TED August Bait Car Operation

Los Santos: This Tuesday evening, officers of the Los Santos Police Department's Traffic Enforcement Division (TED), in collaboration with Detective Bureau, carried out a bait car operation at the Legion Square public parking lot. This very busy area in the heart of Los Santos sees a lot of car burglaries and thefts, and was chosen for the operation for this reason.

Bait cars are a common tactic applied by law enforcement where a vehicle, often one of high value or filled with valuable items to draw attention, is left unlocked in an area with a high rate of car related crime. The bait car is surveilled discreetly, and can be outfitted with tracking devices. The objective of the operation is to capture car thieves, or burglars who steal possessions from cars, to prevent them from preying on civilians who do not have the same countermeasures available to them.

Under the command of Traffic Coordinator Police Officer III+1 Mark Payne, the operation took place within a timeframe of fifty-five minutes during the evening. During this time, a vehicle was prepared and positioned in the Legion Square Public Parking lot while Traffic Officers and Detectives remained on standby, ready to act.

Approximately forty minutes after the vehicle was planted, two individuals approached, entered the vehicle, and began to drive away. The signal was given, prompting the traffic officers to initiate a stop, which led to the arrest of the driver, identified as Friday Gurera. The passenger was detained, but released after an investigation concluded that they did not commit any crimes beyond a reasonable doubt.

Gurera was subsequently charged with GF11 - Grand Theft Auto and GM19 - Face Concealment (b) after it was discovered that Gurera had been driving the stolen vehicle with his face concealed by a bandanna. Gurera was transported to Bolingbroke Penitentiary, where Gurera served their sentence.
