  • Los Santos County: When the Los Santos County Sheriff's Department was re-founded on July 12th, 2019, Sheriff's Leadership never envisioned a department this large, because, at the time, they expected the interest for restricted law enforcement in the county to be quite low. So when the department was re-founded, it only consisted of patrol divisions, training divisions, and specialized divisions such as Air Support and the Special Enforcement Detail. At the time, the department had everything but a Detective's Bureau, something which Sheriff's Leadership had agreed with the leadership of the Los Santos Police Department to not create, primarily due to the potential lack of workload.

    However, one year into the department, it had grown significantly and the demand for expansion was inevitable. So department leadership started considering options to innovate something different, something which would be unique to the department, and that's how the Detention and Parole Bureau was created. To this day and onwards, the Detention and Parole Bureau will remain as the unique identifier for the department, and despite any new expansions now and in the future, the Los Santos County Sheriff Department's leadership's focus will be to continue evolving the Detention and Parole Bureau.

    At the present, the department is sitting at a record high of 84 employees, with more coming through our Recruitment Process at the time of this press release, so safe to say, the demand for expansion has once again grown significantly for the past few months. This new demand has once again, forced the Los Santos County Sheriff's Department's leadership to sit down and innovate.

    The focus of these meetings was to discover a way for the department to be more proactive in preventing crime and finding those responsible for committing these crimes, and in that regard, the Sheriff's Department has been rather crippled these past three years when it comes to solving crime, as deputies have been forced to rely on the availability of Police Investigators and/or Detectives, and given their own workload, there have been several instances of where crime has been left unsolved. The end-solution was to create an investigative arm of the Los Santos County Sheriff's Department, something which the leadership of the Los Santos Police Department agreed on.

    So without further ado, on behalf of the Los Santos County Sheriff's Department's Executive Staff, allow us to introduce our latest expansion, the Sheriff's Investigations Bureau. This new bureau will at first consist of solely an investigations division and intelligence division. Once the Investigations Bureau works to find its foundation, it will also naturally evolve itself to offer deputies more specific specialized areas within the Bureau.

    The Sheriff's Investigation Bureau will further enhance the department's ability to protect and serve the public and provide the tradition of service that our motto suggests. We will be able to offer the opportunity for deputies to choose the career path of an investigator, and as such, train them to be more proactive in responding to crime, and to prevent crime from happening in the first place. This will however take some time, as none of our regular deputies have had any form of investigative training in the past, and we're creating this new advanced bureau from the scratch.

    Commander John Kemp, a veteran of the Los Santos County Sheriff's Department, will be the first Commanding Officer of the Investigations Division within this new bureau. He was tasked, together with Commander Jon McCornish, under the supervision of Assistant Sheriff Sean Hamilton, to lay out the foundation of the Sheriff's Investigations Bureau.

    What has your career with the Los Santos County Sheriff's Department looked like?
    Being a long-serving member of the Los Santos County Sheriff's Department and having been the Commanding Officer of the Detention and Parole Bureau, Field Training Division, and Internal Affairs, I have gained the relevant skills and expertise to build a fully operational investigations bureau.

    During my time in DPB, I made my way up the ladder step by step in the bureau which assisted me in gaining the investigative skills needed for such a task. Moreover, the Field Training Division has given me the experience of understanding the best ways to train individuals and give them the information needed in an efficient way which contributed to building the training program in the Sheriff's Investigations Bureau along with my experience in surveillance while I was in DPB.

    Can you explain the mission and purpose of the Sheriff's Investigation Bureau?
    The mission and purpose of the Sheriff’s Investigations Bureau are to provide thorough and effective investigative and, soon, specialized services to the public and the Los Santos County Sheriff's Department and other agencies, to ensure safer communities and provide the foundation for investigation and successful prosecution of criminals while promoting countywide and area-wide collaborative partnerships.

    The Sheriff's Investigations Bureau will focus on upholding the department's motto, providing a tradition of service, and providing the fundamentals of law enforcement, to protect and serve.

    Can you describe why the Sheriff's Investigations Bureau was created?
    The Sheriff’s Investigations Bureau was created to fill a void that was clearly missing from the county and also, with our employee numbers rising, the demand for expansion also increased. After weeks of deliberation among our department's leadership, and meetings with police leadership, we've come to recognize the rapidly increasing organized crime in our county, and the need for a proactive approach.
    Thus, the Sheriff's Investigations Bureau is being implemented with its focus being to conduct criminal investigations and surveillance throughout the county.

    Can you describe the rigorous selection and training process for new investigators?
    Deputies who have demonstrated they want to join the Bureau and have passed a vigorous background check, application and interview will be put through as trainees in the Bureau. They will then have to go through theoretical and practical training with a vigorous evaluation at the end before moving up in the Bureau. Once they have passed the training program and moved up to Crime Scene Technician and after having passed the period required, they will also have another harsh 2-week training program before moving up to the rank of investigator.
    We're very eager to see what the future holds for the department and the Sheriff's Investigation Bureau.
