Narrative:
I was sat as a passenger in a vehicle, Mark Payne and THE cheif of police were on scene, and requested I step out. I put my hand on the door handle and began swinging the door open to exit, when suddenly the driver evaded from police. I stay sitting in the car and asked the driver to pull over, eventually the driver pulled over and I stepped out of the vehicle, ran out of the road onto the sidewalk and put my hands in the air.
I fully complied the entire time yet somehow I still received the Evading charge.

The case of the State of San Andreas v. Becks Hirano is hereby activated by this Court under #25-CM-0013.
Both the State and Defendant in this case are still awaiting adequate representation. - Incident Date: 10/JUL/2024
Explain what happened, sufficient detail must be given to justify the placed charges, videos could be provided.
- Pursuit was started as a traffic stop was initiated of a vehicle and two individuals who matched he description of a previous BOLO, the suspects took off and began evading from the traffic stop, I joined the pursuit which lasted around 5-10 minutes until eventually, my suspect Becks Hirano decided to jump out of the vehicle and give up. I was instructed by Mark Payne to charge Becks with evading an officer.
EVIDENCE DETAILS
- Document the possessions confiscated from the arrested suspect.
Possessions are to be documented individually, examples of documented illegal possessions are "Pistol .50" or "12 grams of Cocaine". Legal possessions that can be categorized may be grouped, eg. "Clothing" to describe all clothing items. Body camera footage/pictures may be attached as an evidence exhibit.
Where possible, the serial number of each firearm seized as evidence should be noted.

- Hello, I will start from the beginning.
The Pursuit and Traffic stop was called over the radio however I was not present for the traffic stop or the start of the pursuit, I heard over the radio that they matched a description of a Bolo. The pursuit was called and by the time I caught up the chase had already reached deep into SD Juro near the Braddocks Tunnel, eventually, I caught up and saw the vehicle stop around the Paleto parking area and the suspect hopped out of the vehicle. I was told to handle the arresting procedure for the suspect and was told what charges to place, I am sorry I cannot provide further information on the situation as this was all I saw/was involved in.

- Becks Hirano was a passenger of a vehicle where both Ms. Hirano and the driver were the primary suspects in a BOLO from a kidnapped and tortured SADOC Officer. Ms. Hirano was the passenger of the vehicle, when Ms. Hirano was asked to step out of the vehicle multiple times. Only after the third time of asking, Ms. Hirano made a movement then the vehicle drove off and initiated a pursuit. In my assessment of the situation, Ms. Hirano attempted to deceive officers into thinking that she was going to exit the vehicle to where the driver drove off as soon as Ms. Hirano made a movement; therefore willingly partaking in the act of evading.
Ms. Hirano had reasonable and ample time to exit the vehicle as the occupants were asked three times to exit the vehicle to which none of them did until Ms. Hirano after the third time of asking made a movement to where the vehicle then took off.
During the pursuit I was not near the evading vehicle to get a good view on what exactly was happening, but I believe that the vehicle slowed down outside of the Paleto Car Parking to where Ms. Hirano exited the vehicle and started to run towards the car park booth where one would retrieve their vehicle.
I arrived on the scene where I witnessed Ms. Hirano run towards the booth before I blocked her path with my cruiser and got her to surrender.
Ms. Hirano was detained and arrested by Officer Lucas Draco outside of Paleto Parking.

- On July 10th, I participated in a pursuit of a vehicle occupied by Becks Hirano and Driven by Aki Kurokawa. The origin of the pursuit stems from an incident where a DOC guard was disfigured with Aki and Beck's name. I was driving a sub-optimal cruiser for the pursuit and didn't participate in the situation until it concluded.

A decision was reached in the above case on the 28th day of February, 2025.
After reviewing the prosecution’s request and considering the precedent set in case #25-CM-0006, the court grants the request to verify the alleged affiliation between Aki Kurokawa and Becks Hirano to the same criminal organization.
I have discussed the matter with law enforcement and received verification that both the individuals are confirmed members of the gang called Souls.
The reason for this decision is as follows: Once an investigation is turned over to the prosecution, it is within their right to seek clarification on matters that may be material to the case, provided due process is followed. The court acknowledges that affiliation, if established, may have legal significance in the proceedings.
This decision cannot be challenged unless an appeal is submitted to the Court of Appeals with sufficient probable cause. The defense retains the right to pursue such an appeal should they believe the ruling was made in error.
