TABLE OF CONTENTS
HOW LICENSING WORKS
- Step 1 Ensure that the business is fully registered and holds a valid business registration certificate. This is checked when applying for a business license.
Step 2 Applicant applies for license(s). Applicant picks licenses from the list of licenses that pertain to their business specifically.
Step 3 Application is checked to ensure the license(s) matches the business. Reviewer ensures the correct licenses are being applied for.
Step 4 If the application is approved, the applicant must pay the required fees. The process is similar to paying for registration and is located at the City Hall desk. The required amount is determined by which license(s) the applicant applies for.
Step 5 Reviewer must update the business licenses under the business registration. A public viewable index of businesses would be displayed so owners can review how long until their license expires.
EXTRA NOTES
- If you are unsure of which licenses your business requires or need assistance with licensing questions, please contact the Business Licensing Official correlating to the timing of your question. The Business Licensing Bureau Interns can provide information but do not approve licenses.
- Licensing Officials for the Business Licensing Bureau will conduct business inspections to ensure they are registered and licensed based on government records. These inspections do not have to be scheduled, and often will be unannounced and at random. Each license displays potential violations and the consequences of committing offences. If the business commits repeat or severe violations, the business may be subject to seizure and termination. If the business is seized the business owner will indefinitely lose all access to the property. The business owner will not be eligible to own, register, or license a new business for three months. If the business operates in a commercial capacity without licensing, the property will be reported to be "lockdown".
- If the business operates in a commercial capacity without licensing, the property will be reported to be "lockdown". During a lockdown period, all access to the business will cease both for the owner and public. Business owners must ensure the business is registered and licensed correctly with The Business Licensing Bureau and avoid committing violations. Any business placed in lockdown must be registered and licensed before the "lockdown" is lifted, allowing for reopening. Businesses in "Lock Down" can be sold but can't be operated or will be in violation of State Government Regulations that will result in the seizure of the business assets, business termination, and the business owner will not be able to own, register, or license a new business for three months.
- Businesses found to be in violation of the San Andreas Penal Code will be charged accordingly based on the crime(s) that has/have been committed.

BLB02 - Breach of Moderate Licensing Conditions - $50,000 Citation
- 3 times Moderate Breach is equal to 1 times Major Breach.
- Stays on internal records for ninety (90) days.
BLB03 - Breach of Major Licensing Conditions - $100,000 Citation
- Can be subject to property removal and a business termination.
- Stays on internal records for one-hundred twenty (120) days.

Vehicular Business Licenses

VEHICULAR BUSINESS LICENSES
- VBL:01 - Personnel Travel Small
Any business or person that offers transport accommodations at any given time for personnel of 6 or fewer must possess a Personnel Travel Small License.
License Fee:
- There is a one-off cost of $15,000 for this license.
Restrictions & Requirements:
- Must own a vehicle capable of carrying six or fewer passengers.
- Must have a valid driver's license at all times.
Violations:
- Improper operation of a vehicle is considered a Minor breach of licensing conditions
- Operating under an invalid or suspended license is considered a Moderate breach of licensing conditions.
- Knowingly transporting individuals with arrest warrants is considered a Major breach of licensing conditions.
- 3 repeated minor offences are considered a Moderate breach of licensing conditions.
- 5 repeated minor offences or 3 moderate offences are considered a Major Breach along with a property removal and a business termination.
VBL:02 - Rental Vehicles
Any business or person that provides services to temporarily use vehicles for a time-based fee in a commercial capacity must possess a Rental Vehicles License.
License Fee:
- There is a one-off cost of $15,000 for this license.
Restrictions & Requirements:
- Must have ownership of all vehicles to be rented.
- Must have a valid driver's license at all times.
Violations:
- Providing a Rental Vehicle to an unlicensed customer for that vehicle type is considered a Minor breach of licensing conditions
- Renting out a vehicle in an unsafe operating condition that could cause injuries or fatalities and renting out vehicles not registered to the business is considered a Moderate breach of licensing conditions.
- Renting out government vehicles or stolen vehicles is considered a Major breach of licensing conditions.
- Renting out vehicles to knowingly be used for illegal activity is considered a Major breach of licensing conditions.
- 3 repeated minor offences are considered a Moderate breach of licensing conditions.
- 5 repeated minor offences or 3 moderate offences are considered a Major breach of licensing conditions, along with a property removal and a business termination.
VBL:03 - Vehicle Retailer
Any business that operates commercially for selling vehicles must possess a Vehicle Retailer License.
License Fee:
- There is a monthly cost of $80,000 for this license.
Restrictions & Requirements:
- Must have ownership of a vehicle dealership.
- Must be actively trading under The San Andreas State Government.
Violations:
- Falsely advertising prices is considered a Minor breach of licensing conditions
- Failing to provide products once payment is received is considered a Major breach of licensing conditions.
- Attempting to sell any vehicle that is stolen or not under the ownership of the vehicle retailer is considered a Major breach of licensing conditions.
- 3 repeated minor offences are considered a Moderate breach of licensing conditions.

