Chief's Message - October 2025

Los Santos: As the Los Santos Police Department concludes the month of September, Chief Elena Flores extends a message of reflection and addresses the accomplishments, challenges, and future endeavors of the Department.

Chief Elena Flores wrote: As we begin the month of October, I want to take a moment to reflect on the values that unite us: service, sacrifice, and commitment to our communities. The past month has held special significance, propelled by efforts of the Police Department to create safer streets and environments for all.
Operationally, September was another quiet month in terms of activity and maintaining the status quo, with the exception of a major development in the Department's leadership through the promotion of Jason Steel to Deputy Chief, Commanding Officer, Detective Bureau. I wish to once more congratulate Deputy Chief Steel on his well-deserved promotion.
To hook into the aspect of creating safer streets, the Media Relations Division with the Firearms Licensing Division, hosted a large-scale gun buyback program and event, aimed at removing firearms from the streets. This program allowed individuals, unidentifiable, to surrender any firearms in their possession, no matter the state in which they were found or whether legal or not, in return for cash. The anonymity granted to the attendees was intended and proved to be successful as a manner in which to drive individuals to attend without fear of legal repercussions or persecution.
Unfortunately, as with all things good-natured, a small group of what I could only describe as dregs of society, kitted with automatic weaponry and body armor, launched an attack of sorts by opening fire on what was intended to be police, but ended up shooting into the crowd of attendees. Due to the diligence and efforts of intelligence divisions, an assault was predicted, resulting in a heavy presence of armed officers through the Metropolitan Division's SWAT team, as well as the later assistance of the Los Santos County Sheriff's Department's SEB.
Thankfully, due to the swift and decisive intervention of SWAT, SEB, and further officers, the assault was quickly ended, resulting in the injury and arrest of multiple armed assailants, with two officers sustaining non-life-threatening injuries; both of whom are well on their way to making a full recovery.
Regardless of the assault, the event was a massive success, with over 1050 firearms removed from the streets and circulation for an amount exceeding $6 million. A press release is to follow pertaining to this event specifically, but what transpired that evening and the meaning behind it all made me consider it worthy of a more thorough mention here today.
Looking forward and into the month of October, we will be highlighting the importance of Breast Cancer Awareness month through the at-will deployment of pink-tinted police vehicles by the motor transport division. Officers will be permitted to display their support for the cause through these optionally available vehicles. This, too, will be further covered in a separate press release.
Internally, we have had a few events hosted by divisions for their officers, as well as a picture day, spearheaded by the Media Relations Division and its photographers, allowing all attending officers to have their formal portraits created.
On a final note, I wish to express once more my gratitude for the unwavering dedication and commitment of our officers, the deputies of the Sheriff's Department, all government workers, and every citizen who has contributed to making the City of Los Santos a better, safer place.
