A Motion for Joinder was filed in the above case on the 29th of March, 2026.
The State of San Andreas, by and through the undersigned attorney, filed this Motion for Joinder, requesting that this and the following list of cases be joined together for collective prosecution.
The Prosecution is aware that these two arrests are separate incidents, both arrests occurred within a short window of time and the evidence that has been provided to the State has overlapping relevancy. In order to preserve judicial resources and in attempt to avoid presenting the same evidence twice, the Prosecution respectfully urges the court to grant this motion for Joinder.

- I was in an Adam patrol with Officer Marks when officers were called to city parking for crowd control. Billy Papalardo was seen with a musket on his back and was slurring. The man seemed extremely intoxicated. I was under orders and duty to arrest Papalardo for unlawful brandishing. When he was asked to hand over his weapon, he refused. After a bit of convincing billy became compliant and entered the back of my cruiser. we looked up the weapons serial number and found that the owner was unknown. Papalardo insisted that it was his and we weren't allowed to take the weapon from him. I processed Papalardo at MRPD for public intoxication while Breacher verified if having a musket was a crime. I was not present for his secondary arrest when he had a revolver.

- On Feb. 23rd, 2026, Billy Pappalardo was seen at legion square actively intoxicated, drinking alcohol and carrying a musket slung over his shoulder near the main city public parking lot on the sidewalk. Officers including myself, Officer Zing and one to two others were on scene for crowd control and to investigate Billy's actions. Given Billy was drunk and continuing to actively consume more alcohol at the time, as well as unsure of the legality of the musket he was carrying, we took action to detain him. Billy was placed into cuffs, read his miranda rights and frisked. We confiscated his alcohol and the musket. Unsure of what the proper charge was as the time for carrying the unloaded musket, we seized it temporarily while we investigated this further but were certain it was unsafe for the public at the time for him to continue to carry it regardless due to his drunk state. Since we did not at the time have a charge for the musket, we simply arrested him for public intoxication to give him time to cool down and recover. I drove to city hall and had a discussion regarding the matter with a prosecutor of the Judicial Branch where we determined unlawful brandishing of a firearm would fit the situation best in relation to the musket and I would permanently seize the musket for safety and legal purposes based on the LSPD's firearms licensing policies. Billy did not have any kind of valid firearms license for any type of weapon, and he was drunk at the time of carrying it around, both of which were standard violations of firearms licensing agreements. Once Billy was released from his first jail sentence for public intoxication, I found him at Mission Row station asking for his belongings back, including the musket. At this time, I saw he had a revolver in his waistband of this pants. I once again placed him in cuffs, both to arrest him on the charge of unlawful brandishing for the musket, as well as possession of a class 1 firearm knowing he did not have a gun license for the revolver. The revolver was then confiscated and Billy was processed for jail once more.

A decision was reached in the above case on the 11th day of April, 2026.
We appreciate the defenses Notification of Counsel. Given the lack of response to the Motion for Joinder, the court will be moving forward with the motion for the sake of preserving the time of all involved. That being said, the defendant will be contesting the charges:
- NM05 - Public Intoxication
- WM01 - Unlawful Brandishing of a Firearm or Weapon
- WM02 - Possession of a Class 1 Firearm
Each of which were incurred on the 24th of February. These charges are a combination of both: #26-BT-0023 State of San Andreas v. Billy Pappalardo and #26-BT-0024 State of San Andreas v. Billy Pappalardo. Given the decision of the Court, we will be archiving #26-BT-0024 State of San Andreas v. Billy Pappalardo and moving forward with the combined cases under #26-BT-0023 State of San Andreas v. Billy Pappalardo.