VBL:04 - Marine Vehicle Retailer
Any business that operates commercially for selling marine vehicles must possess a Marine Vehicle Retailer License.
License Fee:
- There is a monthly cost of $20,000 for this license.
Restrictions & Requirements:
- Must have ownership of a marine vehicle dealership.
- Must be actively trading under The San Andreas State Government.
Violations:
- Falsely advertising prices is considered a Minor breach of licensing conditions
- Failing to provide products once payment is received is considered a Major breach of licensing conditions.
- Attempting to sell any vehicle that is stolen or not under the ownership of the vehicle retailer is considered a Major breach of licensing conditions.

VBL:05 - Used Car Dealership
Any business that operates commercially selling used vehicles must possess a Used Car Dealership License. This license does not apply to dealerships that sell new stock vehicles. ((I.E. Scripted car Dealerships are not required to apply for this license.))

- There is a monthly cost of $10,000 for this license.
Restrictions & Requirements:
- Must have ownership of a commercial property capable of acting as a used car dealership.
Violations:
- Falsely advertising prices is considered a Minor breach of licensing conditions
- Failing to provide products once payment is received is considered a Major breach of licensing conditions.
- Attempting to sell any vehicle that is stolen or not under the ownership of the vehicle retailer is considered a Major breach of licensing conditions.

