Narrative: Explain what happened in detail, provide sufficient detail to justify the charges. Video and image evidence can be provided. Specifically state why each charge listed was placed.
At 19:47, I pulled over a suspect for improper traffic maneuvers at Legion Square. I asked the suspect to roll down his window and present his license, but he repeatedly refused and argued. After informing him that failure to comply would result in charges, he requested a supervisor. I attempted to call a supervisor twice over the radio, but none were available (10-8). I informed the suspect of this issue.
The suspect then refused to comply further. I removed him from the vehicle, read him his rights, placed him in handcuffs, and provided my badge number. I also informed the other DCC workers that I would return to transport the vehicle to the DCC lot, as the driver was under arrest.
Upon arrival at the station, the suspect spoke with a supervisor. I processed him and secured his belongings in his locker.

- After finishing a citation report at the upper pillbox, I see a DCC scout in the opposite lane of travel perform an illegal U-turn. I pulled up behind him, turning on my light. I politely asked for a license and for him to roll down the window. He then calls me a bastard and argues with me. After refusing to comply multiple times, I informed him that it is now becoming failure to comply. He now wants my supervisor. I placed a backup call to 755. I radioed for a supervisor to come. waited about 45 seconds to a minute and placed another radio call out. I then told him that nobody was responding, and if he did not give me his license, I would pull him out of the vehicle. where he proceeds to argue that I do not have a lawful reason to get his ID once more. So I pulled him out, read his rights, and patted him down. Identifying who he was, then informed him that it was just going to be a Improper traffic maneuver stop for the illegal U-turn, but now that he refused to show his ID and argued back and forth, it was now failure to comply. I went to Mission Row, where Lieutenant Carl Jacobs had just clocked on. I requested him and informed him of the situation. He spoke with the man. then myself and with the man again. Then after they finished talking, I took the man inside and processed him.

- Per the arrest report, I was the Supervisor that Officer Trey spoke to once arrived at Mission Row.
I spoke to Officer Trey, who stated that they had performed a traffic stop for conduct prior to the suspect vehicle being pulled over, namely incorrect U-turns around Legion Square, and asked for the suspect to identify themselves as per procedure for Traffic Stops. The Officer stated to me that the suspect repeatedly refused to show their license and as a result, were charged with Failure to Comply.
I then spoke to the suspect, who stated that they believed the traffic stop was unlawful and as a result, repeatedly refused to identify themselves to the Officer pulling them over.
Based on the information I had available to me, I determined that the Officer acted appropriately in conjunction with departmental policies and procedures.
