As a sworn member of the Los Santos Police Department, a Police Officer maintains order, enforces laws and ordinances, and protects life and property; issues citations, makes arrests, prepares reports, and provides information to the public and departmental units; works with neighborhood associations and community members as a planner, community organizer, problem solver, and information link; and does related work. Each month, one officer is selected by our Police Supervisors to receive this most prestigious award. This award is an overall congratulation for universal commitment, achievement, and excellence throughout the department. An officer who achieves this award is an exemplary member of the department who should be looked up to as an inspiration and role-model.

Police Officer III Ace Rellet joined the Los Santos Police Department on the first of July, 2021 after successfully graduating Academy Class #198 of which very few are left. Ace was promoted to Police Officer I in early August of 2021 before being reassigned from the Rockford Hills Patrol Division led by former Captain Grace Hunter to the Vinewood Traffic Division led by Lieutenant Steve Smyth in September. Officer Rellet was promoted to Police Officer II that same month after performing exceptionally well on a patrol level, exceeding expectations set to Officers of his rank. As a Traffic Officer, Ace performed his duties to the highest of standards, hosting traffic operations by himself, and with his peers, showing exemplary leadership as a junior Officer.
Police Officer III Ace Rellet
Officer Rellet earned his award not only with an above-average patrol level performance but with consistent Field Training work which is widely regarded as one of the most important in the Department - additionally progressing internally and providing training for Probationary Traffic Officers of the Vinewood Traffic Division. Officer Rellet earned his promotion to Police Officer III this November which solidified him as the Officer of the Month. We would all like to congratulate Officer Rellet on a fantastic month and hope to see him progress further, congratulations Ace! Officer Ace Rellet will be rewarded with a salary of $8,000.00 for the duration of this month.

The Internal Affairs Group is a division within the Los Santos Police Department that maintains officer accountability and is separate from all other Divisions. The Internal Affairs Group, or IAG, is run strictly under the Office of the Chief of Police to stay indifferent and neutral in their investigations. The Internal Affairs Group also acts as the investigative arm of the Chief of Police with respect to employee misconduct. All complaints are reviewed by the Internal Affairs Group to determine the appropriate investigative entity. The Internal Affairs Group is responsible for investigating the more serious complaints of misconduct and cases of official corruption. The Commanding Officer of the Internal Affairs Group is Deputy Chief Phillipe Sanchez, who recently took over the position from Assistant Chief of Police Elena Blake. The Internal Affairs Group works closely with Chief of Police Alex Donnelly and complaints are compartmentalized directly under the Office of the Chief of Police to remain fair and unbiased.

The Internal Affairs Group team includes members that are extremely vetted in their records and sworn to confidentiality. Internal Investigators within the Internal Affairs Group assist in ensuring that the employees of the Los Santos Police Department are conducting their duties honestly, legally, to the best of their abilities, within Departmental policy and procedure. The entire team, from Assistant Chief Elena Blake to the new leadership under Deputy Chief Phillipe Sanchez works tirelessly to keep up with reports, spending time on internal investigations and striving to improve the department by adding alternative resolution processes, working with the Justice Bureau and within to keep all investigations to provide accountability and the highest standards.

-Deputy Chief Phillipe Sanchez wrote:The Internal Affairs Division continues to be the backbone of the Police Department when it comes to transparency and officer accountability. The Division accepts complaints from all individuals regardless of personal background as a means to make their voice heard when suspected officer misconduct is reported. The Internal Affairs Division reviews each and every complaint thoroughly and have a team of investigators who scrutinize the report, the officer(s) reported, and any submitted or linked evidence. This investigation is then reviewed and concluded by the (Assistant) Commanding Officer of the Division who then issues the appropriate responses and disciplinary actions.
2021 has been a solid year for Internal Affairs. Assistant Chief of Police Elena Blake worked tirelessly and dedicated a tremendous amount of time to the Division this past year. What she has done for the Division is nothing short of phenomenal and I strive to follow in her footsteps by continuing to focus on accuracy and efficiency in enforcing officer accountability. I took over leadership in October and the Division continues to output high-level investigations in very efficient time-frames. I look forward to upcoming developments that will further promote accountability of actions and efficiency of investigation. 2022 will be an exciting year for Internal Affairs!
- The IAG takes in two kinds of reports from the public about officer conduct; commendations and complaints. If one wishes to commend the actions of employees of this Department, they may do so by using the form on the government website, writing a letter to the captain of the station in their area, or to the Chief of Police. Verbal commendations may also be given to any Department supervisor. Officer commendations are forwarded on to the officer’s supervisors and assist them in moving up and with future divisions, they may apply for in their career.