General Retail Business Licenses

GENERAL RETAIL BUSINESS LICENSES
- GRBL:01 - Auction
Any business that operates bidding base sale services for another party for a fee must possess an Auction License.
License Fee:
- There is a monthly cost of $10,000 for this license.
Restrictions & Requirements:
- Must have ownership of a commercial property
- Must have a place to store documentation related to the sale of goods securely
- The owner must not have been convicted of felony fraud (GF07).
Violations:
- Auctioning stolen goods without knowledge is a minor violation of licensing conditions.
- Auctioning stolen goods with knowledge and intent to deceive is considered a moderate breach of licensing conditions.
- Personally stealing items and auctioning them off is considered a major breach of licensing conditions.
- 3 repeated minor offences are considered a moderate breach of licensing conditions.
- 5 repeated minor offences or 3 moderate offences are considered a major breach of licensing conditions along with a property removal and a business termination.
GRBL:02 - Firearms Retailer
Any business selling firearms, ammunition or heavy-duty melee weapons must obtain a Firearms Retailer license.
License Fee:
- There is a monthly cost of $5,000 for this license.
Restrictions & Requirements:
- Ownership of a Firearms Store.
- All staff and owners must possess a valid firearms license at all times.
- If a Gun Store has an installed shooting range, the range must remain locked from public use when there is no staff to oversee activities.
- Please note that if you are going to use the firing range, you should attempt to inform law enforcement before hand, so that they are aware.
- Must be actively trading under The San Andreas State Government.
Violations:
- Failure to inform Law Enforcement of bulk firearm purchases is considered a moderate breach of licensing conditions.
- Failure to keep shooting ranges locked from public use when there is no staff to oversee activities, is considered a minor breach of licensing conditions.
- Selling weapons to a firearm-licensed individual who has expressed intent to use the weapon unlawfully is considered a major breach of licensing conditions.
- Selling unregistered weapons is considered a major breach of licensing conditions.
- Selling firearms to individuals without a firearm license is considered a major breach of licensing conditions.
- 3 repeated minor offences are considered a moderate breach of licensing conditions.
- 5 repeated minor offences or 3 moderate offences are considered a major breach of licensing conditions along with a property removal and a business termination.
GRBL:03 - Food & Drink Service
Any business that produces, distributes, sells or otherwise makes items for nutritional consumption products a part of the business experience is required to obtain a Food and Drink Retailer License.
License Fee:
- There is a monthly cost of $10,000 for this license.
Restrictions & Requirements:
- Ownership of non-residential property, food stall, food pop up or food van and follow food handling procedures.
- CCTV must be installed to monitor areas where food is prepared and sold.
Violations:
- Selling outdated food or drink is a minor breach of licensing conditions.
- Failing to follow food handling procedures is a minor breach of licensing conditions.
- Falsely advertising prices are a minor breach of licensing conditions.
- Tampering with food or drinks by adding illegal or lethal substances to them is considered a major breach of licensing conditions.
- Possession or sale of human tissue is considered a major breach of licensing conditions.
- 3 repeated minor offences are a moderate breach of licensing conditions.
- 5 repeated minor offences or 3 moderate offences are considered a major breach of licensing conditions along with a property removal and a business termination.
GRBL:04 - Fuel Retailer
Any business that sells bulk quantities of fuel must possess a Fuel Retailer License.
License Fee:
- There is a monthly cost of $20,000 for this license.
Restrictions & Requirements:
- Ownership of a Fuel Station.
- Must be actively trading under The San Andreas State Government.
Violations:
- Failure to refuel your gas station for 7 consecutive days is considered a minor breach of licensing conditions.
- Failure to refuel your gas station for 14 consecutive days is considered a moderate breach of licensing conditions.
- Selling fuel with octane above 100, selling red diesel or selling AVGas is considered a moderate breach of licensing conditions.
- Failure to refuel the gas station consecutively for one month is considered a major breach of licensing conditions
- 3 repeated minor offences are considered a moderate breach of licensing conditions.
- 5 repeated minor offences or 3 moderate offences are considered a major breach of licensing conditions along with a property removal and a business termination.
GRBL:05 - Liquor
Any business that produces, distributes, sells, or otherwise makes liquor a part of the business experience must possess a GRBL:05 - Liquor license.
License Fee:
- There is a monthly cost of $10,000 for this license.
Restrictions & Requirements:
- Must own a registered business.
- The business must ensure workers who come in contact with any form of liquor during their working shift are 21 years of age or older.
- CCTV must be installed to monitor areas where alcoholic beverages are prepared and served.
- Must store excess liquor products behind a locked door. This provision does not apply when actively being distributed or sold.
- Must only serve liquor to individuals 21 years of age or older unless state law is amended to specify an age different from the current age of 21.
- Must ID anyone who attempts to obtain liquor from the business unless the member of staff distributing liquor is reasonably sure of the individuals' age; this does not protect the business should such certainty be unfounded. ((For scripted businesses, this is RPly done by the NPC clerk))
- Businesses should be mindful of firearm laws or regulations affecting business operations and adhere to them accordingly. Patrons of your business MUST adhere to FLD guidelines which are as follows:
- Patron’s may not consume any alcohol or be intoxicated with their firearm(s) in their possession.
- Patrons may not be in an establishment that serves alcohol, with their firearm(s) in their possession.
- On duty Peace Officers and employees of the San Andreas State Government whilst on official duties are exempt from this rule.

