Los Santos: After each month, supervisory personnel of the Los Santos Police Department conduct a thorough review of officer statistics within their divisions and nominate those who have shown significant dedication to the Department based on statistics such as duty hours, individual performances within divisions, administrative efforts, and above all, their embodiment of the values that the Department holds dear.

The title of "Officer of the Month" is distinguished and is awarded to officers who have demonstrated unwavering dedication, outstanding performance, and unrivaled professionalism in the line of duty, and who through their steadfast commitment to the communities and the pursuit of justice, embody the very essence of the core values of the Department, where excellence is not just another word, but the backbone on which our law enforcement philosophy is built.

This month, it is with great honor that we shine a light on, commend, and salute Police Officer III David Loan for his efforts, dedication, and achievements. Officer Loan has been voted Officer of the Month for November 2025.

Officer Loan was nominated by Captain III Bill Breacher, who serves as his Commanding Officer within the Metropolitan Division. Captain Breacher had the following to say about Officer Loan:

Captain III Bill Breacher, Commanding Officer, Metropolitan Patrol Division wrote: Officer Loan continues to consistently lead the department with the highest shift hours on a weekly basis of any employee. His dedication and efforts are unmatched by anyone else and continues to be an asset to both the Metropolitan Division and the entire department.

Officer Loan was once considered a fresh, new rising star in the Los Santos Police Department, but today, he has made a considerable name for himself within the Department, having already been minted as Officer of the Month once before, back in September 2025. Loan started his career following his graduation from the Los Santos Police Academy on June 29, 2025. Following his graduation, he enrolled in the Department's field training program, a training program designed to prepare recruit officers for the reality of policing. Officer Loan was quick to successfully complete his training program, seeing promotion to Police Officer I on July 23, 2025.

Upon promotion, Officer Loan was assigned to the Rockford Hills Patrol Division as a patrol officer, an assignment in which he continued to serve, leading up to his nomination for and subsequent advancement to Police Officer II on August 25, 2025, and, eventually, his advancement to Police Officer III on October 14th, 2025.

Shortly after settling into his new role as a Police Officer III, which in the Department is considered a senior officer, Loan sought to specialize his career within the Los Santos Police Department, achieving a slot within the prestigious Metropolitan Division's D Platoon, also known as LSPD SWAT, which is no easy feat.

Today, Officer Loan continues to shine, serving in the Metropolitan Division's D Platoon as a SWAT officer and exploring other avenues through his secondary assignments, such as his supervisor and command-level roles in the Traffic Enforcement Division and the Firearms Licensing Division. As a training officer, Loan continues to train the next generation of recruit officers, bestowing upon them the wealth of knowledge and expertise that comes from a decorated, two-time Officer of the Month.

The Department finds it important to acknowledge the tireless efforts and unwavering dedication of our officers amidst their daily challenges and responsibilities.
