Date & Time of Incident(s): 14/JUL/2025 01:29
Charge(s):
  • This filing is a Motion to Enforce Verdict and Request for Sanctions related to my full acquittal on charges of GM13 - Criminal Threats & GM10 - Failure to Identify on July 10th, 2025.
  • The new incident is the LSPD's refusal to return my property and reinstate my license, which constitutes a violation of my due process and a disregard for the court's verdict. Specifically, the actions of the LSPD's FLD should be investigated for:
    • GF22 - Breach of Trust by the Commanding Officer of the FLD.
    • GF09 - Embezzlement of my personal, legally owned firearm.
    • GF25 - Felony Contempt of Court through willful disobedience to the legal outcome of my trial.
Narrative:
Your Honor,

I was previously arrested and charged with Criminal Threats and Failure to Identify by the Los Santos Police Department. I exercised my right to a trial and on July 10th, 2025, I was found innocent of all charges by this Honorable Court. The verdict was clear: the charges placed by the now-former detective were baseless.

Following my acquittal, I have been systematically denied the restoration of my rights and property by the Los Santos Police Department. My firearms license, which was suspended pending the outcome of the trial, remains suspended. My personal, legally-owned firearm, which was seized, has not been returned.

I have made multiple good-faith efforts to resolve this. I was instructed by the LSPD's Firearms Licensing Division (FLD) that I must submit a completely new application, as if I were a new applicant. This is an unacceptable and unlawful prerequisite, as my license should be reinstated, not re-applied for. The Commanding Officer of the FLD has personally denied my request for reinstatement.

Furthermore, I escalated this issue to the LSPD's Internal Affairs division nearly three weeks ago and have been met with complete silence. The LSPD is effectively stonewalling me, ignoring a verdict from this court, and unlawfully retaining my personal property. This amounts to theft under the color of law.

According to the Judicial Branch's own guidelines, "If the acquitted charge resulted in... the suspension of their firearms or vehicular license, the courts will pay out... $20,000 for a firearms license suspension." While this speaks to compensation, it firmly establishes the legal principle that a not-guilty verdict must result in the restoration of suspended licenses. The LSPD's refusal to do so is in direct contempt of the judicial process.

I am petitioning the court to issue an order compelling the LSPD to:
  1. Immediately reinstate my firearms license.
  2. Immediately return my personal firearm.
  3. Award the mandated $20,000 compensation for the wrongful and continued suspension of my firearms license post-acquittal.
I believe the actions of the Commanding Officer of the LSPD's Firearms Licensing Division constitute Breach of Trust and Embezzlement. Their department's refusal to act on a court verdict is an act of Felony Contempt of Court. I ask the court to enforce its own verdict and restore my rights as an innocent citizen of San Andreas.
I, Rashood Jafaari, hereby affirm that all information provided above is true and correct to the best of my knowledge, and understand that knowingly providing false information could result in additional charges and/or fines. (( I affirm that all information submitted has been obtained via In-Character means. ))

San Andreas Judicial Branch
Superior Court of San Andreas

"EQUAL JUSTICE UNDER LAW"

NOTICE OF REJECTION

IN THE SUPERIOR COURT OF SAN ANDREAS

State of San Andreas v. Rashood Jafaari

The court has hereby rejected the above case on the 14th day of August, 2025.

The Superior Court of San Andreas has reviewed your filing and the case has been rejected by the court for the reason specified below.

The Superior Court of San Andreas is in place to review charges brought by the State of San Andreas and as such, cannot accept your case.

For your reference, Executive Order #3 published by the State Government on the 13th of August, 2023 highlights that the State Government maintains oversight into the Firearms Licensing Program.

State Government wrote: 2. The San Andreas State Government, being the highest executive authority of the state, delegates firearm licensing and regulations, as well as any processes required to support the program, to the Los Santos Police Department Firearms Licensing Division (or its successors), the government will continue to retain oversight of the program and may step in as and when required.

As such, the Court would recommend reaching out to the State Government for any further escalation.

The court thanks you for the time spent on this filing, however, this situation will not be reviewed as it does not adhere to the guidelines set forth by the San Andreas Judicial Branch.

Respectfully,