- Businesses are required to ensure that patrons who have firearms on their property, while alcohol is being sold, are removed in a timely manner. If patrons refuse to leave/store their firearm the business is to contact LSPD/LSSD.
- CCTV must be installed to monitor areas where liquor transactions take place.
Violations:
- Distribution of unregistered/untaxed alcohol is considered a minor breach of licensing conditions.
- Failure to check the IDs of individuals that appear under 25 years of age to ensure that all patrons are at least 21 years of age or older is considered a minor breach of licensing conditions.
- Having patrons inside of your business that serves alcohol while in possession of their firearm will result in a minor violation.
- Failure to ensure workers who come in contact with any form of liquor during their working shift are 21 years of age or older is considered a minor breach of licensing conditions.
- Knowingly serving alcohol to anyone under 21 is a moderate breach of licensing conditions.
- Tampering with the integrity of the alcohol via mixing, watering down, or adding other substances is considered a major breach of licensing conditions.
- 3 repeated minor offences are considered a moderate breach of licensing conditions.
- 5 repeated minor offences or 3 moderate offences are considered a major breach of licensing conditions along with a property removal and a business termination.
GRBL:06 - Grocery
Any business that sells goods not subject to rapid deterioration or decay in a bulk retail capacity must possess a Non Perishable Goods Retailer License
License Fee:
- There is a monthly cost of $10,000 for this license.
Restrictions & Requirements:
- Ownership of non-residential property or ownership of a General Store.
- Must be actively trading under The San Andreas State Government.
- This license covers tobacco & liquor sold in General Stores without requiring additional licenses.
((This is ONLY valid for scripted general stores))
Violations:
- Knowingly selling damaged or mislabeled goods is considered a minor breach of licensing conditions.
- Failure to restock your general store for two consecutive weeks is considered a minor breach of licensing conditions.
- Selling outdated food or drink is a minor breach of licensing conditions.
- Falsely advertising prices are considered a minor breach of licensing conditions.
- Failure to restock your general store for three consecutive weeks is considered a moderate breach of licensing conditions.
- Failure to restock your general store consecutively for one month is considered a major breach of licensing conditions.
- 3 repeated minor offences are considered a moderate breach of licensing conditions.
- 5 repeated minor offences or 3 moderate offences are considered a major breach of licensing conditions along with a property removal and a business termination.
GRBL:07 - Tobacco
Any business that wishes to sell tobacco products such as; cigarettes, and cigars in a bulk retail capacity, must possess a Tobacco License.
License Fee:
- There is a monthly cost of $5,000 for this license.
Restrictions & Requirements:
- Ownership of a non-residential property.
- All staff must be 21 to handle or sell tobacco.
Violations:
- Distribution of unregistered/untaxed tobacco is considered a minor breach of licensing conditions.
- Failure to check the IDs of ALL individuals that appear under 25 years of age to ensure that all patrons are at least 21 years of age or older is considered a moderate breach of licensing conditions.
- Failure to ensure workers who come in contact with any form of tobacco during their working shift are 21 years of age or older is considered a moderate breach of licensing conditions.
- Knowingly serving tobacco to anyone under 21 is considered a major breach of licensing conditions.
- 3 repeated minor offences are considered a moderate breach of licensing conditions.

GRBL:08 - Marine Fuel Retailer
Any business that sells bulk fuel must possess a Marine Fuel Retailer License.

- There is a monthly cost of $5,000 for this license.

