1. REQUEST INFORMATION
  • Road Closure Permits may be requested for a number of event types, so long as they are well planned in advance, and have the appropriate marshals, security, and BLS assistance provided where required. The Los Santos Police Department will not be responsible for any event security, and will simply provide assistance with public road closures. We highly recommend the hiring of private security where required.

    The Los Santos Police Department processes requests for the temporary closure of streets within the City of Los Santos for the following types of activities:
    • Athletic Events
      • Marathons
      • 5k or 10k runs
      • Walkathons
      • Bike races
    • Street Closures
      • Legal street races
      • Community events
      • Block parties
      • Celebrations
      • Street fairs
      • Parades
      • Processions
      • Planned demonstrations or marches
      • Ceremonies, Red Carpets, and Grand Openings
      • Closures for political purposes
      • Other similar events
    • Special Events
      • Events which the LSPD has identified as citywide special events, and appropriated some form of funding or provided City Services. All street closure requirements apply to special events unless otherwise stipulated.
    NOTE: Streets may not be closed for the purpose of vehicular parking; including but not limited to birthday parties, weddings, valet parking, and funerals.
2. REQUIREMENTS
  • Each event will require a dedicated host, who will be responsible for the organization of the event, and filling out the application for the permit. In order for the application to be approved, you must satisfy the following requirements:
    • The host's record must not have any serious misdemeanors or felonies within the last 3 months.
    • A minimum of 5 days notice of the requested event.
    • Have a specified date and time for the event.
    • Be able to disclose the type of planned event.
    • Where someone BLS certified is required, have proof of an individual with a BLS certification available for the event.
    • Be able to assure the LSPD that they can control the event participants, and provide private security where necessary to remove individuals not permitted to attend.
    • Adhere to the rules regarding the attendance of gang-affiliated individuals at the event.
    The following factors will also be carefully considered prior to the approval of proposed street closures (whether lane closures, local streets, or major/secondary streets).
    1. Impact of the proposed closure on residents, occupants, or business persons of the block.
    2. Impact of the proposed closure on the accessibility of emergency vehicles into the closure areas.
    3. Impact of the proposed closure on vehicular traffic such as circulation, traffic movement, and availability of alternate routes for traffic.
    4. Potential interference with commercial and business activities in the immediate vicinity.
    5. Conditions existing within the surrounding area that, when occurring in conjunction with a street closure, might create a hardship or an unnecessary inconvenience to the general public or persons residing in the area.
    6. Verification that the applicant or sponsor owns, leases, or rents property on the proposed block to be closed or can obtain and submit a letter of co-sponsorship from an individual who meets those criteria.
    Due to public protection, and our internal policies, we do not permit events to go ahead in the city if there is a presence of gang-affiliated individuals who attend the event and are not removed by the organizer. Failure to comply with this policy will result in the event being shut down by the LSPD.

    For all legal street races, we require that there be at least one BLS-trained individual, equipped with a BLS kit and requested in advance before a permit can be granted, on safety grounds.
    Serious misdemeanors
    • GM01 - Aggravated Assault or Assault on a Government Employee
    • GM02 - Battery
    • GM03 - Possession of a Blade
    • GM07 - Possession of a Fake Operator License or ID Card
    • GM08 - Identity Theft
    • GM10 - Vigilantism
    • GM12 - Predatory Lending
    • GM13 - Giving False Information to a Police Officer
    • GM14 - Criminal Threats
    • GM16 - Animal Abuse
    • GM18 - Bribery
    • NM06 - Stalking
    • WM02 - Carrying an Unlicensed Firearm or Weapon
    • DM02 - Possession of a Controlled Substance While Armed
3. INDEMINIFICATION AND HOLD HARMLESS AGREEMENT
  • The permittee shall sign an agreement to hold harmless and indemnify the City and its Officers, Agents, and Employees against any loss, cost, expense, injury, damage, or liability incurred by reason of any personal injury or property damage sustained by any person, caused or resulting from the issuance of this permit. This is a mandatory requirement and no permit will be issued prior to receipt of the Indemnification and Hold Harmless Agreement.
4. OTHER CONDITIONS AND REQUIREMENTS
  1. USE OF CLOSURE AREA
    • The permittee is responsible for restricting the use of the closed public street to the specific purpose for which the closure is approved and for complying with all terms and conditions of the permit.
  2. PERMITTEE RESPONSIBILITY
    • The permittee agrees that the granting of the permit in no way relieves the permittee’s responsibility to obey all City, State, and Federal laws and regulations.
  3. DAMAGE TO PUBLIC PROPERTY
    • The permittee may not fasten, drill, or bore into the Public Street, sidewalk or curb to mount or erect tent poles, booth supports, stages, or any other appurtenances or fixtures.
  4. CLEANUP AFTER THE EVENT
    • The permittee must remove all debris that results from the event. The area will be inspected after the event and an invoice for payment will be sent for any required cleaning that is performed by the City.
  5. NOTIFICATION REQUIREMENTS
    • The applicant must notify all residents, property owners, managers, or lessees in the closure area of the date, time, location, and purpose of the closure. This notification may be accomplished by distributing flyers, or door hangers. The notification shall be completed at least 24 hours prior to the event for local streets and at least 48 hours prior to the event for major/secondary streets.
