For Immediate Release: Official Statement from the Office of the Chief of Police

Addressed to the San Andreas State Government, the Board of Police Commissioners, the Department of Legal Services, the Los Santos Police Department employees, and the residents of the State of San Andreas,


A notice has been drafted by the Chief of Police, on behalf of the Office of the Chief of Police, for immediate release to the general public.

Chief Elena Flores wrote: It is with a heavy heart that today, effective immediately on the 18th of October, 2025, I announce my decision to step away from my role as Chief of Police of the Los Santos Police Department.

I was appointed the Chief of Police on July 27th, 2023, and have had the pleasure of leading the Los Santos Police Department into the future for over two years now. Frankly, when I was appointed, I did not intend to extend my tenure beyond two years. When those two years passed, I believed that I may have had another year or two in me. Evaluating what is important to me, and what is best for me, brought me to the disheartening realization that another two-year stint was not in the cards for me.

As a long-term veteran of this Department, dating back to my mid-2017 police academy, stepping away from leading a Department around which my life has become centered is not a decision that has come easy and was not made lightly.

While foundations were built by many before me, I would like to believe that my team and I have built a Department that has a structure which supports both all its operational necessities as well as its employees and their career aspirations, which as a person who, perhaps surprising to some, was significantly hindered in progression through my early years, was one of my top priorities.

Public trust and accountability are two key points which I tried to tackle in my early days as Chief, as well as my last year as Donnelly's second, but when you're in a position of this caliber for as long as I have been, you learn that what you believe are notable steps towards achieving these goals, others see as shortcomings or being nowhere near enough, which is a constant battle we face, every day.

Where I've strived to be the people's and officers' Chief, I'm very much aware that I, too, have had shortcomings, whether many or few, and there are things that I would have liked to have done differently. Unfortunately, in this position, you have to make difficult decisions at crucial moments, some of which may not resonate well with either the public or your officers, but are important to make all the same.

I hope that for my officers, I have managed a Department in which they have felt free to reasonably perform their duties, advance themselves, and be themselves, without any fear or anything holding them back. For my dedicated Command Staff, my Deputy Chiefs, my Assistant Chiefs, and especially my Chief of Staff, I hope that I, much like those before me, have been able to at least pass on tidbits of the experiences of those before me, so that you may use these to lead the Department into a brighter future.

Both my command staff and my officers, we may not have always seen eye-to-eye, but know that I have always backed you, sought for you to prosper, and fought for you, even when you couldn't see it, weren't privy to it, or didn't expect it. Difficult decisions that I have had to make, were never intended to harm, negatively impact, or otherwise influence anything, and I hope that then, now, and into the future, you'll be able to see that I, just as anyone else, am only human, was dealt a difficult hand of cards, and attempted to make teh best of it, knowing that no decision will be one that satisfies or positively affects everyone.

It has been an honor to be your Chief. I will always hold a strong love, passion, and care for the Los Santos Police Department and its employees. People love a scandal, this isn't one; no storm, outside or internal, has steered my ship, but an evaluation of the Department, my place in it, its effects on my personal life and health, and the future for both myself and the Department, did.

I will not disappear from the Department; instead, I will take a step back, allowing others to take the reigns, lead the Department into a future they deem fit, and provide them with guidance and consults, should they choose to want it. In that, I will be joining Donnelly, assuming a role as Police Commissioner, a hands-off position that acts in an advisory capacity to the Chief of Police.

(( I love this faction, I've dedicated almost everything to this faction, and I will never stop loving and caring for this faction or its members. I believe we have faults, I think we all do. I do, my second does, our random officers do, but we're human. I think that sometimes, this server forgets that along them, we're also human, and people also forget that there's real people behind these factions, putting hundreds of hours into this, only to constantly be berated publicly with little to no care for the actual people.

I've never been a quitter, I've never given up when things get tough, and frankly, I've never denied that we have flaws, and I've never considered us perfect, but we've never given up on trying to be. That's all to say that, nothing has happened in this faction, or with LFM, to warrant this resignation. It is simply the fact that, I've been here for 8.5 years, which is a really big chunk of my life, and I think it's time to let someone else be provided the chance to steer this faction.

I've made my recommendations with regard to my successor(s) to Legal Faction Management, who will be conducting their own selection process to appoint the next Chief of Police.

Thank you for letting me be your Chief of Police for the better part of 2.5 years. I've enjoyed every minute of it, no matter how tough it turned out to be, at times. ))
