Witness Statement
- [On the date of March 29th, 2025, immediately following the court trial of Mr. Ronny Miguel—who had just been found guilty—while patrolling in a marked GSB cruiser in the vicinity of City Hall, I observed a motorcycle parked on the west side of the property. The motorcycle was visually confirmed to be associated with Mr. Miguel prior to the trial.
As the court proceedings concluded and individuals began to disperse from the building, I observed Mr. Miguel exit City Hall. He appeared visibly agitated and began to loudly shout threats directed toward government personnel present on the premises. These threats were audible and included violent rhetoric.
Mr. Miguel then approached the previously mentioned motorcycle, mounted it, and placed a mask over his face. Despite the facial covering, I can confirm that his identity had already been positively established prior to him concealing his face.
Following this, Mr. Miguel circled the property multiple times on his motorcycle, continuing to shout threats and inflammatory statements in the direction of Government Security Bureau agents, SADOC Correctional Services staff, and other government employees leaving the building.
Shortly thereafter, Mr. Miguel positioned himself at the front entrance of City Hall and opened fire from his motorcycle using a firearm. The shots were fired in the direction of multiple GSB agents and SASG employees in what can be described as a drive-by style attack.
GSB agents on scene immediately sought cover and returned fire to protect themselves and others in the vicinity. LSPD units arrived shortly after, at which point Mr. Miguel fled eastbound past City Hall, initiating a pursuit.
Based on my direct observations, the identity of Mr. Ronny Miguel was confirmed both prior to and during the incident. His actions demonstrated a clear and deliberate intent to cause harm to government personnel, posing a significant threat to public safety.
This concludes my witness statement in support of the charges filed by GSB Director Conway against Mr. Miguel for the attack on March 29th, 2025.]
