Narrative: Explain what happened in detail, provide sufficient detail to justify the charges. Video and image evidence can be provided. Specifically state why each charge listed was placed.
While conducting a traffic Stop Eddy Connors (Henceforth known as the suspect) was a passenger in the vehicle that was stopped. Before making contact with the suspect, and the driver. They were ordered to turn the engine off and remain seated. Before the traffic stop concluded, I heard the driver make a comment, saying 'code-1 needs a pickup.' Afterward, a purple van picked up the suspect, leaving the scene. I requested Officer Pete Knoll to pull the van over and recover the suspect as he was detained due to being a part of the traffic stop and was ordered to remain seated. Officer Knoll was able to recover the suspect and bring him back to the scene, where I advised him that he had committed a crime and was going to be placed under arrest for Failure to comply. I read the suspect their rights, patted him down, and transported him to MRPD without further incident. The suspect requested to speak with his lawyer and was allowed to contact them.

Witness Statement
- I, Donnie Kett while wearing my department issued bodycam ((Proof of RP )) and working for the Los Santos Police Department under my assigned post, was conducting a speed trap when a Phantom I clocked using radar was traveling above the posted speed limit (80KPH). I conducted a traffic stop and megaphoned the driver to turn the engine off and for them to remain seated. I began investigating the driver and the reasoning for the speed. After Identifying the driver as Jimmy Knight and finishing up my investigation, I could hear Mr. Knight say code-1, code-1 need a pickup, seemingly over a radio. Shortly after Mr. Knight made those comments a purple Van arrived on scene, and the passenger, later identified as Eddy Connors exited the Phantom getting into the van. Police Officer II Pete Knol who was a backup Unit on the Traffic Stop was directed to pull the van over and recover the passenger. I gave an accurate description of the clothing and Officer Knol was able to pull the van over and detain the passenger bringing him back to the scene. I issued Mr. Knight a citation for the speed and began speaking with Mr. Connors. I asked why he left the stop and he advised he did not need to stay. I advised him he did as I told them over the megaphone to remain seated as it was a traffic stop and although he was not the driver, he was still detained for the duration of the stop. I advised Mr. Connors he was going to be placed under arrest for Failure to comply. I then read Mr. Connors his rights. Conducted a pat search and transported him to Mission row for processing. During this time Mr. Connors requested he call his attorney; I allowed Mr. Connors to do so before fully processing him. Mr. Connors Attorney arrived and I verified him to be one allowing him to speak with Mr. Connors. After they finished speaking I processed Mr. Connors without further incident or issues.

All parties in this case are encouraged to complete the following Scheduling Tool in an attempt to schedule a trial on the above case. When the scheduling tool has been completed by either party, please post on the docket stating as such.
