MESSAGE FROM THE SHERIFF

    Sheriff Ian Walter
    Greetings,

I’m back with my monthly “State of the Union", if you will. February is usually known as a time for love and appreciation, and there was certainly plenty of that to go around. Our “Love Is in the Air” feature brought some fun to the Sheriff’s Department. I have a feeling it may have helped a few of our finest deputies connect with potential matches. For those already spending life with their soulmate, I hope you had a wonderful Valentine’s Day. And for those who are happily single, I hope you enjoyed the day just the same.

As we close out February, I want to reflect on what was a busy and truly monumental month for our department. We celebrated the promotions of Tom Brown and Clay Thompson to the rank of Assistant Sheriff, placing them third in command within the Sheriff’s Department. Assistant Sheriff Tom Brown has served with the department since 2022 (coming to the Sheriff's Department from the LSPD in June), and Assistant Sheriff Clay Thompson since January 2024. Both have held a wide range of assignments across the organization and bring valuable experience to their new roles.

Assistant Sheriff Brown will oversee Countywide Operations, which includes the Patrol, Detective, and Special Enforcement Bureaus. Assistant Sheriff Thompson will lead Administrative Operations, including Recruitment and Employment, Field Training, and Advanced Training. February also marked the promotion of Scott Pierce to Captain, joining Command Staff and serving in Patrol. Congratulations again to all three on their well-earned achievements.

February also brought a bittersweet moment with the retirement of Chief of Staff Amelia Clark. Division Chief Clark has been an instrumental part of this department, and her absence will certainly be felt. We are grateful for her years of service and the strong foundation she helped build.

When I was appointed Sheriff in October, I made transparency within our Internal Affairs process one of my top priorities. I am proud to share that we have taken meaningful steps in that direction. Under my leadership, the Sheriff’s Department has launched a monthly Accountability Report, the first of its kind in San Andreas. This report outlines all complaints received and investigated by Internal Affairs.

Our goal is to give the public a clearer understanding of how the process works and to demonstrate that we take every complaint seriously. We hold ourselves to the same standard of accountability that we expect from the community we serve. If a complaint is not resolved to the satisfaction of the individual who filed it, it may be appealed directly to me, and I will personally review it.

As February comes to a close, I am reminded why this time of year is one of my favorites. It signals winter, my least favorite season, is on its way out, and spring is just around the corner. Come on Spring!

Deputy Sheriff (Bonus I) Dmitry Petrov
For the month of February, we are proud to announce Deputy Sheriff (Bonus I) Dmitry Petrov as the Deputy of the Month.

Deputy Petrov joined the Los Santos County Sheriff’s Department on July 13th, 2025, and has continued to demonstrate dedication, professionalism, and a strong commitment to service since joining the department. Through his consistent work ethic and steady contributions, he most recently earned promotion to Deputy Sheriff (Bonus I) on September 21st, 2025.

In addition to his primary duties within the department, Deputy Petrov is also assigned to the Special Enforcement Bureau, where he serves as a Team Operator. Beyond his law enforcement service, he also serves as a Paramedic with the Los Santos Emergency Medical Services, where he holds the role of Head of the Advanced Medicine Unit.

Deputy Petrov has shown himself to be a dependable and valuable member of the department. His willingness to serve, his professionalism in the field, and his continued contributions across multiple areas of public safety make him well deserving of this recognition.

On behalf of the Department, Deputy Sheriff (Bonus I) Dmitry Petrov will receive a bonus payment of $1,000.00 (($100,000.00)).
An Unfortunate Departure

    Division Chief Amelia Clark
The Los Santos County Sheriff’s Department recognizes the service and dedication of Division Chief Amelia Clark, former Chief of Staff overseeing the Office of the Sheriff, including Human Resources, the Internal Affairs Bureau, and the Sheriff’s Information Bureau.

Throughout her time with the department, Division Chief Clark built a distinguished career marked by steady advancement, strong leadership, and a clear commitment to the success of the organization. From her early time in uniformed service to her eventual promotion to Division Chief, she consistently demonstrated professionalism and a willingness to serve wherever she was needed most.

Chief Clark played a major role in the department’s public-facing operations, working extensively on press releases, helping organize countless departmental events, and contributing greatly to the coordination and presentation of the Sheriff’s Office as a whole. Her efforts behind the scenes helped ensure that important information, milestones, and departmental initiatives were communicated effectively and professionally.

Her hard work, dedication, and contributions to the department will not be forgotten. Division Chief Amelia Clark’s service leaves a lasting impact, and she will be deeply missed by those who had the privilege of serving alongside her. We hope she enjoys her well deserved retirement.

    Sergeant Gavin Sands
Sergeant Gavin Sands serves as the Watch Commander of the Night Shift for Paleto Station and the Administrator of the Field Training Bureau. Originally joining the Los Santos County Sheriff’s Department on October 28, 2023, Sergeant Sands reinstated on April 12, 2024, and has remained a valued member of the department since, completing the Supervisor Training Program on November 2, 2025.

When did you join the Los Santos County Sheriff's Department?
    About 2.5 years ago

What is your favorite thing about being a deputy at the LSSD?
My favorite thing about being a deputy is being able to drive around the county and interact with all our wonderful citizens. The ability to see our citizens every day and keep them safe is what keeps me going.

What is your most memorable moment while serving as a deputy for the LSSD?
The moment I always remember is when I received my corporal badge after getting accepted into STP. It was the moment where all my hard work with GOB paid off, and I got to step into new opportunities.

Why did you become a deputy for the LSSD?
I became a deputy at LSSD after being a CO at DOC for 2 years. I made the change because I was ready for something new and knew my calling was as a law enforcement deputy.

What is the greatest feeling about being a deputy?
    Being able to help people

Where do you see yourself in the LSSD two months from now?
2 months from now I see myself continuing to help our trainees and GOB deputies, while hopefully continuing to climb the ranks myself.

What do you like doing outside of work?
Outside of work, I love to fly my helicopter around and go off-roading.