GRBL:09 - Delivery Service
Any business that wishes to transport consumer goods from one location to another must hold a valid Delivery Service license within the State of San Andreas. A consumer can be anyone who purchases goods and services for personal use.
License Fee:
- There is a monthly cost of $5,000 for this license.
Restrictions & Requirements:
- Businesses must ensure staff are qualified to transport the goods in question, are made aware of the contents of the delivery, and logs are kept of the transport of the goods.
- Businesses must be able to maintain a tracking system of all goods transported and be able to show when services were rendered in case of complaint.
- Businesses are prohibited from transporting hazardous materials such as Fuel, Acid, Explosives, Flammable Gas etc.
- Must have a way to store documents securely.
Violations:
- Failing to deliver goods after accepting payment and with unreasonable justification for failing to complete the request is considered a minor breach of licensing conditions.
- Trafficking humans, especially if that transport is for the exploration of their labor, is considered a major breach of licensing conditions.
- Knowingly transporting dangerous goods or firearms, especially if those goods or firearms could be considered illegal or unlawful to have in one's possession, is regarded as a major breach of licensing conditions.
- 3 repeated minor offences are considered a moderate breach of licensing conditions.
- 5 repeated minor offences or 3 moderate offences are considered a major breach of licensing conditions, along with a property removal and a business termination.
GRBL:10 - Commercial Storage
Any business that intends to provide space for others to utilize with regards to storing goods or items in a commercial capacity must possess a GRBL:10 - Commerical Storage license.
Restrictions & Requirements:
- Must have ownership of commercial property with purpose-built secure storage spaces
- Must have a way to store documents securely.
- Must keep accurate records of who is renting each storage space and anyone else with access.
- Must allow a previous tenant to retrieve their goods within seven days of their contract being terminated. After the 7-day time has elapsed, the business owner has the authority to seize goods to allow the space to be emptied.
License Fee
- There is a monthly cost of $5,000 for this license.
Violations:
- Falsely advertising prices is considered a Minor breach of licensing conditions
- Entering rented areas without notifying the customer first is considered a minor breach of licensing conditions.
- Failure to knowingly report the storage of illegal items in rented areas is considered a moderate breach of licensing conditions.
- Refusing to allow access to a previous tenant to retrieve their stored goods within the 7-day timeframe at the end of their lease is considered a major breach of licensing conditions.
- Preventing access to a rented area to deprive access to their stored goods or items is considered a major breach of licensing conditions.
- Knowingly allowing the storage of illegal goods or items is considered a major breach of licensing conditions.
- Theft of stored items/goods is considered a major breach of licensing conditions.
- 3 repeated minor offences are considered a Moderate breach of licensing conditions.
- 5 repeated minor offences or 3 moderate offences are considered a major breach of licensing conditions, along with a property removal and a business termination.
GRBL:11 - Vending Machine Retailer
Any business or person that permits the placement and operation of any form of automated vending machine on their commercial or residential property must possess a Vending Machine operation license.
License Fee:
- There is a one-off cost of $15,000 for this license.
Restrictions & Requirements:
- Must have ownership of the commercial or residential property being registered.
- The sale of Alcohol, Tobacco, and Medicine (e.g. Painkillers) within vending machines is strictly prohibited unless the vending machine is located inside a property that holds the required licenses and is carrying out ID checks prior to entry.
- This license is only valid for the property it is registered at. If you have multiple properties, you will require a license for each one.
- This license can only be requested by the registered owner of the property.
Violations:
- Operating a publicly accessible vending machine without the proper registration or licensing is considered a minor breach of licensing conditions.
- Operating a vending machine on private property without the property owner's prior written consent is considered a minor breach of licensing conditions.
- The sale of Alcohol, Tobacco, and Medicine (e.g. Painkillers) within a vending machine is considered a moderate breach of licensing conditions unless it is located inside a property that holds the required licenses and is carrying out ID checks prior to entry.
- 3 repeated minor offences are considered a Moderate breach of licensing conditions.
- 5 repeated minor offences or 3 moderate offences are considered a major breach of licensing conditions, along with vending machine removal.

