On or around the 18th of January 2022, Police Detectives with the Gang and Narcotics Division had credible information following a surveillance operation that two members of the criminal organization known as 'Underground' were armed with heavy weaponry and body armor as a result of a case breakthrough.

The people inclined of being in possession of heavy weaponry following the operation were Melody Valentine (ex. Melody Rogers), a leading figure in the criminal organization (Underground), alongside Amber Wellington, a suspected member of the criminal organization known as 'Salvation'. Upon arriving at the Del Perro Pier, the two aforementioned members were located and approached with heavy weaponry, as they were found to be armed in kind. A group of people was present, including an unknown individual - later identified as Chad Rapkov.

Collected evidence during a surveillance operation picturing a meeting between confirmed and suspected members of the criminal organization known as 'Salvation', from left to right: Syrax Jones, Donnie Drakk, Trevor Rider, Jacqueline Drakk, Chad Rapkov, and Felix Noonham. Jacqueline Drakk has since then changed her name to Jacqueline Perinneau and joined Weazel News, a government news broadcasting agency, raising questions about the arrest of her fellow gang members Felix Noonham and Chad Rapkov.

The scene of the arrest at the Del Perro Pier; in grey, Amber Wellington, found in possession of two firearms, one being an automatic assault rifle and body armor, and to her left, protesting the arrest, in the similar attire, Chad Rapkov. Chad Rapkov was later arrested for Obstruction of Justice for their belligerent behavior after joining two unidentified individuals to protest the arrest, going to the extent of shouting and standing between the arresting Detective and the suspect, effectively disallowing the detainment and arresting of the suspect who was armed and dangerous.