All complaints that come into the Internal Affairs Group, commonly known as Internal Affairs (IA) reports, are strictly confidential and investigated with the utmost scrutiny and thoroughness. A complaint can be filed in person at any police facility. Although it is not required, the Department encourages community members to make these reports in person so a supervisor has an opportunity to do a thorough initial assessment of your complaint. If one does not wish to report a complaint in person they are able to file complaints online through the government website. It is important to know that reports must be filed within 7 days of the incident in question, to ensure a clean and fair investigation. Anonymous and third-party complaints are also accepted and will be investigated to the extent that sufficient information is provided. However, if contact information is not contained in the report, the investigators will be unable to ask any follow-up questions that might be needed for a thorough, complete investigation.

All complaints are reviewed by the Internal Affairs Group before being assigned for investigation. Depending on the alleged misconduct, personnel complaints may be investigated by IAG investigators or at the divisional level. Complaints not investigated by IAG are assigned to the accused officer’s division of assignment for investigation. The investigation process may include interviews of witnesses and officers; a review of Department records, policies, and procedures; an inspection of medical records, photographs, and other evidence; and legal analysis. The investigation of a personnel complaint and subsequent actions (including the administration of discipline when warranted) is an involved and time-consuming process. The amount of time they take depends on a number of factors and can vary from several weeks to about a month. Once the process has been completed, the initial complainant will be notified of the outcome in writing.

- Police Sergeant II Jessica Nash was born in a small town called Nashville, in the state of Tennessee, United States. Jessica says she was very lucky as a child, she was incredibly safe and fortunate to grow up with her loving parents. Her father was a Sheriff, and her mother was a 911 dispatcher, which is where they met as work colleagues. Growing up, Jessica was sheltered from her father's work and they were an average family. They would spend their summers at Jessica's aunt's lakehouse, and during the winter they were picking Christmas trees from a nearby forest and sitting by the fire with hot chocolate. As Jessica got older her father felt more comfortable sharing his experiences at work. Jessica believed this was partly because he could only hide his cuts and bruises for so long before she had realized he had a dangerous job. Jessica's mother left her position as a dispatcher when she was around 9 years of age to focus on their farm - adopting plenty of cattle, chickens, and miscellaneous animals.

- In school, Jessica was interested in science and drama, a complete polar opposite of her now she says. Jessica says she was far from academically genius but she managed to graduate high school with exceptional grades, maintaining a 4.0 GPA. Initially, she considered animal husbandry or veterinary science but witnessing her dad gaining massive satisfaction in his job growing up she decided to pursue the same career. Jessica attended Tennessee State University, studying Criminal Justice while maintaining her menial jobs around town, waiting tables, and working as bar staff in night venues.

- Once Jessica graduated her father told her that he would be retiring from the force as a full-time Sheriff and only providing support relief. Jessica did not want to work under her father's shadow and took a big leap - heading to Los Santos, a large city to pursue her much-awaited career in law enforcement. Prior to joining the Los Santos Police Department, Jessica did not work in any other positions within the city. She received a $20,000.00 cheque as a graduation gift, and her mother gave her cherished ruby ingot before she headed to Los Santos with ambition and naivety. Jessica found a low-priced apartment to rent on Spanish Avenue before joining the Los Santos Police Department, working from the ground up. Jessica is a part of the Recruitment and Employment Division and is currently the Commanding Officer. Jessica thanks her superior, former Captain Grace Hunter who she considers a dedicated and highly-capable individual - is one of the reasons she joined the division and later took over. Jessica says she was left with a solid and reliable foundation where she needs to 'upgrade the curtains' and 're-paint the fence'.

-Police Sergeant II Jessica Nash wrote: A great leader is someone who is willing to provide focus and dedication to the task at hand, listen to their constituents, and work with them to improve the structure. As a whole, my goal for the Recruitment and Employment Division is to take the existing foundations built by Captain Hunter and improve where possible, creating an effective and reliable division.
I wish to improve procedure and protocol, improve training guides to make the training and processing within the department faster, more efficient, and keep the standards we uphold. I hope once this is complete to have a self-sufficient division that requires minimal intervention due to its efficient running.

As a Police Supervisor, and as a strong leader, Jessica seeks to improve an already strong training program of the Recruitment and Employment Division, as well as dedicate herself to her craft. She hopes to create a self-sufficient division that requires minimal intervention due to its efficient running. Jessica's personal goals are to provide excellent services to the city of Los Santos, to bridge gaps with the community, and help those in most need. When the time is right, if Jessica can walk away from the Department with knowledge of someone, somewhere saying 'Remember when Jessica Nash helped us?' she will consider her career a success. We thank Sergeant Nash for allowing us to feature her and wish her a long, and already successful career.
