Another month has swung by and here at the Los Santos Police Department, we've been working in full swings to improve our department all throughout. First of all, I'd like to recognize some very special promotions this month, these are some very ambitious officers that possess an extraordinary passion to what they do for the department and the state of San Andreas. I'd like to congratulate Commander Marco Davis and Commander Lewis Langley who after 7 months were promoted to Commanders, full Bureau Coordinators and introduced to the Los Santos Police Department's High Command team. I would also like to congratulate Captain Jay Bacon who after 5 months of hard work and dedication towards the department finally achieved a goal of his, becoming a Police Captain. And finally, I would like to congratulate Lieutenant Ellie Dickens who after 3 months as a Police Sergeant II, through hard work and dedication, climbed through and was introduced into the Los Santos Police Department's Command Team. I am very grateful for having these four officers in my department, and for what they do.
I would also like to recognize the hard work and dedication coming from our Traffic Officers over at the Traffic Enforcement Division. In February, the Traffic Enforcement Division hosted its largest operation in the history of the Los Santos Police Department, involving multiple agencies of San Andreas. Without the men and women of our Traffic Enforcement and their passion for their work, motorists would not be as safe as they are today.
I would like to sit here and recognize each individual officer of the department, but I imagine that would be no fun to read. But if you are reading this, and you are an employee of the Los Santos Police Department, I would like to personally thank you for what you do and I hope that your career in the department will be long-lasting and adventurous and that you will remain motivated and have a strong passion to what you do.
All-around, the month of February has been a very busy month for the Police Department with events in full swing from both our Media Relations Division and our Traffic Enforcement Division. I'd like to thank the organizers of the triathlon event that was hosted by the Media Relations Division and the participants that came out that day. I sure hope that you all enjoy the hard work these organizers put in because there are many more events being planned just over the horizon.
Moving forward into March, we have no major planned changes that affect the general public or the structure of the Police Department. I can only hope that the department moves on smooth and that day-to-day operations are moving forward as intended. If you are reading this, please do check out our ride-along program as we would love for the general public to get a greater insight into what our officers do each day.
Thank you,

Chief of Police Samuel Osborn

- Cadet Freyja Carwyn: She was born on 10th July of 1978 in Texas, U.S.A. When she was a young girl she had a lot of interest in joining the security forces and medical divisions, if she wanted anything, it was to help people. For this she finished her basic studies and enrolled into Los Santos Fire Department, completing her training in the Firefighter school. She worked for LSFD eventually working to a position requiring additional training which pushed her to develop her skills further at the school for Paramedics. She reached the rank of Senior Firefighter.

With her advanced training in both as both as-well as a fire fighter she was interviewed at the San Andreas Department of Corrections for the position of Medical Technician and Corrections Officer.
We don't need to say she is a wonderful proffesional who, before entering the Los Santos Police Department, had a lot of skills and certification to add to our rooster:- Firearm License
- Prisoner Transport Program
- P.I.T Training & License
- Tazer License
- Helicopter Pilot License
- Scene Management Certification (from MD).
She started her career with the LSPD on the 22nd of February, completing her FTP program. Now she is waiting for her promotion to Police Officer I, looking forward to joining divisions such as Traffic Enforcement or Air Support. She wants to grow within the LSPD and progress her career to new levels.
Some hobbies she shared with us are firetrucks and Harley Davidsons. Also she doesn't enjoy watching TV, but she loves to go camping or driving through the mountains.
Indeed, Cadet Freyja Carwyn is a excellent promise to Los Santos Police Department, and we're proud to have someone with her previous experience joining our team.
Thank you for your time Freyja!

- We have made great strides in our departmental divisions, welcomed some new faces, and said farewells to some old ones. Please read below about some divisional updates from the COs and ACOs themselves, and what progress they have made in the month of November.
IB Divisional update Feburary
Hello Investigators and Detectives, and welcome to the seventh monthly update of the Investigations Bureau! With this update, we would like to introduce everyone to all changes and updates that have been made within the Bureau last month, as to let you all know and include you all in what is happening in the Bureau.
During the month of February, we have had several roster changes within the Investigations Bureau ranging from internal changes or promotions to Investigators or Detectives progressing through the ranks in the Police Department.
During the month of February, we have had the following Detectives promoted. Congratulations!
Police Officer III →
Police Detective I
- David Garcia
- Xoza Shadow
Police Captain →
Police Commander
- Lewis Langley
- David Garcia
During the month of February the following changes have been made to the Investigations Bureau Handbook:- Section 4.1.1 - Investigator had "Able to go on an Un-Uniformed patrol if granted permission by a Detective II or higher." removed from the rank authority.
- Section 4.1.2 - Detective I had "May take an Investigator on an un-uniformed patrol." added to the rank authority.
During the month of February, following a meeting held by the Investigations Bureau, a point brought up by Detective Cross has been thoroughly discussed and now implemented.
We have updated the application requirements to include more clarification as to how and what when it comes to the Crime Report submissions, and a requirement that we want to see a continued visible effort in optional paperwork.
This is because paperwork is one of the most important if not the most important thing that Detectives do, and requiring visible and continued effort in optional paperwork gives us a better and easier way to check if an applicant to the Investigations Bureau and their paperwork capabilities are up to par with what we are looking for.
(( This has also been put in place to prevent Crime Reports being submitted in a rush without progression in mind upon an Officer reaching the rank of Police Officer III just so they can apply, rather than creating a Crime Report that has actual detail and depth which expands into further roleplay. ))
During the month of February:- A total of 3 cases have been opened.
- A total of 1 case has been closed.
- A combined total of 29 Investigation Patrol Logs have been posted.
- 2 Investigators have passed their Detective Evaluative Test.
On a final note, we would like to thank you all for reading through the seventh monthly Investigations Bureau update posts. We greatly appreciate all the work every single one of you puts in every day to make the Investigations Bureau successful.
Once again, congratulations to all those who got promoted, and keep up the good work!

