        Police Officer Cody James was on scene assisting with an active police situation at the intersection of Alta Street and Vespucci Boulevard, where the roadway was partially blocked with emergency lights, sirens, and traffic barriers in place. During this active scene, a female later identified as Charlie Belle was observed driving a sport utility vehicle in the incorrect lane of travel before making an unsafe U-turn and parking directly behind a marked police cruiser with its emergency lights and sirens activated. Officer James issued clear and lawful verbal commands for Belle to leave the area due to the active police scene, which she initially complied with; however, Belle immediately conducted another unsafe U-turn and struck the blue traffic barriers with her vehicle. Belle then exited the vehicle, at which point Officer James attempted to place her under arrest. During the arrest, Belle was extremely non-compliant, refused to follow lawful orders, and actively resisted, requesting a supervisor to respond. Chief Jessica Nash and Chief Phillipe Sanchez arrived on scene and made contact with Belle, during which Belle admitted to driving recklessly through the active scene. While handcuffed, Belle intentionally kicked Chief Nash and proceeded to issue verbal threats toward Chief Nash and her family and even kicked Chief Nash. A search of the vehicle Belle was operating revealed a Pistol .50 located in the glove compartment, for which Belle did not have lawful authorization. Belle continued to resist custody and kicked Officer James during escort and transport procedures. Belle was subsequently secured and transported by Officer James to the DOC.

    • On the 24th of February in the Late Evening, shots were heard at Benny's. A vehicle was followed from the scene and it turned into a shootout between a dangerous gang and the LSPD which resulted in a static scene on Elgin Ave between the San Andreas & Vespucci Blvd Intersections. It was in the North facing Lane, and as such, blockades were placed on the southern end (Where traffic would be coming from) and police vehicles were at the north end.

      Ms Belle entered the scene slowly at first from the North end (Heading south in the incorrect lane and into the active static scene). She was told to leave but continued meddling and then eventually continued through the scene in the incorrect lane and almost struck an officer driving over the sidewalk. She was detained and arrested.

      Upon detainment she became verbally combative, spewing some abhorrent statements and acting like a petulant child. She then became physically abusive, striking me once.

      As she was placed into the car, she crossed the line by making statements to Chief of Police Phillipe Sanchez by making statements of "I'll bury your child 6 feet under". Which were disgusting and deeply personal. When asked what she'd said, she went on to further threaten my own life.

      I'm unsure what she is contesting here. She willingly stated she entered the incorrect lane of traffic, she obstructed our on-going investigation and scene, she became verbally and then physically combative and was a total, for lack of a better word, twat.

      This court case is a waste of time and a blatant attempt to get attention, to which she desperately seeks, which is apparent with her driving through an active scene. Unless she is blind (Which she shouldn't be driving is she is), she would have seen the emergency vehicles, flashing lights, blockades, officers walking around with heavy weaponry, ambulances and gunshot victims on the floor. Her need and cry for attention and validation superseeded anyone elses necessities.

ISSUANCE OF VERDICT

IN THE SUPERIOR COURT OF SAN ANDREAS

The State of San Andreas v. Charlie Belle

A decision was reached in the above case on the 17th day of April, 2026.


Facts

  • Defendant made a u-turn in the incorrect lane.
  • One lane was blocked due to an on-going police scene.
  • Defendant made another u-turn
  • Defendant hit and broke a blue barrier.
  • The defendant exited her vehicle of her own accord and was arrested.
  • The defendant was non-compliant during arrest.
  • The defendant made threats towards Deputy Chief Nash on scene

Arguments From Either Side

The prosecution asserts that the defendant knowingly drove in a reckless manner due to the multiple u-turns and breaking of the police barrier. They argue that the defendant willingly chose to enter an on-going police scene, and allege that an officer was nearly struck during this driving.

The defense argues that the defendant was merely driving in a careless manner, but it did not amount to the charge of reckless. The defendant claims that she initially approached the scene to greet an officer on scene and apologize for the traffic violation, then proceeded to leave.
Verdict

The court wants to begin by noting the defendant only plead not guilty to some, but not all charges incurred on the day in question. Given that the court already accepted the guilty plea by the defendant for the charges WM02 - Possession of a Class 1 Firearm and GM02 - Battery (Gov. Emp.). The court will not be hearing those charges today. The court will move forward focusing on the charges GM04 - Resisting Arrest, GM13 - Criminal Threats (Gov. Emp.), and VM03 - Reckless Operation of a Road or Marine Vehicle.

That being said, the court finds that the inconsistencies between the arrest report and the witness statement, coupled with the inability for the defendant to drive in the correct lane due to police presence and an ongoing scene, allow for a reasonable person to find the defendant did not proceed with intent to harm individuals and/or property. While the defendant’s actions were improper and may warrant citation-level offenses, they do not rise to the level of willful or wanton disregard required for reckless operation.

However, despite the court’s finding that the underlying conduct did not rise to the level of reckless operation, the court finds the conduct of the defendant during said arrest to amount to a new, independent act chosen by the defendant. In exhibits 1 and 2 the defendant is noted as having threatened the Deputy Chief Nash. In exhibit 2 it is specifically stated that the defendant threatened the life of Deputy Chief Nash. While the court may understand a level of unruly conduct from an individual, it does not excuse or forgive direct threats to others.

The narrative surrounding the conduct of the defendant during the arrest amounts to a level the court can only see as resistance beyond what would be considered reasonable under the circumstances. The court notes the resistance in question led to multiple instances where the defendant was noted as striking officers to the point of supporting the already accepted charge of Battery.

It is with the above considerations that I issue the following verdict:
  • On the count of VM03 - Reckless Operation of a Road or Marine Vehicle, I find the defendant, Charlie Belle, not guilty.
  • On the count of GM13 - Criminal Threats (Gov. Emp.), I find the defendant, Charlie Belle, guilty.
  • On the count of GM04 - Resisting Arrest, I find the defendant, Charlie Belle, guilty.
The defendant should make their way to City Hall at their earliest convenience to have the change to their record noted as well as the payment of $17,000 returned to them for fines, time, and other expenses/inconveniences incurred from the contested charges.
