Chief's Message - November 2025

Los Santos: As the Los Santos Police Department concludes the month of October, Chief Phillipe Sanchez extends a message of reflection and addresses the accomplishments, challenges, and future endeavours of the Department.

Chief Phillipe Sanchez wrote: As we progress through October, I find myself reflecting on the honour of being appointed as your Chief of Police. This transition marks a significant moment for our Department. I want to sincerely thank Chief Elena Flores. Her leadership, dedication, and service have had a lasting impact on the Los Santos Police Department. She laid a strong foundation that I am proud to build on.
In my first act as Chief, I appointed Assistant Chief Scott Dunbar as First Assistant Chief. His long commitment to the Department and extensive experience make him a valuable partner as we lead our organization toward continued success.
This month has also brought tremendous growth and progress. Our Recruitment and Employment Division welcomed twelve new Cadets, each showing great promise and commitment during their early training. We also welcomed eight transfers, officers who bring fresh insights and valuable experience to our mission of serving Los Santos with professionalism and integrity.
Our command team is expanding, too. Captains Cyrus Carver, Charles Williams, and Alex Sorvanis are joining the leadership team. Each brings a wealth of knowledge and dedication that will be crucial as we strengthen our divisions and promote a culture of accountability, mentorship, and teamwork.
Looking ahead, one of my main focuses as Chief will be to improve collaboration with our partners in the Los Santos County Sheriff’s Department. Our shared goal of protecting the people in this city and county relies on open communication, mutual respect, and cooperation. I am committed to strengthening these ties and ensuring our brothers and sisters in the north know they can always count on the Los Santos Police Department as reliable allies.
However, this month also brought a senseless act of violence - the murder of Commissioner Jason Castillo. This was not just an attack on a man, but on the foundations of law and order in our city. Let me be clear: those responsible will face justice quickly and without compromise. We will pursue them relentlessly, no matter where they hide or how long it takes. There will be no refuge, no forgiveness, and no escape from the reach of this Department or the justice system we uphold.
Commissioner Castillo was a respected leader, colleague, and friend to many. His death has only strengthened our resolve. We will not be intimidated, and we will not falter. The men and women of the Los Santos Police Department will stand united, steadfast, relentless, and determined until justice is fully served.
My vision for this Department remains focused on growth through collaboration, professionalism, and community trust. Every new recruit, every promotion, and every success story reflects the shared purpose that defines us as a Department built on integrity, innovation, and strong public service.
To every member of this Department, thank you for your continued dedication, resilience, and commitment to our mission. Together, we will honour the proud legacy of those who came before us and continue to set the standard for excellence in law enforcement.