Law, Security & Financial Business Licenses

Law, Security & Financial Business Licenses
- FSBL:01 - Finance Company
Any business which focuses primarily on providing money with the expectation of repayment with interest, e.g. Loans, must obtain a Finance Company license.
*A loan defined as, a sum of money that is borrowed from a lender or a financial institution, that is expected to be repaid over a specified period of time, along with interest.*
License Fee:
- The monthly license cost is $30,000
Restrictions & Requirements:
- Ownership of non-residential property to operate as an office.
- Must establish a clear, equitable, and mutually beneficial agreement between the company and the client, ensuring fair terms for both the lender and borrower..
- Must keep all contracts between the company and clients stored safely for up to 90 days after the contract is completed.
- The lender shall ensure that any collateral provided by the borrower and retained by the lender is expressly detailed within the contractual agreement.
- Prior to finalizing the agreement, the lender must perform a comprehensive financial assessment to ascertain their contentment with the collateral provided by the borrower, should the lender fail to adhere to the terms of the agreement.
- The lender is prohibited from seeking any financial advantage from the borrower in the event of contract termination and collateral liquidation.
- The lender is prohibited from levying an interest rate higher than 80%.
Violations:
- Falsely advertising loan rates is considered a minor breach of licensing conditions.
- Failure to establish a clear, equitable, and mutually beneficial agreement between the company and the client, ensuring fair terms for both the lender and borrower. is considered a minor breach of licensing conditions.
- Failure to keep all contracts between the company and clients stored safely for up to 90 days after the contract is completed, is considered a minor breach of licensing conditions.
- Exceeding the interest rate upper limit of 80% is considered a minor breach of licensing conditions.
- In the event that collateral provided by the borrower is sold by the lender due to failure to meet contractual obligations, the contract will be considered concluded. Failure to conclude the contract is considered a major breach of licensing conditions.
- Failure to upkeep terms of a contractually bound agreement is considered a major breach of licensing conditions.
- 3 repeated minor offences are considered a moderate breach of licensing conditions.
- 5 repeated minor offences or 3 moderate offences are considered a major breach of licensing conditions along with a property removal and a business termination.
FSBL:03 - Pawn Shop
Any business that commercially sells second-hand products in any quantity is required to obtain a Pawn Shop license.
License Fee:
- The monthly license cost is $10,000
Restrictions & Requirements:
- Ownership of a non-residential property.
Violations:
- Falsely advertising prices and/or rates is considered a minor breach of licensing conditions.
- Failure to return pawned items once payment has been received is considered a major breach of licensing conditions.
- Selling or pawning known stolen goods is considered a major breach of licensing conditions.
- 3 repeated minor offences are considered a moderate breach of licensing conditions.
- 5 repeated minor offences or 3 moderate offences are considered a major breach of licensing conditions along with a property removal and a business termination.
FSBL:04 - Private Security Firm
Any business that provides hired protection services in a commercial capacity must possess a Private Security Firm License.
License Fee:
- The monthly license cost is $10,000
Restrictions & Requirements:
- Ownership of non-residential property
- All personnel using firearms must possess a valid firearms license at all times
- Must obtain the Guard Card from the LSPD if providing security at Public Events or events that are serving alcohol.
Violations:
- Failure to obtain the Guard Card from the LSPD if providing security at Public Events or events that are serving alcohol is a minor breach of licensing conditions.
- Failure to report any observed criminal activity to law enforcement is a moderate breach of licensing conditions.
- Failure to report any injuries or fatalities of personnel or offenders to emergency services after lawfully conducted security operations is considered a major breach of licensing conditions.
- Possession of illegal firearms without authorization is considered a major breach of licensing conditions.
- 3 repeated minor offences are considered a moderate breach of licensing conditions.
- 5 repeated minor offences or 3 moderate offences are considered a major breach of licensing conditions along with a property removal and a business termination.
FSBL:05 - Law Firm
Any business that wishes to act as a law firm, provide legal counsel to individuals and/or represent them in court must hold a valid Law Firm license within the State of San Andreas. - EEBL:01 - Adult Entertainment
Any business or person who intends to provide sexually explicit entertainment, including but not limited to performances, displays, or content distributed through social media platforms, must possess an Adult Entertainment License.
License Fee:
- There is a one-off cost of $15,000 for this license.
Restrictions & Requirements:
- Ownership of a private residence or commercial property to operate privately.
Violations:
- Having employees accept money for sexual intercourse would be considered a major breach(This falls under NM07 - Prostitution, Pimping or Pandering per the Penal Code.)
- Selling explicit content containing performers who have not been paid or have performed under pretenses unstated contractually is considered a moderate breach of licensing conditions.
- Having performers working under the influence of alcohol or drugs, thus rendering their ability to consent null, is considered a major breach of licensing conditions.
- Selling explicit content portraying or containing any persons under the age of 18. (This falls under law GF01 of the Los Santos Penal code), is considered a major breach of licensing conditions.
- 3 repeated minor offences are considered a moderate breach of licensing conditions.

