled to remove references to the "Board of Governors", and instead simply refer to an "Office of the Governor", as well as removal of specific phrases that either no longer make sense, or aid in allowing the player ran governor to function such as it relates to the formation of that office or delay in signing laws.

The path forward
- In the coming days, Governor Whitehorse intends to review all currently active government programs and policies, and introduce various executive procedures to establish the role of the Governor as a more formal office. The Governor will also work with the Public Relations Bureau to establish an outreach program to receive and filter through the expected influx of questions this appointment brings. That being said, the heads of each government department or government funded agency is encouraged to bring forth any immediate questions to Governor Whitehorse for expedited review and response.
