Each appointment brings fresh perspectives and proven leadership that will strengthen our operations and enhance coordination across all bureaus.
As our state continues to evolve, so too does our leadership. We remain dedicated to building a command structure that adapts to new challenges, embraces innovation, and constantly seeks better ways to serve the people of San Andreas. These appointments mark another step forward in that ongoing journey of improvement and progress.
New Appointments
We’re proud to announce that Ren Sanchez and Julia Whitehorse have been promoted from Directors to join the High Command team as the first appointees under the new role of Department Secretary.
Both Ren and Julia have made lasting contributions to the San Andreas State Government, from developing innovative programs to mentoring emerging leaders within our organisation. Their dedication and insight have strengthened not only their bureaus but the broader direction of our government as a whole.
As Department Secretaries, Ren and Julia will each oversee a collection of bureaus and serve as a direct line of communication between their teams and the broader High Command. They will play a vital role as the first line of inquiry for bureau command, ensuring efficient communication and collaboration across Bureaus. This new role represents an important step forward in how we support leadership, streamline operations, and empower our teams to achieve even greater success.
About Ren Sanchez
Ren began her public service career as Warden at the Department of Corrections before taking a short break and joining the government under Lewis Langley’s leadership. Over time, she advanced through several key positions and is best known as the Director of the Business and Licensing Bureau.
In her current role, she’s introduced initiatives like the Gov Grand Prix, a creative take on Formula One that brings the community together through friendly competition. Recently, her bureau implemented updates to business license fees for General Stores, Fuel Stations, and Gun Stores, directly addressing community feedback. She’s also expanded business grants and established a new office at the pier, making government services more accessible and connected to the public.
About Julia Whitehorse
Julia started her government career in 2023 with the Administration Bureau, where she quickly proved her capability and advanced to the role of Executive Official. After a brief break, she returned as an Executive Assistant and later stepped up as Acting Director of Public Relations.
Her work with the Department of Economic Development and the Law Review Committee showcased her ability to take on complex initiatives, including creating the Ex-Felons program and reforming both Internal Affairs and Legal Affairs Division. Recently, Julia has been a key figure in mentoring three new members of our command team, helping to build stronger leadership across the government.

Governor Whitehorse shared her thoughts on the recent appointments:

Emily Whitehorse wrote: Appointing Ren Sanchez and Julia Whitehorse as our first Department Secretaries is something I’m truly proud of. Both have shown incredible dedication to the State Government for many years not just through the work they’ve done, but in the way they’ve supported and mentored others around them. I’ve seen firsthand how they bring people together, turn ideas into action, and always look for ways to make the government stronger and more connected.
Ren Sanchez's experience working in the Department of Corrections as Warden brings to the State Government a seasoned leader who is familiar with the intricacies of operating a large agency. Having been appointed by the then Board of Governors into the Assistant Governor role, and later taking over the Business and Property Bureau (BPB), Ren plenty of experience in Government operations. In her new role, she will be overseeing the Business and Property Bureau, Government Security Bureau, and the San Andreas Aviation Administration. These more operationally complex organizations are well suited to her strength and experiences from her time in SADOC alongside her current role as Director of BPB.
Julia Whitehorse likewise has experience from SADOC, having been a corporal focused on human resources prior to retirement. Since rejoining the State Government under the prior Executive Assistant system, Julia has been primarily focused on administrative operations and was appointed to the rank of Government Director of Administration by the Governors late last year. In her role, she will be relying on those skills to oversee the Administration Bureau, Public Relations Bureau, and the Law Review Committee. These three bureaus require a fine eye for detail, with most being similarly linked together. I believe her past and current experiences will be a strong asset assisting these bureaus moving forward.
In addition to these appointments, the new Department Secretary role is designed to make the chain of command within the State Government more organized and clear. Each Department Secretary will oversee several related bureaus, helping them work together more efficiently and ensuring there’s a clear point of contact for decisions and communication. It is my hope that by creating this role, it will be easier for both internal teams and outside agencies to know who to reach out to, and leave room for myself to focus on guiding the vision of the State Government.
I have full and complete confidence that in this new role, both will continue setting the standard for leadership and help shape the future of the Government. I eagerly look forward to working with them in their respective areas.