- Ownership of a non-residential property equipped with proper safety and first aid equipment.
Violations:
- Hosting an event with no CPR-qualified staff on duty is considered a minor breach of licensing conditions.
- Hosting an event without proper safety or first aid equipment on site is considered a minor breach of licensing conditions.
- Hosting an event for which extra licences are needed without possessing such licences (E.g. A boxing tournament without possessing EEBL:03) is considered a minor breach of licensing conditions.
- Neglecting to contact emergency services in the event of any severe injuries needing treatment is considered a moderate breach of licensing conditions.
- Sanctioning any fights to the death is considered a major breach of licensing conditions.
- Failure to contact emergency services (both medical services and law enforcement) in the event of a severe injury that resulted in a fatality due to lack of treatment is considered a major breach of licensing conditions.
- 3 repeated minor offences are considered a moderate breach of licensing conditions.
- 5 repeated minor offences or 3 moderate offences are considered a major breach of licensing conditions along with a property removal and a business termination.
EEBL:03 - Fight Club / Combat Sports
Any business whose primary focus is on an entertaining experience that consists of a sport that could cause bodily harm or injury (I.e. Boxing, MMA, Dueling etc.) is required to obtain an EEBL:03 License in addition to an EEBL:02 license.
License Fee:
- The monthly license cost is $5,000
Restrictions & Requirements:
- A commercial property that is purpose-built for the event (i.e. Boxing Ring with proper padding and protections for a boxing event)
- Must have BLS Trained staff on duty throughout the event.
- Event location must be properly equipped with either fixed or portable safety and first aid equipment.
- CCTV Must be installed in all areas where "fights" are taking place to ensure the safety of both competitor and spectator
Violations:
- Hosting an event with no CPR-qualified staff on duty. In addition, hosting an event without proper safety equipment or first aid equipment on site is considered a minor breach of licensing conditions.
- Failing to have working CCTV installed per licensing requirements is considered a minor breach of licensing conditions.
- Having competitors working under the influence of alcohol or drugs is considered a moderate breach of licensing conditions.
- Neglecting to contact emergency services in the event of any severe injuries needing treatment is considered a moderate breach of licensing conditions.
- Permitting competitors to use weapons of any kind is considered a major breach of licensing conditions.
- Sanctioning any fights to the death is considered a major breach of licensing conditions.
- Failure to contact emergency services in the event of a severe injury that resulted in a fatality due to lack of treatment is considered a major breach of licensing conditions.
- 3 repeated minor offences are considered a moderate breach of licensing conditions.
- 5 repeated minor offences or 3 moderate offences are considered a major breach of licensing conditions along with a property removal and a business termination.
EEBL:04 - Raffles
Any business or person who operates a "raffle" with a required payment to purchase entry/entries into a draw of consideration for a prize or reward, the winner of which is determined solely by chance.
License Fee:
- There is a one-off cost of $15,000 for this license.
Restrictions & Requirements:
- Ownership of non-residential or commercial property to securely store participants' contact information.
- You must make public the number of tickets sold, who they were sold to and how many each person bought to anyone who wishes to audit the raffle without delay or further charge for no more than seven days after the raffle has been drawn.
- You must host the drawing, where the participants can watch the actual draw without further charge.
- Example: Participants must be able to actively see the name being randomly selected, such as via a random number machine or a "spin the wheel" system.
- Individuals are expected to pay the required sales tax after the raffle, in compliance with penal code charges, GM20 and GF23.
Violations:
- Failure to securely store participants' information is a minor breach of licensing conditions.
- Not being able to pay an advertised prize or reward is considered a moderate breach of licensing conditions.
- Forcing a customer to leave based on winning too much without evidence of foul play is a moderate breach of licensing conditions.

Violations:
- Failure to install active CCTV in all public areas is considered a minor breach of licensing conditions.
- Failure to ID personnel of verification that they are at least 18 years of age is considered a minor breach of licensing conditions.
- Underage Gambling is considered a moderate breach of licensing conditions.
- Not being able to pay a bet made is considered a moderate breach of licensing conditions.
- Forcing a customer to leave based on winning too much without evidence of foul play is a moderate breach of licensing conditions.

Restrictions & Requirements:
- All staff must possess a valid firearms license.
- Activities must occur within a commercial property or on private/leased land where the risk to the public is minimized.
- The range must remain locked from public use when there is no staff to oversee activities.
- Please note that if you are going to use the firing range, you should attempt to inform law enforcement before hand, so that they are aware.
- Must hold a valid business license at all times to operate.
- Always have a BLS-certified staff member on duty when the range is active.
- Must not ever store over 500 rounds of ammunition intended for sale in total.
- Must store all ammunition in a secure area behind locked doors.
Violations:
- Failure to have a BLS-certified staff member on duty when the range is active is considered a minor breach of licensing conditions.

- AVBL:01 - Aircraft Rental
Any business that provides services in a commercial capacity to temporarily use aircraft must possess an Aircraft Rental license.
License Fee:
- There is a monthly license cost of $5,000 for this license.
Restrictions & Requirements:
- All operational staff must have valid registration documents and commercial licenses related to ownership and operation of an aircraft. Administrative staff not involved in the day-to-day client operation or ownership of aircrafts are not required to possess valid registration documents.

- The business must ensure that any person intending to rent an aircraft has a valid pilots license and must take a copy of said license prior to rental.

