Narrative:
I was unlawfully arrested when acting in self defense, during which, the offender was comitting a felony. Additionally, I have been convicted of Involuntary Attempted Manslaughter even though the first and only reason for my arrest was, "Failure to report a crime" (The officers at location acknowledged and confirmed that I was acting in selfdefense). All the events leading up to my arrest occurred during a timespan of 5-10 minutes.

Explain what happened, sufficient detail must be given to justify the placed charges, videos could be provided.
- 911 call has been received earlier in the day , caller claiming that he's getting shot at by a Taxi Driver. Upon arriving on the scene, mentioned Taxi employee was nowhere to be seen. Later during the day, Unit 4-A-16 as they were leaving the Mission Row area , noticed Yellow Moonbeam driving past the Mission Row and have stopped it for the traffic stop in suspicion of it being related to the crime committed earlier. Driver of the Taxi, Rahul Akbar, admitted in discharging his firearm upon a caller and leaving the area without informing the local authorities.

- On 30/JAN/2024 Alex Kent had called MD/PD saying that he was shot, Officer Abdullah had responded to he was found to be injured infront on Mission Row.
He gave Officer Abdullah description that a Moonbeam Taxi driver had shot him, I asked him why would he do so without escalation, he said "he litellary shot me and left what do you think", I was a bit suspicious as the Taxi driver hadn't called MD or PD even though the Mission Row Precienct is right infront of him.
The Moonbeam Taxi was then spotted infront of Mission Row again by Officer Dutch Kon from which he called it on the radio and I responded and dismounted to talk to the driver, the driver admitted to shooting someone and not calling PD as he left immediately.
I then asked Officer Dutch and his patner to detain the driver, and I asked Mr.Akbar if I could search his vehicle from which he did give permission and I searched it and found a pistol in his glovebox from which I confiscated.
He then was marindarized and asked if he shot the individual he said "yes, as he was acting in self defence", I then got a couple of supervisors one of them told me that he'll talk with Rahul's supervisor.
I asked Rahul if he had a Dashcam or Bodycam he said that he has the Company's DASHCAM, upon taking out the SD card and checking it it came back to this.

I then continued to ask Mr.Rahul why didn't he call PD or MD after he had shot the male multiple times he proceeded to reply with "I didn't see anyone around and I wanted to get away from the situation quick" from which that implies to "SF03 - Involuntary or Vehicular Manslaughter" which explains "The killing of another person without intent but in a negligent manner using any type of techniques, objects, weapons, instrument, or by a vehicle or aircraft while contravening any other law or road/air safety legislation"
From our prespective this would be the suitable charge for this situation as Mr.Rahul had acted in self-defence and didn't have the intent to kill the individual but he still almost did as he hadn't called MD / PD or went into Mission Row which is quite litellary right infront of him, Mr.Rahul had left the male with no medical care and he didn'tt know if he got treated or not, If the injured male hadn't called EMS he would've died.
In Summary:
Officer Abdullah responded to a call from Alex Kent, who reported being shot by a Moonbeam Taxi driver, identified as Mr. Rahul. Upon locating the Moonbeam Taxi and talking to Mr. Rahul, he admitted to shooting someone in self-defense and not reporting the incident to the police.
Considering the circumstances and Mr. Rahul's admission, the decision to charge him with SF03 - Involuntary or Vehicular Manslaughter seems to be based on the belief that while Mr. Rahul acted in self-defense, his actions were still considered negligent. The charge reflects the notion that injuring the individual without calling MD or PD would be considered allegedly leaving the person to die even though it's a self-defence act but he still hasn't reported it, and since Mr. Rahul left the scene without calling MD/PD, he had no information about the victim's status, implying a lack of due care for the injured party.
Key factors supporting this charge include Mr. Rahul's failure to report the incident to the police or seek medical assistance promptly, even though Mission Row Precinct was infront of him. - I, Cadet Cole Harper, on 30/JAN/2024 was having my Field Patrol Session conducted by Police Officer II Dutch Kon. During my session I specifically asked of I could get some personal practice with my 10-55's (TRAFFIC STOPS) to which my partner at the time agreed to help with. While clearing from Mission Row Police Department, we've noticed Yellow Moonbeam passing by, to which my partner, Dutch Kon contacted someone on the radio proclaiming that we see a vehicle that has been on a lookout and we are conducting a traffic stop immediately. I've turned my vehicle lights on and vehicle stopped instantly and parked on the sidewalk. After calling out the traffic stop via police radio frequency, my partner Dutch Kon took over the traffic stop since I have not been informed about the ongoing investigation.
The Driver, Rahul Akbar, was very cooperative and agreed with everything he was asked to do, warned us about a firearm inside his vehicle and agreed to a pat-down. ( Police Officer II Dutch Kon Mirandized the person before conducting any search on the person).
During the investigation I was tasked with ensuring the safety of the area while Police Officer III Mohamed Abdullah and Police Officer II Dutch Kon conducted an investigation and I, Cadet Cole Harper, had absolute minimal contact with Rahul Akbar. Around an hour later, Police Officer III Mohamed Abdullah registered the charges and allowed us to transport the person to Department of Correction (DOC) .
At DOC , Rahul Akbars was attacked with a Shotgun by a third-party civilian who had a feud with the aforementioned person, but his health was stabilized and he promptly handed over to DOC guards on-duty.
I've personally filled out an arrest report on Rahul Akbar with cooperation with my partner Police Officer II Dutch Kon in order to get some practice on my bureaucracy skill-set.

- I had heard a call over the radio to which we were looking for a blue and yellow taxi van. The van driver had been previously accused in a 911 call for shooting an unarmed person at MRPD for unknown reasons. While pulling out of MRPD we seen the van drive by so we pulled it over and called it out over the radio. Another officer arrived, along with a few more and conducted an investigation. Once the investigation had been complete, my cadet and myself was asked to transport the individual to DOC for them. Upon transferring the inmate to DOC for the charges placed on him, we were held up with a shotgun outside the front of DOC. I tried to negotiate with the armed man to let us go, but he eventually shot and injured mr. Akbar. After transporting mr. Akbar to Pillbox for treatment, he was then lodged into DOC for his crimes. We were told beforehand, that he had shot an unarmed individual for hitting him after he had followed the man for quite sometime. The man told Mr. Akbar multiple times to stop following him but Mr. Akbar continued as he believed the man had taken something from his cab. Eventually the man had hit/kicked Mr. Akbar so he pulled out his firearm. He shot the man or shot at the man and then fled the seen in his vehicle. He returned some time later after speaking to his DCC manager to go file a report on the discharge of the firearm and the crime that he believe had happened.

- I have realized that San Andreas is a pretty dangerous place. I especially realized that when I previously worked for Downtown Cab, Co. I am thinking about applying for a job there again and would like a firearm for my own protection as I had some close calls driving dangerous people. I don't intend to hurt people, I don't even think I will ever fire my weapon, I will probably keep it unloaded all the time. But just the "threat" it has against criminals stops them from even trying to do something according to several of my previous colleagues.