Investigations Bureau Coordinator

Police Commander Lewis Langley
Investigations Bureau Assistant Coordinator
S.W.A.T. Division February Update
Hello Readers!
Welcome to the fourth update of the Special Weapons and Tactics Division, where we would like to introduce you all to the updates that occured within the division during February. We are looking to continue making these each month to let you all know what is happening within the division and any planned upcoming changes to the division. We hope this will help to include you all more, and inform you relevant changes, so you can all come forward with suggestions and things that you all would like to see change within S.W.A.T. This update will be shorter than the rest as there has not been many changes throughout the month, though please give it a read.
Roster changes
February has been a great month for S.W.A.T. We have grown our knowledge with multiple successful trainings, but we also experienced some losses from the division. To those of you who have not been promoted, ensure that you are regularly attending training sessions, filling out deployment logs, and helping to improve the skills and attributes of both yourself and your fellow Operatives. Without further ado, here is this last months rank changes.
- Josh Paige | Trial S.W.A.T. Instructor -> S.W.A.T. Instructor
- Paulo Witherfork | Trial Senior Operative -> Senior Operative
- Santino Deferro | Trial Senior Operative -> Senior Operative
- Harry Davis | Trial Senior Operative -> Senior Operative
- Hugo Romano | Probationary Operative -> Operative
- Jimmy Pegorino | Probationary Operative -> Operative
- Lukas Montana | Applicant -> Probationary Operative
- Robert Reynolds | Applicant -> Probationary Operative
- Jason Steel | Applicant -> Probationary Operative
- Ilai Daniels | Applicant -> Probationary Operative
- Mary Dinkley | Applicant -> Probationary Operative
- Fezzy Walshy | Applicant -> Probationary Operative
- Richard Langston | Officer -> Applicant
- Jonathan Norton | Officer -> Applicant
- Tom Fredrico | Officer -> Applicant
- Alex Keller | Officer -> Applicant
Statistics
During the month of February, there has been 132 total deployments across 23 people. 40 of them were David Patrols, 19 Passive Deployments, and 73 Active Deployments. This means 55% of all S.W.A.T. Deployments in February were extreme situations. This is our first month tracking a month at a time, so we are not sure if this data means we are lowering the crime rate, but our success rate of operations have been excellent.
February S.W.A.T. Recruitment Drive
February had the biggest S.W.A.T. Recruitment drive we have ever seen. In total, 15 people applied to the division with 10 being accepted. Congratulations to Officer Ilai Daniels on scoring the highest of all applicants.
Team Name Changes and Creation of Delta team.
S.W.A.T. Command felt is was necessary to change some things up a bit, so the team names were changed! With a homage to the original “Delta” name, we have renamed the teams to Alpha, Bravo, Charlie, and created a new Delta team.
Final Thoughts
As a team, I truly believe we are doing an excellent job. I want to personally thank each and every operative for putting in the time and effort to learn our tactics and skills, then to display the training on the field, it is truly brilliant.

1Field Training Program February Update
Dear Field Training Officers,
Within the month of Febuary 2019 there has been some some fantastic effort from our Field Training Officers in ensuring that our Cadets continue to make their way through the Program.

This month we have seen seven new Field Training Officers join the Field Training Program, ready to teach the next generation of Officers. I'd like to welcome:
- Jason Steel
- Fezzy Walshy
- Marshall Rias
- Richard Langston
- Mary Dinkley
- Arnold Williams
- Johnathan Norto

In the month of Febuary 2019 a total of sixty-three Field Training Sessions were conducted and a total of fifteenth seven FTO Adams. In those sessions we saw nine new Cadets pass the FTP and promoted to Police Officer I. I'd like to congratulate on their success at reach Police Officer I:
- Reinhard Adelbert
- Shane Rogers
- Travis Bagwell
- Matthieu Rey
- Alex Keller
- Jack Clark
- Richard Vane
- Leo Garcia
- Lewis Sanchez

For the month of Febuary 2019 I'd like to congratulate Officer Ryan Torres on becoming the FTO of the month for conducting 11 FTP sessions and 2 FTO Adams. Please take your time to congratulate Officer Torres for his dedication to making sure our Cadets make their way briskly through the Field Training Program.
Officer Torres will be entitled to a $500 (($50,000)) bonus paid personally from the Commanding Officer of the Field Training Program.
I'd also like to thank all of you who have participated in the Field Training Program this month, your work is extremely important to this Department and it does not go unnoticed or unappreciated.

As of last month we have changed the criteria for which we hand out the Exemplary Field Training Officer Commendation Award, which is awarded to those who demonstrate exemplary effort in their duties as a Field Training Officer.
This award will no longer be requested by FTP Command on behalf of those who are awarded the FTO of the month award. Instead the award will be requested at the discretion of FTP Command when we deem an FTO to be truly exemplary in their FTO duties and have gone above and beyond what is expected of them.
The purpose of this change is to protect the integrity of the award itself and to make it truly special, and the previous policy of requesting the award for those that were given FTO of the month did not allow for this. Instead this award will now be rare and exclusive. Some examples of what FTP Command will consider exemplary will be as such:
- Detailed and lengthy FTP reporting beyond the expected norm.
- Regularly conduct the most or a large amount of FTPs each month.
- Going above and beyond in your efforts to teach Cadets.
- Being a role model to Cadets and demonstrating exemplary behaviour in your administrative and field duties in the presence of Cadets.
Regards,

Sergeant II Daniels Shelby
Field Training Program Commanding Officer

Senior Lead Officer John Wallace
Field Training Program Assistant Commanding Officer
