ACCOUNTABILITY REPORT

      • A complaint was received regarding a Deputy Sheriff’s conduct during a hostage-related incident at the San Andreas Department of Corrections, including concerns that the Deputy attempted to assume control of negotiations despite DOC/CERT command already managing the situation within DOC jurisdiction. The investigation determined that the Deputy’s intentions may have been good, but that the execution was inconsistent with departmental and bureau standards regarding DOC jurisdiction, chain of command, and interdepartmental scene management. The matter was sustained, and corrective action was taken for negligence of bureau standards.

      • A complaint was received regarding a Detective’s conduct during a traffic stop, arrest, and transport, including allegations of improper arrest procedure, failure to advise rights, unnecessary transport delay, unsafe driving, and verbal mistreatment. Investigators reviewed the available statements, arrest information, and responses from involved personnel. The investigation determined that there was insufficient evidence to establish misconduct, as necessary evidence could not be obtained through reasonable efforts and the available information did not support a sustained finding. The matter was concluded as insufficient evidence to adjudicate.

      • A complaint was received regarding a Deputy’s conduct during a pursuit-related incident, including allegations involving drive-by taser use, vehicle contact, shots fired, and force used against an individual who was reportedly restrained or otherwise no longer posing an immediate threat. As of the reporting period, the matter remained under investigation, with Internal Affairs seeking a response from the involved Deputy regarding body camera use, available footage, the Deputy’s version of events, and the reasoning behind the use of force. The report was closed as Unable to Impose Penalty (UIP) as the employee is no longer employed with the department.