AVBL:04 - Aerial Tours
Any business that offers aerial tours departing and returning to the same location must possess an Aerial Tour License.
If clients are permitted to leave the tour group at any point other than their initial departure point this will be considered transport and a commercial air transport license is required. This does not include tours where the clients are permitted to exit the vehicle solely for tour purposes, reenter, and finish the journey at the initial departure location.

- Failure to provide a proper safety briefing is considered a Major breach of licensing conditions, along with termination of your Commercial Operations License and potentially your Private Pilots License.
- 3 repeated minor offences are considered a Moderate breach of licensing conditions.
- 5 repeated minor offences or 3 moderate offences are considered a Major breach of licensing conditions, along with a property removal, business termination and termination of your Commercial Operations License and potentially your Private Pilots License.
AVBL:05 - Aviation Sports
Any business that provides services related to the organization or operation of "Aviation Sport" related events such as Parachuting, Aerial Shows, Air Racing, etc.
License Fee:
- There is a monthly license cost of $5,000 for this license.
Restrictions & Requirements:
- The business must hold a valid EEBL:02 - Event Organizer license.
- All operational staff must have valid registration documents and commercial licenses related to ownership and operation of an aircraft. Administrative staff not involved in the day-to-day client operation or ownership of aircrafts are not required to possess valid registration documents.

Violations:
- Falsely advertising prices is considered a Minor breach of licensing conditions.
- Operating unsafe aircraft is considered a Major breach of licensing conditions, along with termination of your Commercial Operations License and potentially your Private Pilots License.
- Operating under an invalid or suspended license is considered a Major breach of licensing conditions, along with termination of your Commercial Operations License and potentially your Private Pilots License.
- Failure to provide a proper safety briefing before takeoff is considered a Major breach of licensing conditions, along with termination of your Commercial Operations License and potentially your Private Pilots License.
- 3 repeated minor offences are considered a Moderate breach of licensing conditions.
- 5 repeated minor offences or 3 moderate offences are considered a Major breach of licensing conditions, along with a property removal, business termination and termination of your Commercial Operations License and potentially your Private Pilots License.
AVBL:06 - Aerial Photography/Videography
Any business that acts in a commercial capacity in providing or assisting with photography and/or videography services that utilize any aircraft in the course of their business activities must possess a Photography/Videography license.
A videographer is defined as anyone who is capturing live events or moments working either solo or in a small group of people.
License Fee:
- There is a monthly license cost of $5,000 for this license.
Restrictions & Requirements:
- The business must hold a ADBL:03 - Photography/Videography
- All operational staff must have valid registration documents and commercial licenses related to ownership and operation of an aircraft. Administrative staff not involved in the day-to-day client operation or ownership of aircrafts are not required to possess valid registration documents.

- Must have a separate pilot and photographer for all jobs.
Violations:
- Any action of forgery/copyright infringement will result in a Minor breach of licensing conditions
- Sabotaging any paid service in order to hamper or damage the customer's image will result in a Major breach of licensing conditions, along with termination of your Commercial Operations License and potentially your Private Pilots License.
- 3 repeated minor offences are considered a Moderate breach of licensing conditions.
- 5 repeated minor offences or 3 moderate offences are considered a Major breach of licensing conditions, along with a property removal, business termination and termination of your Commercial Operations License and potentially your Private Pilots License.
AVBL:07 - Private Flight School
Any business that provides commercial flight training services must possess a Private Flight School license.

- There is a monthly license cost of $5,000 for this license.
Restrictions & Requirements:
- All operational staff must have valid registration documents and commercial licenses related to ownership and operation of an aircraft. Administrative staff not involved in the day-to-day client operation or ownership of aircrafts are not required to possess valid registration documents.

- The business must ensure that any person intending to take part in any flight training, has an approved Pilot License Application by SAAA. Approved applications can be found HERE.
Violations:
- Providing training to an individual who does no have a Pilot License Application approved by SAAA, is considered a Major breach of licensing conditions, along with termination of your Commercial Operations License and potentially your Private Pilots License.
- Employing flight instructors who do not have a valid pilot is considered a Major breach of licensing conditions, along with termination of your Commercial Operations License and potentially your Private Pilots License.
- 5 repeated minor offences or 3 moderate offences are considered a Major breach of licensing conditions, along with a property removal, business termination and termination of your Commercial Operations License and potentially your Private Pilots License.
